Investigation reveals how Gov. Uduaghan and Pinnick make millions from hosting NFF

For those still wondering how Amaju Pinnick emerged the President of the Nigeria Football Federation (NFF), their imaginations can cease as thrilling documents seen by Secrets Reporters has uncovered how millions was spent fictitiously to host NFF.

In a letter written to Governor Emmanuel Uduaghan via the Secretary to the State Government (SSG) by Pinnick Amaju Melvin on 10^th September titled ‘Special Request for the hosting of the 1^st Extra Ordinary General Assemblies of the Nigeria Football Federation’, it requested the State Government to host the Assembly as demanded by FIFA between  18^th to 25^th of September 2014..

Arm twisting the Governor into hosting them, paragraph two of the document reminded him of his pledge to do so when he hosted the 69^th NFF Annual General Assembly in Warri in November 2013.

“In the light of the foregoing, His Excellency is invited to graciously note the above and to (Ai) Approve the hosting of the 1^st Extra Ordinary General Assembly of the Nigeria Football Federation in Warri in September 2014 (ii) The grant of the sum of N47,000,000,00 (Forty Seven Million Naira0 only for the said hosting; and (B) Direct the Ministry of Finance to release the sum of N47,000,000.00 (Forty Seven Million) only to the Delta State Sports Commission for the purpose state above, please”, part of the document stated which was signed by Amaju with memo no: DSSC,3/T2/13..

The staggering N47 million was broken down into:

5. Accommodation/feeding for 15 suites @ N130,000 each suite for 3 days (15 multiply N130,000 in 3 days) amounted to N5.850,000.


6. Accommodation/Feeding for 135 persons for 3 days in each room was penned at N50,000 which was a total of N20,250,000.

• Secretariat, Documentation, accreditation and recording of conference proceeding was N2,000,000

1. Hiring of conference hall including the decoration for the period gulped N3,500,000


2. Hiring of 5 buses and 2 salon car for the period again swept N1,700,000


3. Entertainment/Ceremonial – Opening and Closing, including engagement of comedians and musicians cost N4,500,000

• Publicity – posters, jingles and live coverage was penned at N4,000,000


• Security – Mobilization of Security personnel in and around the venue including hotels was billed for N4,000,000

1. Contingency – N1,200,000 went down the drain

Which was the total of N47 million. Amaju advised the governor to incur the expenditure from the Governor Contingency Vote.

On 15 September 2014, without passing through the SSG, the Governor approved N40 Million

Looting takes place…

Despite the money being approved, investigations carried out revealed that the most expensive hotel rooms in Warri cost $300 which is not even up to N50,000. This meant that for each of the 15 persons in the suite, the sum of N100,000 went to private pockets while the rest lodged in rooms not above N20,000; thus bring about another multimillion fraud. The conference hall which was hired ironically belonged to Amaju, which is not near the cost inputted. Government vehicles were used for the event; hence the hiring was a hoax to siphon funds; just like many of the costs were inflated.

The Big Fraud…

If Nigerians think that was all, then the big picture is just arriving, as the letter written to the governor was duplicated and money assigned for the same project that took place the same time.

In a similar letter written to the Governor but headline ‘Special Request for the hosting of the 2^nd Extra-Ordinary General Assembly of the Nigerian Football Federation’, which was dated 14^th September 2014 with memo no : DSSC.3/T2/16, Amaju made another outrageous demand.

According to the document, the same amount with breakdown as the 1^st was needed to host the 2^nd which takes place the same month. The budget however got questioned by the governor who inscribed question marks on three of the requests, namely; Entertainment, Publicity and Security which cost a total of N12.5 Million.

Despite the three items removed by the Governor, he still approved N40 Million like he did to the rest. Interestingly, if the N12.5 million he questioned were removed, the N47 Million demanded is already covered. It means the Governor ought to approve N35 Million for the hosting, but he added the bonus of N5 million from the State treasury.

