Leaked numbers: Nigerians wage telephone war against senators

Nigerians, who have laid their hands on the telephone numbers of lawmakers representing them at the Senate, have declared a telephone war on their senators by bombarding their lines with unending calls  and text messages.

Those who have called senators representing their senatorial districts accused the lawmakers of poor performance and corruption.

Impeachment: Anti-Jonathan senators meet today
Senate

The constituents, who decried poor representation by their senators, alleged that the lawmakers rebuffed their requests.SUNDAY PUNCH also learnt that some of the senators engaged their constituents in wars of words.

An online news medium, SaharaReporters, had published the telephone numbers of most of the 109 senators in the National Assembly, asking their constituents to express their feelings directly to those representing them in the legislature.

The Senate had attempted to amend the laws establishing the Code of Conduct Tribunal and the Code of Conduct Bureau, a development that drew the ire of the populace, before the upper chamber of the National Assembly dropped the bill after passing the second reading.

Criticisms are also trailing a proposed Grazing Bill seeking to establish ranches across the country to stem criminal activities of nomadic Fulani herdsmen.

The Senate had denied that such a bill exists.

Constituents have however besieged the various social media platforms to express their disappointment over the alleged cold responses they got from their representatives.

For instance, Portia Emilia Anthony, in a post on her Facebook page, accused former Governor of Abia State, Theodor Orji, who is now representing Abia-Central Senatorial District, of shouting at her on the phone.

She said, “I just got off the phone with a senator shouting down the phone that I am insulting him with the text I sent to him; that I have no right to tell him to vote against the Grazing Bill.

“The man is so angry and agitated, saying I should go and contest and become a senator. Can you imagine the attitude of our so-called representatives? I told him I am not interested as I don’t want to be corrupt. The man went berserk on the phone. I dropped the phone on him.

“Asking me if I know who he is, I told him that he’s a Nigerian and nothing else. Yet, another (senator) has replied and politely assured me that it won’t happen.”

“Can you believe that it was Theodore Orji of Abia state that called and shouted at me for asking him not to allow the Grazing Bill to go through? Please, let’s deal with him. He’s on 07082800***, the man is simply pathetic. #ShareAndShout.”

However, Orji also went to his Facebook page, asking Nigerians to disregard the “campaign of calumny” against him.

He posted, “Attention! Please, disregard this campaign of calumny and falsehood manufactured and being shared by one Portia Emilia Anthony, alleging that I am in support of the Grazing Bill.

“I spoke with this lady from Cross River on the phone and even though she was very rude and disrespectful, I made it clear to her that I am not in support of the said Grazing Bill.

“Please, the general public, especially those from Abia Central—Abians, Igbos and other well-meaning Nigerians — should disregard and condemn this malicious campaign of calumny.”

On its Twitter handle, SaharaReporters reported the exchange of words between a constituent and former Deputy Governor of Ekiti State, Mrs. Abiodun Olujimi, who is now representing Ekiti South.

The report had a screenshot of a mobile device showing a message from an anonymous sender to Olujimi, which read, “Don’t support amendment to CCT (Code of Conduct Tribunal) and Administration of Criminal Justice Law because of one man.

“Don’t take that car. People are suffering and you guys want to ride jeeps? You represent me in Ekiti and we are watching. Ile ni apoti n joko si de idi o! (An idiom in Yoruba used when patiently waiting for someone’s return).”

Another screenshot showing Olujimi’s response sent via 08033141***, said, “Sit anywhere. If you voted, it was not free. I paid every inch of the way. Get a job and earn a living, so you don’t keep issuing threats that you can’t enforce and you don’t keep invading the privacy of people. Only dirty people do that.”

Another screenshot of a message said to be from an “anonymous senator” had shown how the lawmaker criticised the news medium for publishing the lawmakers’ telephone numbers.

The sender said, “Above are just snippets of the deluge of calls/texts that we’ve been receiving by your ill-considered decision to release our phone numbers to the public. I believe you did not fully evaluate the way Nigerians think and act before you did so.

“My phone rings at least once every minute. Most senators have gone ahead to change their numbers. I don’t intend to do so but your decision is rather having the opposite effect from what you intended.”

The Nigerian Quagmire, who commented on the post in which the contact numbers of the senators were released on the medium’s website, claimed to have sent a message to the President of the Senate, Dr. Bukola Saraki.

T

he person said, “Just sent a nicely worded message to Bukola to do the honorable thing and vacate the senate presidency. He’s trying his best to hand over part of the government to his cronies in the PDP. I hope he’ll take my humble advice and do the right thing.”

However, Ralph Adeniyi, said, “They don’t know their job and (they are) very rude on the phone. I have been calling Senate President Bukola Saraki’s mobile #08024544***. He already (switched) off his phone but I will keep trying.”

Babatunde Opeyemi said should the lawmakers change their telephone lines, the new ones should be provided for the public.

He said, “Our senators have activated vexing mode. In case they change their numbers, please get it for us. Dino Melaye, Stella Oduah, (Godswill) Akpabio, (Ajayi) Boroffice, all of you senators should await my call at the right time!

“I don’t know why Nigerian senators should be angry when their people call them! You represent us and can’t talk to us.”

Habeeb Adewale Mustapha, said, “(I) spoke with Senator Kabir Garba Marafa of Zamfara-Central. A man of integrity! He is sticking by common Nigerians and he has given me his words!!!”

Oluyege Paul Ayooluwa, said, “Mr. Common Sense Ben Murray-Bruce. Your number is switched off.” The senator is representing Bayelsa-East at the Senate.

A screenshot, which did not show the identity of the sender and the recipient who is a senator, had read, “Do you support the amendment to the CCB Act? If you support the amendment to the CCB Act, that means you are a total fake. Nigerians are watching, believe me. You guys (senators) are just 109 to over 150 million Nigerians.”

Another commentator, Ayo Faleti, had said, “Please call your representatives. Ask how they have been exercising the mandate you gave them. If the answer is em, em, em…, declare your disappointment and inform (them) that you will be calling back in a couple of months. And when you do, you do not want em, em… as an answer. I know most of them will soon change their numbers.”

Similarly, KennBest said, “How grateful I remain to Sahara Reporters for this list. Now they must hear from Nigerians. If they like, let them go (and) change their numbers; we’ll get an updated list.”

Ayodele Emmanuel, said, “I tell you, they will quickly change the numbers. They are not representing anybody or constituency but themselves and their cronies.”

Joel Edionwe equally said, “Good but they are after themselves. Have they ever consulted with their constituents?”

Rum Sodo said, “You want my vote but you don’t want me to have your number. Who is a fool?”

Also, Jude Wilfred, said, “Please, start calling them now to ensure this Grazing Bill before the National Assembly does not sail through. This bill,  if passed,  will set the country on fire.

Etiemana Ekpo, said, “I believe to hear from the people is the best way not to pass three to four bills in a day, and you can’t hear from people without a phone number.”

SUNDAY PUNCH observed that some members of the public called the senators’ numbers only to frustrate them.

For instance, Hafsah Muhammad Lalo, posted on the news website, “I have N200 (credit) on my Etisalat (line) that I am not using. Let me disturb Jonah Jang.” Jang, a former Governor of Plateau State, is representing Plateau-North at the Senate.

Similarly, Yinka Aina, said, “All you need do to punish your non-performing senator is (to) him forty times daily and don’t forget to share his number with your gateman that doesn’t speak English.”

Investigation by our correspondents showed that some of the numbers tallied with those already in SUNDAY PUNCH’s directory. However, when our correspondents called some of the numbers, those who picked the calls said they were wrong numbers.

Several other numbers called indicated that they had been switched off.

When SUNDAY PUNCH called one of the two numbers listed for former President of the Senate, David Mark, who is representing Benue-South, the voice of a young female answered and, without asking who the caller wanted to speak to, said “wrong number” and immediately hung up.

Also, when one of our correspondents called Barnabas Gemade’s number, a male voice picked the call and said, “He’s in a meeting.” He also hung up before our correspondent could ask when next the senator would be available.

Gilbert Nnaji’s line did not connect. Enyinnaya Abaribe’s line also indicated that it was unreachable, while Bayero Nafada’s failed to connect.

Some senators, whose lines were switched off, include Theodore Orji, Ben Murray-Bruce, Ali Ndume, and Goje Danjuma.

SUNDAY PUNCH gathered that the Senators switched off their phones after they were overwhelmd with calls from their constitutents.

A number of senators, including Godswill Akpabio, Shehu Sani and Dino Melaye, cut calls made by SUNDAY PUNCH to their mobile lines shortly after ringing.

Those who did not answer their calls include Andy Uba, Akume George, Sam Egwu, Biodun Olujimi, Ike Ekweremadu, Rabiu Kwankwaso and Adamu Aliero.

When the telephone numbers of Ajayi Boroffice, representing Ondo North  and George Sekibo, representing Rivers East, were called, the responses received were “wrong number.”

