Ekitigate: Obanikoro loses bid to stop audio recording circulation

A Lagos State High Court in Ikeja on Friday refused an application by a former Minister of State for Defence, Musiliu Obanikoro, seeking to stop further publication and circulation of an audio recording allegedly linking him with the alleged plot to rig the 2014 governorship election in Ekiti.

Obanikoro
Obanikoro

Justice Oluwatoyin Ipaye, in a ruling on Friday, said Obanikoro failed to place enough material facts before the court to warrant granting such an application.

Joined as respondents in the application were online news medium, Sahara Reporters, its publisher, Omoyele Sowore, The PUNCH Newspaper andPremium Times.

Obanikoro had filed the application, claiming that the defendants had through the publication caused him various political and personal losses.

He had sought an interlocutory injunction restraining the defendants from further publishing the audio recording which he described as an “harmful material” pending the determination of his main suit.

Justice Ipaye, however, dismissed the application for lacking in merit.

The judge held, “There is nothing before the court that shows the applicant will suffer more harm if the injunction is not granted.

“It is an error to seek to restrain a publisher of an article on the grounds of libel if there is no proof before the court that such material is libelous.

“I am persuaded that this application has no merit and an injunction is not appropriate in the circumstance.”

The judge adjourned further hearing in the case while she ordered the defendants to put in their responses.

In the main suit, Obanikoro is seeking, among other things, an order of the court compelling the defendants to retract all the damaging news publications via a letter of apology on their various platforms.

EFCC revisits case against Obanikoro’s son over alleged subsidy fraud

The Economic and Financial Crimes Commission is set to reopen a case of alleged subsidy fraud against an oil company, MOB Integrated Services Limited, which is headed by Mr. Gbolahan Obanikoro, a son of a former Minister of State for Defence, Senator Musiliu Obanikoro.

Obanikoro
Obanikoro

The company was said to have made three transactions valued at N5,393,592,906.62.

Investigations, however, allegedly revealed that the company only made one transaction valued at N3,261,263,992.52 verified as legitimate.

The difference of over N2bn was said to have been allegedly diverted as MOB did not make the needed oil supply.

The Aigboje Imokhuede-led Presidential Committee on Verification and Reconciliation had referred MOB and about 47 other companies to the EFCC and the Special Fraud Unit of the Nigeria Police for investigation in 2012.

Sources at the commission told our correspondent that after Obanikoro was appointed the Minister of State for Defence, the case was suspended indefinitely.

The source added, “Gbolahan Obanikoro is the Managing Director of the said company and the company was among those given subsidy money.

“The company was given N5,393,592,906.62 for three separate transactions for fuel importation. However, only one transaction worth N3,261,263,992.52 was verified. We believe that the remaining money was diverted.

“The SFU started investigations into the matter but it was then referred to the EFCC under the leadership of Ibrahim Lamorde. However, the matter was secretly quashed after Obanikoro was appointed a minister.”

Obanikoro’s two sons, Gbolahan and Babajide, are under investigation by the commission as part of the probe into the $2.1bn meant for arms procurement.

The EFCC had allegedly traced the sum of N4.75bn to the account of Silva McNamara Limited with Diamond Bank with links to the family of the former minister.

The two sons of Obanikoro were said to have been board members of the company when the said transaction took place.

They had, however, denied that they were still on the board of the company when the alleged transaction took place.

Investigations into the Obanikoros have been stalled due to the fact that they have all relocated to the United States.

When contacted on the telephone, a spokesperson for the Obanikoros, who did not want his name in print, said the allegation in question was an old one, adding that MOB Integrated Services had been cleared.

He said, “Authorities don’t announce to the media when they are set to launch or reopen an investigation. It is customary for them to extend a formal invitation. ‘‘Moreover, our company was thoroughly investigated painstakingly for over two years with maximum cooperation on the subject matter by both the EFCC and the SFU; so, one truly wonders the source of this story.”

EFCC to invite Mu’azu, Obanikoro over Omokore’s car gifts

The Economic and Financial Crimes Commission is set to invite the immediate past Chairman of the Peoples Democratic Party, Alhaji Adamu Mu’azu; and a former Minister of State for Defence, Senator Musiliu Obanikoro, over the car gifts they allegedly received from oil baron, Jide Omokore.

PDP National Chairman Is An Islamist Who Ordered Slaughtering Of Christians As Bauchi State Governor In 2001 By Bunmi Awoyemi
Adamu muazu

Already, the EFCC has detained the Deputy Chairman of the PDP, Prince Uche Secondus, since Tuesday for allegedly receiving 23 exotic cars (worth N302m) from Omokore.

However, a source within the PDP told our correspondent that the vehicles distributed by Omokore to several party leaders were far more than 23 as the vehicles were meant to be distributed across the country.

Omokore, who is an ally of former Minister of Petroleum Resources, Diezani Alison-Madueke, has been in detention for over a week.

His firm was one of the companies that allegedly received multi-billion dollar public assets without due process by the Goodluck Jonathan administration in 2011.

His company, Atlantic Energy Limited, is accused of lifting crude oil, but only remitting a fraction of its worth to the government.

According to detectives at the EFCC, the funds used for the purchase of the vehicles were sourced from crude oil receipts, which Omokore failed to remit.

The vehicles were said to have been given to key PDP chiefs who played key roles in mobilisation in their respective states.

The commission, it was learnt, has been unable to arrest Mu’azu as he has been out of the country for some months.

He is believed to be in either Dubai or Singapore.

The source said, “Mu’azu’s name has also been mentioned in the car issue but he has been out of the country for some months and we cannot get him now.”

Mu’azu is also to have been invited by the commission to explain the N10bn given to PDP delegates to the National Convention that picked Jonathan as the party candidate in 2014.