On the same 15^th September 2014, Governor Uduaghan signed away N80 Million to Amaju. According to sources, this was the money used in bribing the delegates to vote for Amaju during the NFF election. Amaju Pinnick is the immediate younger brother to Uduaghan’s wife, Sheila Roli.

Governor Uduaghan who has successfully looted the state as revealed by many groups is currently plotting to install Sir Anthony Obuh who he believes can cover up his mess, a move rejected by Deltans, while he desperately finds way to go to the Senate, which has become a retired assembly for ex looters.

Over the week, his Itsekiri kinsmen have disowned him and threatened to lay curses on him for not doing anything in his homeland. Warri North where he hails from is still in traditional shape while his immediate village have been without light for over six months.

As the race to 2015 heats on in Delta State, many Nigerians especially Deltans are not aware of why Delta State Governor, Emmanuel Ewetan Uduaghan is fighting tooth and nail to install his successor who he can play ping pong (apologies to my revered senior brother and legal icon, Festus Keyamo), while he dons agbada in the Senate, but extensive investigations carried out by this writer and written in feature form has unearthed many cans of worms that the governor has kept for many years.

Unknown to Deltans, the governor who is a medical doctor after watching Shell collapse in Warri and moved over to Port Harcourt for oil exploration quickly bought over the popular Shell Hospital, Ogunu. As if that was not enough; set to live a life of affluence and secure his hundred generations, he bought 60% of the houses in Shell Housing Estate, Ogunu.

VEERED INTO COMMUNICATION, BANKING AND HOTEL

Doctor Uduaghan who had earlier been reported to buy some section of the online media and soft sell papers may not be a banker nor a media person, but days of extensive searching and investigation by this writer brought forth a shocker. For those who were present during the launching of Rave TV widely believed to be owned by amazing celebrated Television hostess of ‘Inside Out’, Agatha Amata; what they don’t know is that Rave TV, which airs on Startimes Channel 125 and continental satellite ‘Consat’ and was commissioned on August 8th 2014 by Emmanuel Uduaghan is ironically own by the governor, but fronted for by Agatha, revealed a very reliable source.

Away from Communication, the chubby Delta State Governor is a proud share holder of a new generation bank. While many Nigerians wondered how a new entrant into the sector could muscle the financial strength to acquire a bubbling bank like Enterprise Bank where banks like Fidelity Bank failed, very authentic sources revealed that Uduaghan is the financial brain behind it, owning majority of the shares. If you are still wondering the bank in question; HERITAGE BANK is the name where the governor has stashed away millions.

Away from the banking and communication sector, the governor who has won many Newspapers Man of the year is reliably gathered is the owner of a new hotel being built in Asaba. To remove the eyes of the prying public, one of his fronts, Tuoyo is normally pointed at as owning the over 5 storey eye popping mansion, which has gulped over N300 million, with more still to be spent for finishing and furnishing.

HIS BROKEN DEAL WITH ZENITH BANK AND CONTRACT FRAUD

He is not just a governor but a philanderer. While Delta State battle ghost workers in the state, information not known to the public is that a company by name, HEKERBELLA was given the contract to fish out the ghost workers. In complete disregard for due process of bidding, the contract was awarded at a staggering amount of N1.9 billion, with 60% of the money paid up front. The N1.9 billion when calculated surpasses the amount to be paid to the said ghost workers for the governor’s eight years of misrule. Who else will get such contract for this amount but Laikan, his girlfriend?

The Delta State government according to sources has already created financial problems to the incoming government, as they have plunged the state into a huge debt of N200 billion bonds taken from banks. This writer learnt that the government approached Zenith Bank to plead with them to pay the contractors while they sign a guaranty to pay back within three (3) years, a deal which was rejected by Zenith insisting that the government agree to sign and pay within eighteen (18) months. Various forces in the state who are in the know have told Zenith Bank never to agree to pay the contractors.

Jobs handled by the main consultant through the Directorate of Infrastructures are widely known to be owned by a certain Itsekiri man fronting for him. Ninety percent of the fraudulent kickback goes to the governor, while just ten percent is given to the frontier. This sharing formula is currently tearing the relationship apart, as the front is no longer comfortable with the little he gets.