When one of our correspondents called Boroffice on 08088811***, a voice answered, “Please, wrong number.”

In the case of the PDP senator from Rivers, Sekibo, a call earlier made to phone number 08033122*** was not picked. But, someone called our correspondent back with another line (08186651***) to say he saw a missed call on his MTN line. When asked if he was Sekibo, he said, “My name is Bello.”

Efforts by SUNDAY PUNCH to reach Senate President Bukola Saraki (08024544***), Buruji Kashamu (08160883***), Isiaka Adeleke (08033475***), and Babajide Omoworare (08023045***/08034737***) were unsuccessful as their phones were either switched off or not “available”.

The phone numbers allegedly belonging to Senator Joshua Dariye (08075872***, 08058728***) were said to be unallocated by Glo.

Also, all attempts to speak with Senator Remi Tinubu and Abdullahi Adamu (representing APC Nasarawa West) were unsuccessful as the two senators did not pick their calls. Text messages sent to them were not responded to.

Marafa, who replied the text message sent to his phone, said “Not at all! I have been with this number since the inception of GSM in Nigeria. It was on my bill boards during my campaigns in both 2011and 2015. It is the number known to my friends, constituents and business partners. So, to me, it is normal!”

Recall lawmakers who don’t represent you well – Bishops

The Diocesan Bishop, Church of Nigeria, Anglican Communion, Diocese of Egba, Ogun State, Rt. Reverend Emmanuel Adekunle, has advised the electorate to be courageous enough to recall any lawmaker in the National Assembly who does anything contrary to their wishes and aspirations.

He said this in Abeokuta at a media briefing on the 2016 diocesan synod of the church, which began on Friday with the theme, ‘The Beatitudes.’

Adekunle equally said events in the Senate in the past few weeks informed the need for Nigerians to be vigilant, as it appeared that some of the lawmakers were in the legislature for selfish interests and not to make life better for the people.

He said, “It is sad that many of our lawmakers in the National Assembly, most especially in the Senate, were there for selfish interests.

“The recent happenings in the Senate are shameful. I think Nigerians should be courageous enough to recall any of their representatives who are not representing them well, either in the Senate or in the House of Representatives.”

The bishop also condemned Nigerian public office holders for wanting to hold on to power at all cost, even when they were on trial for corruption.

He said, “It is only in Nigeria that public officials undergoing trial will clinch to their offices. In sane societies, once any public official is involved in a scam, and he or she is undergoing trial, he or she resigns and gives room for fair trial. By clinching to their offices, they are using that to intimidate those agencies trying them.

“Again, on the move to amend the Acts establishing the Code of Conduct Bureau and (the Code of Conduct) Tribunal, I will describe their action as that of shameless people, trying to cover their tracks. They are not doing it to save only one person but to cover their own tracks as well. It is quite shameful.

“I think the constituencies where these lawmakers emerged from, should begin to think of how to recall them back home.”

Similarly, retired Bishop of Akure Anglican Diocese, Bishop Gbolanle Gbonigi, supported the idea of recalling lawmakers found guilty of corrupt practices.

He however stated that the process of recalling was difficult in Nigerian democratic system.

He said, “I support the idea of recalling corrupt lawmakers from the National Assembly wholeheartedly. But it is one thing to say that they should be recalled, it is another thing for it to be done.

“It is not only these people that are corrupt, they came out from all of us and very many politicians are corrupt in Nigeria. If you say they should be recalled, who will recall them? They bribed the people to get to the House and they give part of the money they steal to some people in their constituencies. So, it is not as easy as one would think.”

Distribution of exotic vehicles divides senators

The secret distribution of the first batch of the brand new 108 Sport Utility Vehicles to 36 senators last Thursday has started generating tension and ill-feelings among members of the upper chamber.

Bukola Saraki
Bukola Saraki

Investigations by our correspondent revealed that each senator from the 36 states had collected the keys to the Land Cruiser jeeps.

A senator who craved anonymity, confided in our correspondent on Sunday, that only identified members of the pro-Saraki’s Like Minds Senators were favoured in the distribution of the vehicles.

He alleged that except for Lagos and Osun states where Saraki had no identifiable loyalist, his supporters in the South-West geopolitical zones were already in possession of  the vehicles since Thursday.

He said, “Those who collected their keys to the vehicles were identified Saraki supporters who had been following him to the courts since his corruption case started. So, they were being rewarded for their loyalty.

“The beneficiaries from Ondo, Oyo, Ogun were die-hard loyalists of Saraki but the beneficiaries from Lagos and Osun states were not members of the Like Minds. The senators who collected from Lagos and Osun,  had the consent of their two other colleagues.

“I know they would push some of us to the last batch but we are not bothered. They met with us seeking our cooperation to move the Senate forward being members of the same party but see the type of injustice they are perpetrating now?”

The senator denied the campaign by the Saraki loyalists that members of the SUF wanted to sell their own jeeps to create an impression before their constituents that they rejected them.

He said, “There is no way anybody could have sold the vehicles because they are properties of the National Assembly. They were purchased by the management and they remained the National Assembly properties until  we decide to buy them after the end of our tenure.”

The Senate spokesperson, Sabi Abdullahi, refused to make any comment on the issue when contacted by our correspondent on Sunday.

Abdullahi said, “I don’t want to make any comment on the issue either relating to the distribution or the process of procurement. “

Efforts to get the reactions of some of the beneficiaries failed on Sunday as none of them picked their calls while text messages sent to their mobiles  were not replied.

Call for Saraki’s resignation premature, mischievous – Senate

The Senate on Monday asked Nigerians to ignore those calling for the immediate resignation of Senate President, Bukola Saraki, over his ongoing trial at the Code of Conduct Tribunal.

Bukola Saraki
Bukola Saraki

Saraki is standing trial for allegedly falsifying his asset declaration while he was governor of Kwara State.

His bid to quash the trial was dismissed by the Supreme Court on Friday.

The upper chamber described as premature, mischievous and unwarranted the campaign for Saraki’s resignation especially when he had not been convicted by the CCT.

The Chairman, Senate Committee on Media and Public Affairs, Senator Aliyu Sabi Abdullahi, said this in a statement  titled: “CCT vs Saraki: Our stand remains the Same.”

Abdullahi insisted that there was no basis for Saraki to resign until after the matter has been decided in that final judicial forum.

He reiterated that the fundamental principle in “our legal system is that a defendant is deemed innocent until proven guilty,” adding that “ we have decided to patiently observe the proceedings until the case runs its full circle in the nation’s final judicial forum.”

Abdullahi said the resolution to continue supporting Saraki was taken at a meeting on Sunday

The Senators, he said, believed that the case against the Senate President was politically motivated.

The statement reads in part, “Following a meeting held in Abuja yesterday (Sunday) by some Senators and the wide consultations with our colleagues in which we reviewed last Friday’s decision of the Supreme Court in the appeal on the preliminary matters filed by the Senate President, Dr. Abubakar Bukola Saraki, on the charges filed against him at the Code of Conduct Tribunal (CCT), we hereby resolve as follows:

“That from the beginning of the trial last September, we have declared that this case is not about any fight against corruption. It is simply a case of political vendetta.

“Our position remains the same. We still believe that the case is politically motivated.

“We also noted that the decision of the Supreme Court given last Friday was on preliminary matters arising from the commencement of the trial.

“The trial proper is yet to begin. And since the fundamental principle in our legal system is that a defendant is deemed innocent until proven guilty, we have decided to patiently observe the proceedings until the case runs its full circle in the nation’s final judicial forum.

“It is on this ground that we want to state categorically that there is no basis for the call on the Senate President to resign until after the matter is decided in that final judicial forum. Such a call at this time is premature, mischievous and unwarranted.”

No going back on N4.7bn project vehicles - Nigerian Senators, Reps

The Senate and the House of Representatives on Saturday said they would go ahead with the purchase of exotics for its members.

National Assembly Crisis
National Assembly Crisis

Members of both chambers of the National Assembly, who spoke to our correspondent separately, stated that lawmakers needed the vehicles to function efficiently.

The Senate plans to procure cars worth about N4.7bn, the House will spend between N3.4bn and N4.2bn on choice brands for its 360 members.

The Chairman, Senate Committee on Media and Public Affairs, Senator Sabi Abdullahi, told one of our correspondents that the leadership of the upper chamber was expecting the invitation of President Muhammadu Buhari over the plan to purchase ‘project vehicles’ for the use of the various committees.

Buhari had during the last presidential media chat pledged to initiate a meeting with the leadership of the National Assembly on the issue but the parley had yet to hold several weeks after.

But the Senate spokesperson said since the proposed meeting was an initiative of the President, the leaders of the red chamber would wait until they were invited.

Abdullahi said, “There is no way we won’t buy the project vehicles for the use of the committees. It is the consideration of the 2016 budget at both chambers that has delayed it. The money has to be appropriated for. We are still buying the vehicles”

He added, “There is no way we can exercise our legislative functions especially in the area of oversight, using our personal cars.

