Dogara gave the revelation at the just concluded Nigerian Economic Summit (21NES) held in Abuja.

The Speaker, who was represented by his deputy, Lasun Yusuf, lamented that the legislative arm of government had always been left out in the key decision making of government in budgeting and other key policy formulation, a trend he described as unhealthy development for the country’s economic growth.

This trend, according to him, had entrenched the culture of keeping the legislature in the dark of key policy decisions of the executive arm of government.

Speaking on the topic: Setting the Legislative Framework for a High-Performance Economy’, the House leader insisted that lawmakers have always been ignored by the executive arm.

“I’ll advise this August body to find a means of looking into that lacuna and come out with position papers to determine whether we are actually practicing communism, capitalism or welfarism because when all this are not properly define, there’s no way we can seat down and start making laws.’’