The massive Delta House also called Guinea House in Lagos has also been sold by the governor to his crony, Peter Nwaoboshi, former Peoples Democratic Party (PDP) State Chairman for a mere sum of N805 Million instead of the N4.5 billion that it was estimated for. The governor according to many frustrated Deltans who have judged his reigned as likened to Rehoboam has successfully prepared his way to jail, if the anti-corruption agencies should begin a search on the State financial books.

It was on a very sunny day and PHCN guys refused to give us their light, and I was observing my siesta as I always do. While still in the deep sleep, I heard my phone ringtone, ‘he raised me up’ rang so may times but I purposely refused to wake up. Who is that enemy of progress who was obstructing my beautiful dream of playing with one of these daughters of eve, I asked myself in the dream. The phone kept ringing and disturbing that I had no choice to wake up and answer the intruder.

“I want to believe I’m speaking to Fejiro Oliver the journalist”, came the voice. In my usual characteristics I refused to answer, and again spoke that voice with so much command; “please you are needed in Delta State Government House as soon as possible” and the call ended. The sleep vanished immediately from my eyes as thoughts ran through my mind like a million Bolts.

Quickly I called my Editor and my colleagues to intimate them of the news. Trust them; they finished me, with one of them in particular barking at me, “when I told you to stop attacking the state government and the presidency, you wouldn’t listen. Now you are going to sleep in cell and even before the human rights community and your colleagues come to your aid, those SSS guys whom you always lambast would have inflicted injuries on you”. I began to think of the uncountable reports I have done against the State and Federal government and could not point at any. The expose I have made on them are so much that I could not figure the particular one for which I am wanted.

Fearless as always, I dressed up and asked a colleague to take me to Asaba. On getting to the government house, everything seems strange to me with whole new buildings and the paintings have changed. Really been a long time I came here. I greeted the security men and went inside. I called the number that called me and told him of my presence. “Hold on, someone is coming to pick you”, he said.

Pronto, one dazzling lady with all the paraphernalia in place walked towards me and ordered me to follow her. Jesus, what am I not seeing? I walked behind her so I could access her Barcelona very well. My God, all the ingredients were complete. I swallowed spit as the Arsenal bounced up and down like pawpaw tree. “If this is why I will be arrested, so be it, as long as I see this angel every morning”, I told myself. Finally I got to the governor’s lodge with her and sat down. May people were also there waiting with many big men talking loudly. I waited for over 3 hours and dared not sleep but glue my eyes to the TV which was beaming ‘Channels TV’. I began to wonder why the governor do not watch his own state TV but a heartbreaker like Channels.

After an extra two hours, I heard footsteps upstair with a baritone voice asking, “Where is that Journalist and trouble maker”? Gbam Gbam Gbam, I knew it was me in deep shit beibg asked of. “He’s here” answered the voice. I was led upstairs and standing before me was the Governor of Delta State, Emmanuel Ewetan Uduaghan. He held my hands and led me into a big room and began to talk.

“Are you Fejiro Oliver, the investigative and controversial journalist?”, he asked. I didn’t know what to answer. Investigative, yes, but controversial, No, I said in my heart. I muttered, “Yes Sir”. Young man, I have heard about you, read about you and now I am seeing you. I understand that you have huge followings on social media and physically and have used that to cause negative opinions about me and President Goodluck Jonathan, but I feel I should talk to you in person. You see, you write from afar without truly knowing what I have done as a governor”

“If you truly visit this state, you will agree with me that Delta has become more open and cleaner than it used to be. Enerhen junction is a testimony to that. The Airport which you talked about I can tell you is one of the best thing to happen to Delta State. do you know how many of these Onitsha big boys come here with their chartered planes and park here? Do you know how much os generated from parking space? I’m glad you are knowledgable about the health sector and can attest that I have helped to reduce infant mortality through free treatment to mothers and children. Trust me, I mean well for Delta and want to do more in the coming years”, he said.