“We need official vehicles to move around the country because we do not have to rely on government agencies under our supervision for such logistics if we really have to carry out an unbiased exercise.

“Nigerians should also note that we are not asking for too much by requesting for Sport Utility Vehicles as official vehicles because there is no senator or members of the House of Representatives that cannot afford one. To us, it’s not a luxury but a necessity to do our work better.”

Also, the Chairman, Senate Committee on Works, Senator Kabiru Gaya, said it was important for the National Assembly management to buy the project vehicles for lawmakers who would need them to carry out oversight functions.

He said, “ I don’t know what people mean by exotic cars because I have personal vehicles that are better than what the National Assembly is proposing to buy for us.

“You will find out that a minister uses four cars. They fuel those four cars for any of his trips. Senators get vehicles once in four years and any vehicle used on Nigerian roads for four years cannot be handed over to another senator to use. It is not possible.

“We are asking for only one car for our official use, to do our oversight, to go round the country. I don’t see anything wrong with that.”

Also, the Senate Leader, Senator Ali Ndume, said Buhari was not opposed to the National Assembly purchasing cars to carry out official assignments.

He said, “There is no way the executive will expect us to use our personal vehicles to do official work in the legislature.

“The problem is that the media is blowing the issue out of proportion. The amount being quoted was a far cry from what would be needed to purchase the vehicles.”

The Chairman, Senate Committee on Gas Resources, Senator Bassey Akpan, also said the purchase of project vehicles was crucial to the success of the parliament, if the nation was really interested in quality legislative activities.

He stated that a lawmaker needed more than a vehicle to effectively carry out his or her oversight functions across the country.

For the House of Representatives, findings showed that aside the 360 units (one to each member), additional customised vehicles would be added to the fleet of the Speaker, Mr. Yakubu Dogara; the Deputy Speaker, Mr. Yusuf Lasun; the Majority Leader, Mr. Femi Gbajabiamila ; the Chief Whip, Mr. Alhassan Ado-Doguwa; the Minority Leader, Mr. Leo Ogor, and other principal officers in both the majority and minority caucuses of the House.

A senior official of the House told one of our correspondents that it also depended on the passage of the 2016 budget by the National Assembly.

The source said, “We are waiting for the budget to be passed. All the votes for the year are captured in the budget. As soon as the budget is passed and funds are released, the issue of cars should become a thing of the past.

“We are over-flogging this car issue as if it is the most important challenge facing our nation today.”

The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, was emphatic that the House would buy cars for its members as it had been the tradition over the years.

He confirmed that lack of funds had put the car project on hold for a while.

Namdas said, “There are no releases yet; we are waiting for money.

“What is a fact is that the House will certainly buy operational vehicles for members to use while going on oversight visits.

“We have explained repeatedly that these cars are the property of the National Assembly. We do not expect members to trek to project sites for inspection.

“Or, are we saying that the same agencies we are to oversight should provide vehicles to convey members to sites?

“We have to appreciate the need to seriously empower the legislature to function as an independent arm of government in a democracy.”

Supreme Court Sacks Stella Oduah, other reps and senators from Anambra

Supreme Court of Nigeria today in Abuja sacked the entire contingent of senators and members of the House of Representatives from Anambra State.

oduah
oduah

The decision swept away a host of lawmakers from Anambra State who were illegally foisted on the Peoples Democratic Party (PDP) by former President Goodluck Jonathan and his wife, Patience Jonathan.

The court’s ruling ended the senatorial tenure of former Aviation Minister and first-term senator, Stella Oduah, and aborted the legislative career of former presidential aide, Andy Uba. Also affected are members of the House of Representatives elected on the ticket of the PDP.

Chris Uba, younger brother to Mr. Andy Uba, and Prince Emeka are expected to take over seats vacated by Mr. Andy Uba and Stella Oduah respectively. Former Senator Annie Okonkwo is in line to represent the PDP in a forthcoming election to fill a senatorial seat held by Uche Ekwunife who was sacked last December by the Court of Appeal.

Today’s ruling by the Supreme Court upheld an earlier decision by Justice Chukwu of the Federal High Court laying out the proper procedures for selection of the PDP’s legislative candidates. In December 2014, the Federal High Court had ruled that it was only the constitutionally recognized state party leadership led by Ejike Oguebego that could organize the party primaries. Despite that ruling, former President Jonathan and his wife authorized a rival faction of the state chapter of the PDP to hold parallel primaries in the state. The Jonathan-backed faction then submitted a list of candidates that were not legally elected as the party’s candidates in the Senate and House of Reps.

A legal source familiar with the sharp moves told SaharaReporters this morning that, following the questionable primaries, the illegally chosen candidates then offered financial inducement to a panel of the Court of Appeal which set aside the decision of the Federal High Court, claiming that the judge had no jurisdiction and that the lawsuit was an abuse of court process.

But today’s Supreme Court ruling reaffirmed the High Court’s verdict, declaring that the Ejike Oguebego-led PDP executive had the sole right to hold the primaries in Anambra State. Today’s ruling sacked all PDP Federal legislators because the Oguebego-led executive had not overseen their selection to represent the party in the March 2015 election.

On December 6 and 7, 2014, both the Independent National Electoral Commission (INEC) and the PDP’s National Working Committee had taken part in primaries conducted by Mr. Oguebego’s executive. At the end of the exercise, both INEC and PDP’s National Working Committee declared the following winners: Chris Uba for Anambra South, Prince John Emeka for Anambra North, and Annie Okonkwo for Anambra Central. They were going to represent the party at the 2015 elections before the Court of Appeal upended them, ordering that Andy Uba, Stella Oduah and Uche Ekwunife be accepted as the PDP’s candidates.

Today’s judgment of the Supreme Court, which upheld Justice Chukwu’s ruling, means that the primaries earlier sanctioned by the High Court remain the only legitimate ones held by the PDP in Anambra ahead of the 2015 general elections. During adoption of briefs at the Supreme Court, INEC’s lawyer, Mr. Liman, had conceded the electoral commission’s error by apologizing on behalf of INEC.

C.T. Chinwuba, a lawyer to Prince John Emeka, told SaharaReporters after today’s Supreme Court verdict that the judgment had sorted out the issue of the PDP’s state primaries. He expressed satisfaction that the court’s ruling had clarified the question of who constitutes the legitimate body to hold primaries in the state and also laid to rest the issue of “parallel primaries.”

In December 2015, a panel of the Court of Appeal had removed Senator Uche Ekwunife, citing irregularities with the process that produced her as a candidate of the PDP. The appellate court declared her a product of illegal primaries. SaharaReporters had revealed before the elections that then First Lady Patience Jonathan had ordered that Mrs. Ekwunife be imposed as a candidate. Mrs. Jonathan had then ordered billionaire businessman, Arthur Eze, to ensure that Mrs. Ekwunife was both accepted as the party candidate and declared winner of the senatorial election.

Mr. Chinwuba described Mr. Andy Uba and Ms. Stella Oduah as renegades who chose not to operate within the laws in the state party structures.

N5,000 Stipend: APC Senators Acting Party Script, Says PDP

• Faults ruling party’s bandwagon argument on Borno by-election

By Onyebuchi Ezigbo in Abuja

The Peoples Democratic Party (PDP) has described Wednesday’s rejection by the All Progressives Congress senators of the N5,000 monthly stipend which their party promised Nigerians during the last electioneering, as a conspiracy to ensure its non-implementation.

The opposition party said the move underscores the monumental hypocrisy of the APC  in getting to power by means of deceit and false promises to Nigerians.

A statement issued on Thursday by the  PDP National Publicity Secretary, Chief Olisa Metuh,  said the development is a clear confirmation of the fact that the APC is a party of hypocrites, who never had the intentions of honouring any of their campaign promises.

“The PDP declares that it is absolutely obvious to all that the APC came to power riding on monumental lies and deceit in making promises they had no intentions to keep. All they wanted was to get into power and they achieved this with their lying tongues.

“Indeed, the unanimity displayed by the APC senators in rejecting the promised N5, 000 monthly welfare package, especially coming after their party and the presidency had made futile efforts to distance themselves from it, further stresses the duplicitous spirit of the APC and its reprehensible insensitivity to the feelings and aspirations of Nigerians, especially the unsuspecting youths, women and the indigent, who they shamelessly swindled with false promises.

Olisah Metuh
Olisah Metuh

“From the foregoing therefore, Nigerians should not expect any sincere action from the President Muhammadu Buhari-led APC government on the other promises including monthly allowance to discharged but unemployed NYSC members, free meals and scholarship to school children, free houses, bringing the naira to the same value with the dollar.

“Our position remains that the APC has sufficiently confirmed to the world that they have a lot to learn on the leadership values of honesty, integrity, credibility and forthrightness.

“Finally, we invite Nigerians to note the powers amply vested on them by the constitution under a democracy as we urge them to stand on such powers and hold the APC and its government accountable for all their campaign promises,” he said.

The opposition party also dismissed as hollow, fallacious and completely out of point, argument by the APC in attempting to use the outcome of the 2015 general election as a premise to claim victory in last Saturday’s Borno Central senatorial by-election.

It said the APC, by such argument, might as well forget about contesting the December 5 governorship election in Bayelsa State where the ruling PDP won all contested positions in the 2015 general election.

The party said the APC in its desperation had failed to realise that the people are no longer excited about the fake change it offered and that a space of six months is more than enough for the electorate to turn against a political party that has failed in office.

“The scandalous resort by the APC to use security forces to frighten and intimidate voters and electoral officers to sway votes in its favour, in addition to other ploys made to set the stage for violence in the process, clearly corroborate the fact that it has already lost its support base in the country and particularly in the North.

“We are aware that the APC is already stretching its desperation to Kogi as well as Bayelsa State where, in the attempt to create tension, unleashed thugs on the campaign train of Governor Seriake Dickson on Tuesday, an action that is a clear test-run of their machinery of violence ahead of the Bayelsa December 5 election.

“Intelligence report available to us shows that this brazen attack on Governor Dickson was not spontaneous but part of a well-hatched plot to create an atmosphere of insecurity in the state, ostensibly to pave way for their violence-driven rigging strategy, including the deployment of APC controlled security forces to frighten and intimidate voters as was the case in the Borno by-election.

“The PDP wishes to state in clear terms that it would resist any attempt by the APC to derail the peaceful conduct of the November 21 and December 5 governorship elections in Kogi and Bayelsa states respectively.  It is on this note that we call on President Muhammadu Buhari, as the leader of the nation and a huge beneficiary of the credible election organized by the PDP, to take immediate steps to rein-in his members, as their actions in Bayelsa State are capable of triggering a resurgence of militancy in the Niger Delta region.

“Let the APC be amply reminded that Bayelsa and Kogi States are clear strongholds of the PDP and no amount of intimidation, threats and use of force will bend the will of the people or detract from their support for Governors Seriake Dickson and Idris Wada respectively. Moreover, the people of these states are not in anyway ready or willing to accept any results that do not, in full measure, reflect their wishes and aspirations at the polls.”

Amaechi Confirmation: PDP senators reject Thursday’s votes and proceedings

The People’s Democratic Party (PDP) Senators rejected Thursday’s votes and proceedings held for the confirmation of former Gov. Rotimi Ameachi and 17 others.

Rotimi Amaechi

Although the Senate adopted the votes and proceedings, the PDP senators were firm in their dissent.

When the President of the senate posed the question for the adoption of the proceedings, the APC senators answered in the affirmative while the PDP senators chorused a loud `nay’.

However, Senate President Bukola Saraki went ahead to hit the gavel in favour of the affirmative and as such, validated the votes and proceedings of the senate for that day.

The plenary was dedicated to confirmation of the appointment of former Rivers State Gov. Rotimi Amaechi and 17 other ministerial nominees

The PDP senators, led by the Minority Leader, Godswill Akpabio had vehemently moved to reject the confirmation of the former governor.

They had insisted that a committee report on the alleged corruption petition against Amaechi be considered by the Senate to determine whether or not to confirm him.

While the APC Senators rejected the recommendation of the committee that the nominee’s screening should not be entertained due to a pending court case, the PDP senators supported the recommendation.

The disagreement resulted to a `walkout’ by the PDP senators, while the Senate, with only the APC senators present, went ahead to confirm the appointment of the nominee and 17 others.

Meanwhile, the Senate also considered the request of President Muhammadu Buhari for a 200-million-dollar World Bank loan for Lagos State.

The loan is the second tranche of a Development Policy Operation (DPO) loan offered by the World Bank to the Lagos State Government.

The President of the Senate referred the request to the Ad hoc Committee on Local and Foreign Debts, charging it to report back to the Senate in two weeks.

Edo State had also requested for a similar loan of 70 million dollars as the second tranche of the same Development Policy Operation of the World Bank.

Meanwhile, three bills passed first reading in the red chambers.

The bills are: Control of Delegated Legislation Bill 2015, sponsored by Sen. Biodun Olujimi (Ekiti South) and National Youth Development Agency Bill 2015 by Sen. Tijjani Kaura (APC Zamfara North).

The third bill to pass first reading is the Counterfeit and Fake Drugs and Unwholesome Processed Foods (Miscellaneous Provision and Amendment) Bill 2015 also sponsored by Sen. Olujimi.

Senate thereafter, adjourned plenary to Wednesday.

PDP senator blackmail Saraki; threaten to withdraw support if Amaechi is confirmed

PDP senators hold meeting over confirmation of Amaechi

ABUJA — Senators belonging to the Peoples Democratic Party, PDP, and their All Progressives Congress, APC, were, yesterday, preparing for a showdown over different positions on the confirmation of two of 16 remaining ministerial nominees.

Bukola Saraki
Bukola Saraki

It was, however, learnt that Senate President Bukola Saraki was determined to weigh in on behalf of the former governor of Rivers State, Rotimi Amaechi and the ministerial nominee from Cross River State, Usani Uguru. The duo had been caught up in a grudge war mounted by PDP senators.

Amaechi is held in contempt by the PDP Senate caucus for his role in the defeat of the former ruling party in the last round of elections. Uguru brought himself into the bad book of the PDP Senate caucus when, during his screening, he said “God forbid” to a question as to his membership of the PDP.

Following the end of the screening of the nominees yesterday, the PDP Senate caucus held a meeting where they reportedly took a position against the confirmation of Amaechi. The senators were said to have resolved not to consider Amaechi’s nomination unless the report of the Senate Committee on Ethics and Privileges on the petitions filed against the former Rivers State governor was brought forward for consideration first.

Last five nominees screened

Five nominees were screened, yesterday, bringing to an end, the exercise that commenced about three weeks ago.

The five nominees screened were former Vice-Chancellor of Imo State University, Professor Anthony Anwuka (Imo); financial expert and medical doctor, Okechukwu Enelamah (Abia); newspaper columnist, Adamu Adamu (Bauchi); former Executive Secretary of National Hajj Commission, Mohammed Musa Bello (Adamawa), and Aisha Abubakar (Sokoto).

However, the confirmation exercise which was expected to commence immediately after, did not, as Senate President Saraki announced the adjournment of the Senate to today.

PDP senators sulk, plan offensive

PDP senators are also said to have been further miffed by the reverses suffered by the party in Rivers State in the last one week, including the cancellation of Governor Nyesom Wike’s election and that of PDP state legislators, and Tuesday’s Supreme Court’s rejection of Wike’s bid to negate the sitting of the Governorship Election Tribunals in Abuja.

Although they refused to address the media after their meeting which lasted for just thirty minutes, some members, who spoke to Vanguard on the condition of anonymity said the meeting resolved that before the confirmation, the Samuel Anyanwu-led Senate Committee on Ethics, Privileges and Public Petitions’ report, must be considered.

One of the sources also said the PDP senators, in the meeting, resolved not to allow Pastor Usani Uguru to be confirmed today. He described Uguru as a light-hearted man who cannot be entrusted with any sensitive public office like the one he was nominated for.

Also, at the meeting, the PDP senators, according to one of them, vowed to withdraw their support for the Senate President should he force Amaechi’s confirmation. Vanguard gathered that another meeting of the PDP caucus would be held before the confirmation.

APC senators plan counter-action

APC senators have equally scheduled a caucus meeting this morning before commencement of plenary where they are also expecting to fine-tune their strategies to push through all the nominees. The confirmation process is expected to hold today if enough APC senators are present in the chambers to outplay the PDP senators.

In that event, the Senate would first go into a closed-door session during which senators would raise issues about the nominees. Following the closed-door session the senators would resort back to plenary where a voice vote would be taken on each of the nominees.

The ruling of the Senate President would be final and can only be challenged when a senator calls for a division and it is at this point that PDP senators may challenge whatever decision Senator Saraki takes on Amaechi and Uguru.

Only one of the nominees screened yesterday, Aisha Abubakar, daughter of former super permanent secretary and minister, Alhaji Abubakar Alhaji was waved through without a question. She was asked to take a bow and go upon submission by Senator Abiodun Olujimi.

Ministerial Screening: Confusion In Senate over Amaechi Screening

There is confusion in the Senate over the screening of a former Rivers State Governor, Chibuike Rotimi Amaechi, as minister.

Amaechi was included in the first batch of ministerial nominees submitted by President Muhammadu Buhari for screening and confirmation last month.

The first Order Paper released by the upper chamber included eight ministerial nominees slated for screening.

The names on the list included Amaechi, but another Order Paper issues minutes later had only three nominees, with Amaechi’s name conspicuously missing.

The names  in the first Order Paper  are – Barr.Adebayo Shittu (Oyo), Senator Heineken Lokpobiri (Bayelsa), Chibuike Rotimi Amaechi (Rivers), khadija Abba Ibrahim (Yobe), Hon. Bawa Bwari (Niger),  Ocholi Enojo James (Kogi), Mansur Muhammed (Zamfara) and Zainab Ahmed (Kaduna).