My heart skipped knowing that he is leaving in the next few months. How does he hope to achieve more, I asked him. “This is why I want you to come on board Fejiro Oliver”, he started. “You have the following and the popular opinion to tell people what to do and who to follow. I want Senator Ifeanyi Okowa to succeed me”, he dropped the bombshell. In my heart he has made a good choice and I am ready to see it come to pass, knowing whom this Okowa is, but I wanted to hear from him more.

“Okowa is one person you can trust will not fail to build on my legacy as well as solidify a Delta State without oil. I am able to build a State where health is sacrosanct because I’m a medical doctor and Okowa is also one of such, who will do more. While other State hospitals go on strike, ours never go, because it’s a level playing field and Okowa I can tell you will do more. For a man who have been in the Senate in less than 4 years to empower his people with all his constituency allowances, he will surely not loot your money, and will not give yoy and others a cause to write in the media. Fejiro, you have another circle of influence which is the medical circle, and they have a sizeable number of votes. You can tell them to cast their votes for Okowa and they will listen to you, knowing that it is true and it’s from you. You do not always have to attack without giving us a chance to hear from. Work with us to make Delta State great and see what will happen”

“I have said enough and want you to think about it. Here is my private number where you can always call me. By the way, how did you come here”, he asked. “Your Excellency, a friend dropped me”, I answered. “Steph, come here”, he called. At last I now know the name of the lady causing go slow before me then and I will come back for her. “Tell Mike to drop him in his house and bring raw cash of N4.6 Million for him”, he ordered. My jaw dropped as he mentioned the amount. The highest a single individual has given for a report is N1.83 million and I was expecting nothing less than N2.5M.

As I made to walk away, I heard a big sound ‘Doro dorobucci, doro dorobucci…’. Gosh it was from the loud speaker, PHCN has brought the light and I forgot to off the home theatre before sleeping. All these while, I had only been dreaming…

Delta State Government Squandered N9 Billion Allocation In Just Three Days, says Anti-corruption Network

The Anti-Corruption Network (ACN) has expressed alarm that the Excess Crude Allocation to Delta State in January 2013—over N9.4 billion—was frittered away by the government of that state in less than three days using a lot of frivolous manoeuvres.

Among them, ACN said in a statement dated March 25, 2014 in which it focused on Delta Stated, several subheads were listed repeatedly with different amounts “paid,” while over N279 million was spent on hampers (gifts) alone.

“The desperation to consume the said over N9 billion is [unparalleled] in the history of the university of corruption,” the group said, adding that no tangible social amenity or infrastructure [was] undertaken by the government.

“So a total of #9,424,933,907.72 was frivolously spent under one week leaving a balance of only #8,511,851.41,” it pointed out.

ACN said it would in the course of the week forward a proper petition to all the anti-graft agencies, stressing that corruption in the states must stop, and that it would carry its crusade from state to state.

FOCUS ON DELTA STATE

In our efforts at the Anti-Corruption Network to beam our search light on the States of the Federal Republic, starting from Delta State, we are amazed at the frivolous ways, manners and tittles of Expenditure that cannot stand the test of proper Auditing or accounting in even many failed countries.

The information available to us in one of the instance among others at our disposal is to say the least scandalous. This is in regards to the utilization of the Excess Crude allocation to Delta State received in January 2013.

A total of Nine Billion, four hundred and thirty three million, four hundred and forty five thousand, seven hundred and fifty nine naira thirteen kobo (#9,433,445,759.13)

This money was spent in almost less than three days after receipt in such a manner that calls the principle of accounting to questions.

1.          It was discovered that a total of #279,020,000.00 was spent on Hampers alone.

2.        The maintenance of street lights, for the month of November gulped #74, 203, 384.03 and #72, 356, 799.85 respectively, between 2 Companies. Was street maintenance not budgeted for in the 2012 appropriation?

3.         We have a title;” October 2012 overhead” cost put at #1, 425, 99, 800 .00 – Again was this not budgeted and appropriated for in 2012 budget of Delta State?