Curiously the second Order Paper which excluded Amaechi’s name had Barr. Shittu, Claudius Omoleye Daramola (Ondo) and Khadija Abba Ibrahim.

It is not yet clear whether Amaechi will still be screened or not.

APC, PDP senators set for battle over Amaechi

Fireworks likely at his screening

Weeks after he was tipped as a minister by President Muhammadu Buhari, former Rivers State Governor Rotimi Amaechi’s nomination is still generating ripples at the Senate.

Rotimi Amaechi
Rotimi Amaechi

He is billed for screening tomorrow – six days after 18 of the 21 ministerial nominees on Buhari’s first list were cleared.

Senators, it was gathered yesterday, are set for an epic battle over his screening.

Amaechi and Adebayo Shittu, a former member of Oyo State House of Assembly in the Second Republic, are the ones remaining on the list to be cleared.

The president has since replaced the 21st person on the list and  the immediate past deputy governor of Niger State, Musa Ibeto.

Some of the minority Peoples Democratic Party (PDP) senators are spoiling for war –  initiated from outside the Senate – vowing to stop Amaechi’s screening, but their All Progressives Congress (APC) counterparts are set to ensure his clearance.

“We are allowing the minority to have their say. We will have our way,” Senate Leader Ali Ndume, (APC, Borno North), said last night.

He said: “This issue of Amaechi is generating unnecessary tension. I think being a two-term governor and a former Speaker of the Rivers State House of Assembly, he is qualified to be a minister of the Federal Republic of Nigeria.

“The report of the Senate Committee is ready and we will go ahead with the screening of the nominee. Our responsibility lies in ensuring that Amaechi has met the requirements of the constitution.

“We have to confirm if he is truly from Rivers State, his agenda for the nation and if he has the capacity to serve this country.”

Ndume added: “There is no provision in the 1999 Constitution or the Senate Standing Orders that says you must disqualify a nominee because of a petition.

“If anyone has issues or allegations against Amaechi, let the person go to court to prove these. Under normal circumstance, Amaechi ought to take a bow in view of his past records.

“But we will want to hear from him what he has in stock for the nation which he wants to serve.

“ We will consider the report of the committee on Tuesday or any time in the week. But this noise from PDP cannot stop Amaechi’s confirmation.

“We have 58 APC Senators (excluding the President of the Senate who has no vote unless there is a tie) and we are all united behind Amaechi. The PDP has 48 Senators. Assuming that all the PDP Senators are against Amaechi, the majority will still have its way.

“Section 5 of the constitution is very clear on the powers of the President. President Muhammadu Buhari has exercised his powers by appointing his nominees. Those aggrieved should go to court.”

It was learnt that members of the Senate Committee on Ethics, Privileges and Public Petitions have sorted out their differences and finalised the report on the petition against Amaechi.

A member of the committee said: “We have completed our assignment and we will present our report to the Senate on Tuesday.

“I will not tell you our recommendation but we have been fair to the petitioner and the defendant based on issues and precedents.

“This petition gave us a tough time because a lot of legal intricacies are involved. Nigerians are becoming more interested in who leads them.”

Ahead of Amaechi’s screening, there has been a division in the rank of PDP senators.

Some of them were said to have told their colleagues that they may not support the position of the party to “halt the screening and confirmation of Amaechi.”

It was gathered that the PDP senators backing Amaechi based their decision on personal grounds.

One of them said: “I think on a personal note, he is qualified for the job. He has the capacity to deliver on any assignment given to him.

“Some of us also do not believe in politics of tit-for-tat. Amaechi worked against our victory but politics is fluid, he might be with us tomorrow.”

Another PDP senator said: “I think the interest of the nation should be paramount. This screening of Amaechi is assuming a personal dimension. We should be concerned more about his ability for the job than anything else.

“As for the allegations of graft, the court will always be there to prove Amaechi guilty or otherwise. Stopping him will amount to arrogating the powers of the court to the Senate.

“My position is that a minister does not have immunity. So, he can still be prosecuted while in office.

“I think Governor Ayo Fayose set a template for our caucus in the Senate by directing the three senators from Ekiti to support ex-Governor Kayode Fayemi’s nomination.”

Also yesterday, two groups defended the nomination of Hajiya Aisha Abubakar as the first female ministerial nominee from Sokoto State.

They urged the Senate to ignore the petition from some politicians in the state.

A group, “The Concerned Sokoto People”, said it was uncharitable to embark on such an act against a morally upright woman.

It said: “We will sadly add that it is a grave disservice to Nigerians, to President Buhari, to the APC and to Sokoto people, that it is only from Sokoto State, that an APC chieftain, a defacto leader will sponsor, in whatever guise, a frivolous petition challenging the carefully selected nomination of a minister from his own state by his own President.

“President Buhari has made it clear that he and he alone will be responsible for who serves in his government. All APC leaders across the country have accepted this position and have supported the president to succeed so that this country,  can move forward.

The group described the nominee as a role model of gender equality in the predominantly conservative northern state of Sokoto.

It added: “She is not only an international banker and top manager of human and material resources, she has dedicated herself as an employee in national and regional institutions to the promotion of developmental issues that target the low and middle income earners in Nigeria and Africa”.

Another group, “Concerned Stakeholders for Good Governance”, dismissed issues raised against Hajiya Abubakar, saying the allegations were not tenable.

The forum described as worrisome, the move by interest groups discriminating against President Buhari’s choice of a ministerial nominee based on gender.

The forum said: “Having served in various organisations in the public service with over 20 years’ experience in banking and investment, rural enterprise development and micro-credit administration, international development, policy analysis and business support, she is adequately qualified.

“There is no legal requirement under any Nigerian law that a person must be a member of a political party before they can be appointed Ministers of the Federal Republic of Nigeria or to any other executive position and it is in this regard that the appointment of Abubakar has in no way contravened any legal provision as far as party membership is concerned.

“Aisha is a daughter of ex-super Permanent Secretary and Finance Minister Alhaji Abubakar Alhaji and current Sardauna of Sokoto and heir to the sultanate throne which makes her a seventh  generation descendant of Sheikh Usman Danfodio, the 18th century founder of the Sokoto Caliphate.

“Also from the maternal side, she is a granddaughter of his Eminence, Sultan Ibrahim Dasuki, the 18th Sultan of Sokoto.”

Ministerial List: Senators divided over screening of Amaechi

By Ehi Ekhator, United Kingdom

There are strong indications that Nigerian senators have divided over the screening of a former governor of Rivers State, Rotimi Amaechi.

Amaechi was one of the 21 nominees that was first submitted to the senate for screening.

Due to the petition submitted against him, the upper house ordered Senate Committee on Ethics, Privileges and Public Petition to look into it.

Well, it was gathered that members of the Peoples Democratic Party, PDP among the committee are opposed to the screening of Amaechi.

It could be recalled that the would-be minister was invited on Monday by the committee where it was resolved that since the petition submitted by Integrity Group against Amaechi was already in court, it would amount to subjudice to handle the petition on corruption.

The inclusion of Amaechi on the list has attracted a lot of criticism mostly from the Rivers people who believed that the former governor was corrupt and still has questions to answer.

PDP senators may reject 21 nominees screening

  • Rivers orders Amaechi, others to return N97bn

Tough times await ministerial nominees in the Senate on Tuesday as the Peoples Democratic Party senators on Friday vowed not to lower their guard during the screening at the upper legislative chamber.

Ministerial list
Ministerial list

Saturday PUNCH reliably gathered that although some nominees had indirectly contacted the senators across party lines, their efforts had not yielded desired results.

Investigations also showed that the PDP senators might stop the screening, unless President Muhammadu Buhari presents all the 36 ministerial nominees, as against 21 he submitted on Tuesday.

It was learnt that the move by President Muhammadu Buhari, the All Progressives Congress and the senators to reach out to the PDP senators was being coordinated by his Special Assistant on National Assembly Matters (Senate), Senator Ita Enang.

Enang had on Wednesday jointly addressed a press conference with the Minority Leader, Chief Godswill Akpabio.

At the press conference, Enang had said, “Part of our job is to reach out to all the sections. And the past is gone, this is a new beginning. We are doing this in the interest of Nigerians.”

Akpabio, on his part, said, “Even though (we are) in the opposition party; we believe strongly in one Nigeria and we believe in the unity and progress of this country.

“Our stand is that anything that can elevate the living standards of Nigeria and improve upon the economy of the entire country, that we will do anything within our powers to play our role.

“It is our duty to rally round the President; to make the economy improve. On a personal note, I am impressed with the list sent by the President. I believe that he has kept to his words by ensuring that he sought out a lot of people of integrity that can salvage the country.”

Nothing will stop us from doing our job—PDP senator

But on Friday, the Senator representing Delta South on the platform of PDP, Ighoyota Amori, in an interview with one of our correspondents, vowed that nothing would make members go back on the modalities for screening.

He described the ministerial list sent by Buhari as a compensation list.

The lawmaker said the nomination was to compensate appointees for their role in the past general elections, which brought the APC government to power.

He said, “First, to be frank to myself, it is shocking that the first list of ministers as was read on Tuesday by the Senate President fell short of national expectations particularly with this their ‘change mantra.’

“Between both of us, the wait between May 29 when the new government was sworn in and September 30 is not worth it in a serious minded government that knows its onions. There was no need for that long wait.”

He cited Britain, where he said Prime Minister David Cameron formed a government, the next day he won an election.

Amori stated, “The election took a long time to process. You have worked with these people and you know them; you should be able in a very serious government that talks about change to have a departure from the past to this ‘change’ which is the slogan.

“The change would have been that after electing them, they formed cabinet and start working immediately. People would have clapped for them. But from May 29 to September 30 and of course, we got the list officially on October 5 and when we heard the names, it was laughable.”

He wondered why it took the President a long time to nominate those, whose names were sent to the senate.

The senator stated, “There was nothing new about them deserving of this long wait. If you take them one by one, there were people who are in the news for one corruption case or the other. For me, I do not have anything against anybody but he would not have wasted the time of Nigerians if he knew he was going to recycle the same people.

“I can call it a compensation list for those who defected from the Peoples Democratic Party to help the un-organised army of people to get a victory they did not deserve. People that were used to sabotage their party.

“Look at Ameachi, would you not consider this nomination a compensation for doing a dirty job? Look at Fashola and Fayemi as well as Lai Mohammed, they are all the same. So, what is new? It is the same old story.

“But if APC wants, let them gather all the ex-convicts, we will still do our job. They have the gavel and they are very free to use it the way they like. We would resign our position to the court of public opinion. There are some we cannot oppose because we have seen something in them.”

PDP senators may reject 21-nominee list

Also another PDP senator, who confided in Saturday PUNCH, said the screening was discussed at the party senate caucus meeting on Thursday night.

He said that his colleagues also resolved to reject presentation of the list of minister nominees in batches.

They also threatened to stage a protest on the floor of the senate next week during the screening process unless President Muhammadu Buhari sends the full complements of the ministerial list by Tuesday.

They subsequently sent the Minority Leader, Senator Godswill Akpabio, to meet with the senate president and convey their message to him for onward transmission to Buhari.

Screening will be rigorous, Senate spokesman insists

The spokesperson for the senate and APC member, Dino Melaye said except for the slight modification of the procedure for former members of the National Assembly, other nominees would face rigorous screening.

He said, “We maintain that the screening exercise will be rigorous, will be expeditious, and it will be thorough.”

Melaye added that all the petitions received would be looked into, and that their veracity would guide proceedings during the screening exercise.

Also speaking with our correspondent, the Senator representing Kaduna Central Senatorial District on the platform of the APC, Shehu Sani said, “We will not lower our standards, we will follow the constitution and the rules of the Senate in the discharge of our responsibility. No one will be cleared based on sentiments. We won’t disappoint Nigerians.”

“We’ll encourage nominees to reach out to senators–Enang

Enang told reporters in Abuja, that the President respects the constitutional powers of the three arms of government- especially the powers of the legislature which approves the budget as well as screens ministerial nominees among other functions.

According to him, his office has encouraged each of the nominees to reach out to senators to smoothen the grounds.

He also explained that the nominees were being guided on the necessary documents they are expected to make available to senators to ease their confirmation.

Enang said, “We are generally discussing with them, (nominees) on matters they may wish to know more and we will work with them. We have emphasised with them that they have to consult.

“They have to go and meet their respective senators. The president nominated them to the senate; the senators representing their respective states are their first line of defence.

“They are their immediate sponsors other than the senate leader and they have to show absolute respect to all the senators and every other thing will fall in line.”

On the modalities for the screening he said, “The Senate is the Senate of the Federal Republic of Nigeria and it is free to set its criteria for the screening of the nominees appearing before it.

“Our job is to make sure that we work with the respective senators and the nominees to make sure that the senators are satisfied and agree with the nomination.”

Meanwhile, the three senators from Rivers State, who are members of the opposition Peoples Democratic Party, have made their intention to oppose the nomination of former Governor Rotimi Amaechi known.

One of the senators who spoke under the condition of anonymity for fear of retribution, said, “How do you think we will in good conscience support his nomination when he is still in court seeking to nullify the election of our governor and ours? Besides, he has not even visited or called any of us. Put yourself in my shoes, can you support such a person?”

Speaking in a similar vein, the Deputy Publicity Secretary of the Peoples Democratic Party in Rivers State, Mr. Samuel Nwanosike, said, “Amaechi does not belong to the PDP, he belongs to the APC.

“Amaechi refused to do the normal handover to Governor Nyesom Wike and we can remember that he described the panel set up by the governor as a kangaroo panel.

“We are here for change and that is why the people will not support anybody who has refused to defend many allegations against him. “

However, the State Deputy Chairman of the APC, Chief Peter Odike, said the party was not leaving anything to chance. He said the party was doing all within its power to ensure that Amaechi scales through the screening.

Odike, who spoke through his Media Assistant, Mr. Paul Osiagu, expressed confidence that there were PDP senators who were sympathetic to Amaechi’s course and would rise up to defend him when the time is ripe.

He, however, declined to give details of what plans the party has put in place to counter the PDP on the floor.

Amaechi sighted at Senate

Meanwhile, a former Governor of Rivers State, Mr. Rotimi Amaechi, was sighted at the Senate on Friday obviously to perfect his documentation at the office of the Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang.

Ameachi, who drove himself to the Federal Parliament in company with the immediate past senator representing Rivers East Senatorial District, Magnus Abe, spent about one hour in Enang’s office, without granting interview.

Ministerial List: APC lauds Nigerian Senate over support, love for Amaechi

The All Progressives Congress, APC, Rivers State chapter has hailed the awesome show of support and love by overwhelming number of Senators of the Federal Republic of Nigeria for Rt. Hon. Chibuike Rotimi Amaechi when the Senator representing Rivers East Senatorial District, Senator George Sekibo attempted to submit a purported petition against former Governor Amaechi on the floor of the Senate Wednesday.

Rotimi Amaechi
Rotimi Amaechi

To the APC, the story of Senator George Sekibo easily qualifies as a classical case of somebody “biting the finger that fed him or her.”

The APC in a statement signed and made available to NAIJA CENTER NEWS by its Publicity Secretary, Mr Chris Finebone said, “We would like to recall that former governor Chibuike Amaechi it was who single-handedly insisted and supported Senator George Sekibo in 2011 against the vehement agitation by Nyesom Wike for the Rivers East Senatorial ticket. Despite being the governor’s Chief of Staff, the then Governor Amaechi resisted Wike’s intensive lobby and stood by Senator Sekibo to go for a second term. Apparently, this is one of the grievances Wike nurses for Rt. Hon. Chibuike Amaechi to this day.”

It explained that George Sekibo is a 3 times Senator today is due to former governor Amaechi’s moral, political and resource support and the Senator knows this. All the Senators before Sekibo including Senator John Mbata served only two terms.

The further reads: “It was a relief that Senator George Sekibo finally exposed himself today as the character behind the production of 116 CDs titled Rivers of Corruption for distribution to the 109 Senators of the Federal Republic in which highly malicious and unfounded accusations of corruption were levelled against the person of Rt. Hon. Chibuike Rotimi Amaechi without proof of any kind. The aforesaid CDs are a repetition of accusations earlier made against the former governor by the so-called Integrity Group formed and sponsored by Governor Nyesom Wike and the PDP for which all the issues have earlier been sufficiently dealt with by all those who served under the former governor as Commissioners.

“It is not surprising that Senator George Sekibo lacks basic knowledge of how the Amaechi administration worked otherwise he would have understood that former Governor Chibuike Amaechi only exercised oversight while the Commissioners where the actual managers of government projects and programmes under the different Ministries.

“The APC would like to emphasize that the former Commissioners who were executors of the Amaechi administration’s projects and programmes have also robustly responded to the Integrity Group with facts and figures that showed off their accusations as a tissue of lies and a figment of their warped imaginations

“Once again, it was a thing of joy to observe Distinguished Senators across party lines spontaneously rise in defence of a good man whose only offence is his dogged fight that contributed in no small way to the woeful defeat of the PDP and former President Goodluck Ebele Jonathan in the 2015 general elections. Our Distinguished Senators rose beyond partisan and narrow interests when it mattered most and showed that an exceedingly visionary leader like Rt. Hon. Chibuike Amaechi cannot be made a victim of cheap political blackmail by some selfish, misguided and small-minded persons.

“The APC would like to warn the likes of George Sekibo not to embark on the fruitless enterprise of launching hate campaigns against Rt. Hon. Chibuike Amaechi as God will continue to render such exercises dead on arrival. Whom God has blessed, no man can curse.”