4.        We also have GHP overhead in two places without any month in reference at #120,000 000.00 and #110, 000 000.00 respectively – are these not captured in the budget?

5.         We also have Award to Members of Delta State Contingent, Eko 2012 Games, Lagos put at #330,740,000 and same tittle repeated with varied amount of #318,100,00.00

6.       Construction of Trans-Warri- Ode Itsekiri Bridge and Access road #800,000,000 was this not in budget?

7.         A scandalous tittle namely “Various Government House payments #216,000,000.00.

8.       Estacode to Vienna, Austria and Los Angeles #31,465,491.00.

9.        Hosting of Senior Course 35 participants of the Armed Forces Command and Staff College, Jabi at #37,258,500.00.

10.  Two times Assistance to hosting of National Health Summit cost put at #45,000,000.00 and #35,000,000.00 respectively. While the proper hosting of same event cost #40,504,000.00.

11.     Another tittle GHP overhead (O/H) different from the earlier ones with no month in  reference put at #558, 000.000.00 and O/H put at #100,000,000.

12.   You have some funny tittles such as printed release warrants (H) (K) and (M) put at the cost of #939,559,371.96, and #337,417,202.61 and #444,165,589.00 respectively.

13.    You then have a printed release warrant differently which cost is put at #1,988,308,165.58.

So a total of #9,424,933,907.72 was frivolously spent under one week leaving a balance of only #8,511,851.41.

The desperation to consume the said over #9 billion is un parallel in the history of the university of corruption. No tangible social Amenity or infrastructure considered. This is a pattern in Delta State. We will during the week forward a proper petition to all Anti-graft Agencies. Corruption in all states must stop; we will go states by state.

Governor Uduaghan Signs N451 Billion 2014 Appropriation Bill in to Law

Delta State Governor, Emmanuel Uduaghan, has signed a 451 billion naira 2014 Appropriation Bill into law with an assurance that more money would be spent on capital projects this year for the benefits of Deltans.

Dr. Uduaghan while signing the 2014 Appropriation Bill and three other bills in Asaba, Monday, disclosed that 161.74 billion naira or 36% of the total budget was for recurrent expenditure while 289.2 billion naira or 64% was for capital expenditure.

The other bills signed into laws were The Delta State Local Government Bill 2013; Delta State Security Fund Bill, 2013; and The Renumerations, Salaries, Gratuities and Allowances of other Public Officers Bill, 2013.

The governor said that the bills would assist the state government in ensuring sound financial management, good governance and increased infrastructural development for the benefit of Deltans.

He explained that “capital expenditure was higher than recurrent in this year’s budget as the state government in the last few years has tried to control recurrent expenditure so as to free up more funds for capital projects”, stressing that “ we are spending more on capital projects as this is what the people benefit from directly”.

On the Security Trust Fund Bill, Mr. Uduaghan disclosed that “the bill will enable government synergise with the private sector and corporate individuals on the provision of logistics to meet security challenges in the state.”

Continuing, he said that “ since security is vital to the success of the “Delta Beyond Oil” initiative, we will partner with corporate individuals and bodies on assistance to provide security for all and free up the scarce resources spent on logistics for security for other capital projects”.

Governor Uduaghan explained that the other two bills –Delta State Local Government Bill, 2013 and The Renumerations, Salaries, Pensions Gratuities and Allowances for Certain Public Office Holders Bill. 2013- would reduce the confusion associated with previous amendments and consolidate all amendments into one single law.

The governor stated that local government administration was very important in the development of the state stressing that a strong local government structure would help reduce the burden on the state and Federal government in the provision of infrastructure and services at the grassroots.

According to him, “If we have a strong local government administration in the state it will help reduce the burden of administration on the state and federal government.”

He commended the State House of Assembly for the efforts put into the passage of these bills and promised to continue to partner with them for the development of the state.

While presenting the four bills, the Speaker, Honourable Victor Ochie explained that the four bills were to enhance and improve on the dividends of democracy in the state. (0)