Nigerian senators fight over vote of confidence on Bukola Saraki

THE Senate, expectedly, had a stormy session on Tuesday as some members of the upper legislative chamber protested the passing of vote of confidence in the Senate president, Olusola Saraki, by 83 senators.

Bukola Saraki
Bukola Saraki

Tuesday was the Senate’s first plenary since the arraignment of Saraki by the Code of Conduct Bureau for false asset declaration. The senior lawmakers had been on break since August 13.

Members of the House of Representatives, however, on Tuesday, said they had chosen to support the anti-corruption crusade of President Muhammadu Buhari.

The Speaker of the House, Mr. Yakubu Dogara, conveyed the position of the House in an address to lawmakers as they reconvened in Abuja after a six-week annual recess.

There was uproar in the Senate as the senator representing Zamfara Central Senatorial District, Kabir Marafa, complained that he was denied the opportunity to air his own view before the Senate president subjected the confidence motion to vote.

Senator Babajide Omoworare also protested the inclusion of his name as a co-sponsor of the confidence vote in Saraki.

Omoworare, representing Osun East Senatorial District, said his consent was not sought even as the Chairman of the Senate Committee on Rules and Business.

He later, in a statement, dissociated himself from the vote of confidence passed in Saraki.

In an electronic mail to one of our correspondents, Omoworare said he was not contacted before his name was included in the list of 84 senators, who passed votes of confidence in Saraki.

He had then moved that his name should be struck out of the motion.

The motion for the lawmakers to pass vote of confidence in the Senate president was moved by an All Progressives Congress member representing Niger East Senatorial District, David Umaru, on behalf of 83 others.

The motion, reportedly endorsed by 48 Peoples Democratic Party senators and 35 APC senators, was passed by overwhelming shout of ‘ye’ by the lawmakers.

It was the second confidence vote in Saraki in as many as two months. Eighty-one out of the 108 members of the Senate passed a similar vote on July 28

Umaru, while moving the motion, had noted alleged interference in the affairs of the senate “by detractors and media propaganda against senators, the senate and its leadership for selfish politicians.”

He said the Senate would not allow itself to be distracted and that it would not succumb to blackmail in the course of carrying out its constitutional responsibilities.

He therefore called on innocent Nigerians, groups and political associations not to allow themselves to be used by any person or persons to intimidate or blackmail the Senate and its leadership.

But Marafa, who is the spokesperson for the Senate Unity Forum, a group opposed to the leadership of the Senate by Saraki, caused an uproar by noting that Saraki was only calling on his supporters to contribute.

Marafa, who was later recognised to speak after Saraki had ruled on the motion, cited order 53 (5) of the Senate Standing Rule, which forbids the Senate from discussing any issue before the court.

The insistence of Saraki that Marafa should also read the provision of Order 53 (6), which equally forbids any senator from raising any issue upon which the Senate president had ruled upon, degenerated into an open confrontation between the two lawmakers.

While Marafa argued that Saraki deliberately denied him an opportunity to talk before he ruled on the issue, the Senate president stood his ground and ruled the Zamfara senator out of order.

An angry Marafa consequently stood up and accused Saraki of giving only his loyalists the opportunity to speak on the floor and the resultant reactions from both pro- and anti – Saraki senators disrupted the deliberation on the motion on the outbreak of cholera moved by Senator Soni Ogbuoji.

An APC member representing Bauchi Central, Senator Issah Missau, climbed his seat and shouted on Marafa to “shut up and sit down” and Marafa responded by threatening to beat up Missau.

At the height of the confusion in the chamber, the immediate past Senate president, David Mark, stood up and quietly walked out.

In the ensuing confusion, Saraki called on the Sergeant-at-Arms to bring the proceedings to order but some of Marafa’s colleagues in the SUF, led by Senator Ahmad Lawan, sent back the Sergeant-at-Arms, saying the situation was under control.

Marafa was thereafter led out of the chamber by some senators who took him to the office of Senator Olusola Adeyeye (Osun Central) and barred him from speaking to journalists.

The aggrieved senator later returned to the chamber and the Deputy Senate President, Ike Ekweremadu, apologised on his behalf to the Senate.

The Senate spokesperson, Senator Dino Melaye, while addressing journalists after the plenary, lamented “the unruly behaviour of Marafa” and warned that the Senate would take necessary disciplinary action against him in future if he repeated such attitude.

Melaye said, “The Deputy Senate President, Ike Ekweremadu, in session, apologised to Nigerians for the unbecoming attitude of Senator Marafa. That act is disgraceful, unacceptable and condemnable and that the senate regrets that.

“We want to assure Nigerians that this will be the last time that the Senate will condone such misbehaviour. His action contravenes Section 56 of the Standing Rule of the Senate but his misbehaviour is regrettable.

“The Senate will do everything within its powers to ensure that the situation does not repeat itself and where it is repeated, it would be met with stiff adherence to the rules of the Senate.”

Saraki: Senators set for stormy session tomorrow

There are indications that Senators that are opposed to Dr. Bukola Saraki’s leadership of the Senate are poised to ask for his resignation when the upper federal legislative chamber re-opens on Tuesday (tomorrow).

Bukola Saraki
Bukola Saraki

The anti-Saraki Senators are citing the trial of the Senate president by the Code of Conduct Tribunal for alleged false asset declaration as a reason for Saraki to go while his supporters are saying the man should not be proclaimed guilty before he goes through the judicial process.

The Senate will resume plenary on Tuesday. The lawmakers have been on break since August 13.

Investigations by our correspondents in Abuja on Sunday indicated that both anti-Saraki Senators and those supporting the Senate president are poised for a showdown when they return to the chambers.

While the anti-Saraki Senators are said to be resolute in their plot to end his leadership of the Senate, the pro-Saraki members are said to have vowed to ensure that the man is not forced out of office.

Curiously, the Senate president’s “enemies” are mostly members of his All Progressives Congress while his “loyalists” are from the opposition Peoples Democratic Party.

A strong member of the anti-Saraki faction of the Senate, under the aegis of the Senate Unity Forum, who spoke with one of our correspondents in Abuja on Sunday, explained that his colleagues were determined to restore the integrity of the upper chamber by ensuring that a senator standing trial for corruption would not continue to preside over their affairs.

The APC senator from the North-East geopolitical zone, who spoke on condition of anonymity, said, “Posterity will judge us if we continue to condone corruption in the legislature instead of distancing ourselves from it”

“It is our intention to reach out to more senators who had yet to see things from the same perspective like us and we will play our role and leave the rest for Nigerians to judge.

“The Senate president may rule us out of order while his supporters may also make noise and shout us out but we will say our own and allow history to be the judge.

“Nigerians know what is going on and majority of our people now have access to the mass media more than ever before, so they will also know the role that each senator plays in the whole saga.

“We are not assuring Nigerians that our efforts alone would get Saraki out of office but we will do the needful as responsible lawmakers and would encourage Nigerians to take it up from where we stop.”

Another APC senator from the South-West geopolitical zone, who also craved anonymity, argued that it would be better for the Senate president to step aside to face his trial at the CCT.

Some Senators of Like Minds, being the name of the pro-Saraki Senators’ group, who spoke with The PUNCHsaid they were aware of the plot by some of their colleagues in the SUF “to blackmail the Senate president” over his current trial at the CCT.

One of them, an APC Senator from the North-Central, who would also not want his name mentioned, said that his colleagues were fully prepared to tackle any “externally motivated motion on Tuesday”

According to him, the Senate president has more than enough loyalists in the upper chamber “to kill any politically-motivated motion sponsored by any godfathers outside the Senate.”

The Senator said, “We have a tradition in the Senate; anybody is free to air his or her view on any issue while the Senate president will in his wisdom rule in favour of the strongest argument.

“We equally wish to warn our colleagues on the opposite side to be careful with the way they are going about the whole issue because any Senator who connives with an external body to run down his or her colleague, would in the shortest possible time bite his fingers in anguish”

A PDP Senator from the South-East geopolitical zone clarified that any motion targeted at calling for the impeachment of Saraki or asking him to step aside would not sail through because the Senate would not discuss on any matter before the court.

The Senator said, “Any anti-Saraki motion on the floor on Tuesday based on his trial at the CCT will fail because all of us know that we can’t discuss any issue before the court.

“The Senate president will definitely not rule on any case before the court so nobody should bother to bring such an issue before him”

Another PDP senator confided in one of our correspondents on Sunday that members of the SUF had been reaching out to some opposition lawmakers to seek their support to sack Saraki by supporting   an impeachment motion.

The Senator from the South-South said, “I have been called by a Senator from the South-West geopolitical zone who is my friend but I told him that some leaders of the APC were using Saraki’s trial to get at other senators, which would be disastrous”

Efforts to get an official reaction from the spokesperson for the SUF, Kabir Marafa, failed as he said he was just returning to the country when our correspondent called him on Sunday.

He said, “I am just returning to Nigeria from an overseas trip and it will be difficult for me to comment on an issue that my colleagues had not discussed with me. I am still studying the situation because I have been out of circulation for some time now,” he said.

Also the Senate spokesman, who also doubles as the coordinator of the Like Minds senators, Dino Melaye, failed to pick his call or respond to a text message sent to him on Sunday.

Meanwhile, the Campaign for Democracy on Sunday joined those calling for the resignation of Saraki as senate president. The CD called on Saraki to resign as a respect to his person and the integrity of the nation.

The CD, in a statement by one of its zonal coordinators, Ifeanyi Odili, noted that the apprehension over the ongoing crisis at the nation’s legislative arm was capable of consuming the nation’s democracy.

The statement reads in part, “The lingering crisis at the Senate is beginning to be seen as a diversion aimed at dissuading Nigerians from the recovery of our loots from the past government.

“CD noted that since the Bukola Saraki’s saga started, no one has heard about the probe of the former ministers and the Niger Delta amnesty programmes. Up to this moment, nothing has been heard about the investigation, let alone the prosecution of the EFCC chairman, Ibrahim Lamorde.

“While we agree that false assets declaration is a criminal offence, we are more concerned about the recovery of our looted money, that is what is expected of President Muhammadu Buhari.

“In a normal society, the Senate president ought to have resigned from the exalted seat before entering the witness box at the Code of Conduct Tribunal.”

In a related development, Senator Aliyu Wamakko (APC, Sokoto) on Sunday said there was no plot to oust the Senate president.

Wamakko, one of Saraki loyalists, described reports that Saraki would be removed based on his ongoing trial by the CCT as the handiwork of “political rabble-rousers.”

Wamakko, who spoke to journalists in Abuja, described as untrue reports that members of the PDP were plotting a takeover of the Senate on account of the Senate president’s ordeal.

Wamakko said, “I see Mr. President, Saraki and Senators holding a meeting very soon on how to salvage democracy, which certain elements have been trying to subvert. They will find time to meet to stop our opponents from progressing with acts to sabotage our democracy.

“Once the President and the Senate leadership sit on a round table with a resolve to re-oil the wheels of democracy for national progress, the cynics, the political rabble-rousers and those who never meant well for the APC government will go to sleep.”

Pro-Lawan Senators move to impeach Saraki

There were indications on Friday that members of the Senate Unity Forum had started wooing senators loyal to the Senate President, Senator Bukola Saraki.

Saturday PUNCH reliably gathered that the move was part of fresh efforts to change the leadership of the Senate.

The group comprises senators, who were opposed to the emergence of Saraki as senate president.

It was learnt that the SUF members, who contacted the pro-Saraki senators, hinged their argument on the ongoing trial of the Senate President at the Code of Conduct Tribunal.

It was gathered that the group might have succeeded in securing the support of 12 pro-Saraki senators, mainly the Peoples Democratic Party members.

Investigations showed that the anti-Saraki group sought the support of the senate president’s loyalists because it had become obvious that the senate president could not be removed without the support of some senators that were sympathetic to him.

At the inauguration of the Senate on June 6, 57 out of 109 senators were reported to have voted for Saraki.

However, members of the SUF, who were supporting Senator Ahmed Lawan were at a meeting with the party leaders when the election was held.

Investigations revealed that some of the senators who supported Lawan’s bid had allegedly met with some All Progressives Congress leaders on the need to remove Saraki.

It was gathered that they started meeting with the leaders shortly after the Senate went on recess.

Specifically, a member of the group, who spoke with our correspondents on conditions of anonymity, explained that series of meetings had been held with APC leaders like Asiwaju Bola Tinubu, Chief John Odigie-Oyegun and Chief Bisi Akande.

A member of the group from the South-West geopolitical zone, who also craved anonymity, confirmed to one of our correspondents that the SUF members had started reaching out to their colleagues who had joined the camp of Saraki.

He expressed optimism that the group would be able to muster enough support from other senators to get the required 73 members needed to oust the senate president.

He said, “We know that getting the required figure to carry out an impeachment at the moment would be a herculean task but honestly we hope to achieve it very soon. Already there has been a serious move to get our former party members who are with Saraki now back to our camp.

“I can also confirm to you that we have the support of about 12 Peoples Democratic Party senators who are ready to support any move against Saraki. Don’t forget that some ranking PDP senators are still aggrieved over the emergence of freshers as their principal officers.”

Further checks by one of our correspondents also revealed that some of the APC leaders who met with the SUF members had asked the anti – Saraki senators to work on some influential PDP senators who could get their colleagues to support their course.

A source said, “I am not in Abuja now, we shall resume on Monday. I don’t have specific information at the moment but what I can assure you of is that our leaders have said that it is fight to finish.

“We learnt that the like minds senators are already working on some of their supporters in the PDP camp to reject the ministerial list by refusing to screen them but we are also ready for them. I won’t disclose our strategy for now.”

One of our correspondents further learnt that the SUF were also working on a political solution to execute its agenda since it would be difficult for its members to dangle financial inducements to their colleagues because of the anti – corruption posture of the Buhari administration.

One of them confided in one of our correspondents that Saraki might want to save his face from the impending embarrassment at the end of the CCT trial by opting to step aside.

He said, “We know that he might want to give conditions like a settlement of his CCT case out of court, withdrawing of Economic and Financial Crimes Commission charges against his wife and an end to his former manager’s trial for alleged fraud at the Société Générale Bank. We could help him in this regard to have a soft landing and avoid disgrace. “

Senate spokesperson, who is also a die-hard supporter of Saraki, Senator Dino Melaye, did not pick his call when contacted for comments on Thursday

Also efforts to get reaction of the SUF’s spokesperson, Senator Kabiru Marafa, did not succeed as calls to his mobile telephone did not go through.

Also some senators contacted across the two camps, declined official comments but a PDP senator from the South-South geopolitical zone, who spoke on condition of anonymity, said, “We are watching events as they unfold. I won’t say more than that.”

The source explained off the record that since the trial of the senate president centered on corrupt enrichment as a public officer, the SUF would appeal to the conscience of Nigerians and the international community to prevail on Saraki to step aside and clear himself of the allegations preferred against him by the Code of Conduct Tribunal.

Part of the strategy, the source added, would include sponsoring of a motion by a member of the group to draw the attention of the red chamber to the trial of Saraki and plead with him to safe himself from unnecessary distraction by stepping aside for adequate concentration at the tribunal.

He said, “Nigerians should not see the on-going trial of the senate president as a witch-hunt, rather, they should rather try and find out whether it was true that he included a multi – million dollar property he bought in 2006 as part of his assets as of 2003.

“We should stop playing politics with everything in this country. The mantra of the President Muhammadu Buhari administration is anti – corruption and it will not be proper to have a morally deficient person presiding over the affairs of the legislature being a critical arm of government.

“The prosecution counsel had promised to shock Nigerians with the revelations of witnesses who had testified against the senate president at the CCT. The implication of this is that all the charges were not fabricated or invented to spite him. He should therefore go and face his trial. “

Attempts to get the reactions of the National Chairman of the APC, Chief John Odigie-Oyegun, the party’s National Publicity Secretary, Alhaji Lai Mohammed as well as that of the party’s National Leader, Asiwaju Ahmed Tinubu, were unsuccessful.

The National Chairman of the party could not be reached as calls to his mobile telephone indicated that it was switched off.

Repeated calls to the mobile telephone numbers of Mohammed and Tinubu’s Spokesperson, Mr. Sunday Dare, were neither picked nor returned.

A response to text messages sent to them was still being awaited as of the time of filing this report at 8:45pm.

A pro-Saraki senator confided in one of our correspondents that the seat of the Senate President was not threatened because the Code of Conduct Tribunal had no jurisdiction to try Senator Bukola Saraki for any criminal offence.

He said, “The idea that members of the SUF are reaching out to pro-Saraki senators in the senate does not arise because majority of the members of the upper chamber had freely elected their presiding officers and would not be in a hurry to remove them because of any politically motivated trial by a tribunal which lacks jurisdiction to do so.

“Nobody can impeach or arrest the Senate President, and the lawyers are there to argue out the competence or otherwise of the CCT to try the case preferred against him. More than 80 senators had signed a document with which they unanimously passed a vote of confidence on their president.

“No senator had approached any of us on any issue of impeachment because they know the answer already. They cannot get 73 senators to impeach the Senate President. They are playing games and we are also ready for them. “

Attempts to speak with Senators Dino Melaye, Eyinnaya Abaribe, Hope Uzodinma, James Manager, Mao Ohuabunwa, Ali Ndume, and Bala Ibn Na’Allah, to get their views on the development failed as they neither picked their calls not react to text messages sent to them.

The phone of the Special Adviser to the Senate President on Media and Publicity, Alhaji Yusuph Olaniyonu, was also switched off when one of our correspondents dialed his number on Friday evening.