The N10bn was said to have been received through the Office of the Attorney-General of the Federation.

Similarly, Obanikoro has been in the United States – since the defeat of Jonathan. He is said to be undergoing an academic programme in the US.

The former minister, who is an American citizen was said to have received five vehicles from Secondus.

The source said, “Some of the vehicles were given to Secondus but other PDP leaders received the vehicles, which were mostly Sport Utility Vehicles. We were told that Obanikoro received five of such vehicles.

“Obanikoro and members of his family have been out of the country since last year but we hear he goes to Ghana and returns to the US. The two of them, Muazu and Obanikoro, are needed to make clarifications on the cars.”

Spokesman for the EFCC, Wilson Uwujaren, said he was not aware of the moves to invite Obanikoro and Muazu.

However, Obanikoro said in a statement that he never received any vehicles from anybody during the last beneral elections.

In a statement by his media aide, Mr. Jonathan Eze, the former minister said he was busy preparing for his final exams and did not have time to be responding to frivolous accusations.

He said, “This is another malicious lie from the pit of hell. My principal never collected any car or cars from Jide Omokore. In fact, we doubt that he can utter such a statement because Senator Musiliu Obanikoro has never had any transaction with him. Those behind the desecration of his name should get busy with worthwhile things just the way my principal is busy studying.

“It is another lie that he was seen in Ghana a few weeks ago, I make bold to say that Senator Musiliu Obanikoro never travelled to Ghana but he is intellectually engaged in the US preparing for his examinations.

“Nigerians should please note that all these lies are figments of the imagination of a few who are bent on pulling him down after his clear records of public service. Senator Obanikoro is a full time student and as such he does not have the luxury of time to travel or hold meetings with anyone while academic activities are ongoing.”

$2.1bn Arms Fund: EFCC traces N4.745 to Obanikoro"s two sons account

The Economic and Financial Crimes Commission (EFCC) has placed on its radar, two sons of Nigeria’s former Minister of State for Defence, Musiliu Obanikoro over the popular $2.1bn arms scandals.

Obanikoro
Obanikoro

According to an online news portal, Saharareporters, N4.745 billion has been traced to the bank account of Sylvan McNamara Limited, a company in which the former minister’s two sons, Ibrahim Babajide and Gbolahan Olatunde Obanikoro have major interest.

The federal government had launched a massive inveestigation over the diversion of $2.1bn funds budgeted for the procurement of weapons and other equipment for the country military.

Our sources disclosed that the funds were paid in several tranches into the company’s account number 0026223714 with Diamond Bank. The sources added that the funds were paid from an account maintained by the Office of the National Security Adviser at the Central Bank of Nigeria (CBN).

One of the sources revealed that all the transfers were made between June and December 2014. The period coincided with the preparations for and the conduct of the Ekiti State governorship election, ultimately won by Ayodele Fayose of the Peoples Democratic Party. SaharaReporters had exclusively obtained and released an audiotaped conversation in which Mr. Obanikoro, Mr. Fayose, former Minister for Police Affairs Jelili Adesiyan, and a few other PDP stalwarts instructed a top military officer, Brigadier General Momoh, on strategies for rigging the election for the PDP governorship candidate by intimidating supporters of then incumbent Governor Kayode Fayemi. Mr. Kayode also inaugurated a new campaign mode he nicknamed “stomach infrastructure,” which involved the doling out of massive amounts of cash to voters.

One investigator involved in looking into transfers of funds to Sylvan McNamara’s account hinted that some of the cash was  routed to Mr. Fayose’s campaign.

For instance, on June 5, 2014, N200 million was transferred into the account of the firm owned by Mr. Obanikoro’s two sons. On June 16, 2014, few days before the election of Mr. Fayose, N2 billion was wired into the account from the CBN account maintained by the Office of the National Security Adviser. Another massive transfer, this time of the sum of N700 million, landed in the Obanikoro-affiliated account on July 7, 2014. On July 30, 2014, N1 billion was credited to the firm’s account. Other transfers included N160 million on August 8, 2014, N225 million on August 22, 2014, N200 million on November 14, 2014, and N200 million on December 5, 2014.

Our sources disclosed that both Gbolahan and Babajide Obanikoro were listed as directors of the company earlier incorporated in 2011 by Ikenna Ezekwe, Idowu Oshodi and Elizabeth Adebiyi. They added that Mr. Obanikoro’s two sons were also signatories to the company’s account until 2014 when one Olalekan Ogunseye was made sole signatory.

Our EFCC sources disclosed that investigators had discovered no contracts to back or justify the hefty payments made by the Office of the National Security Adviser, then headed by retired Colonel Sambo Dasuki, to Sylvan McNamara Limited.Mr. Dasuki and numerous politicians have been indicted for illicit disbursement of more than $2 billion budgeted for the procurement of weaponry to empower the Nigerian military in its counter-insurgency operations against Islamist militant group, Boko Haram. While Mr. Dasuki disbursed the defense funds to politicians at the orders of former President Goodluck Jonathan, the Nigerian Army suffered high casualties as Boko Haram fighters attacked and sacked several military barracks.

The former Defense minister, Mr. Obanikoro, is currently resident in the US where he is reportedly registered as a student of history at  Oglethorpe University in Georgia, USA. One of his two sons linked with the massive fraud  resides in Suwanee, Gwinnett County in the state of Georgia where they own real estate purchased in August 2014.

Obanikoro, Shekarau, other Jonathan’s ministers lose severance package

No fewer than  14  ministers in the  Goodluck Jonathan Administration will not receive  any severance package from the  Muhammadu Buhari government having allegedly failed to meet the requirement for benefitting from such.

Obanikoro
Obanikoro

It is also gathered that  most of the new  36 ministers  inherited  decrepit offices, making it difficult for them to  settle down for work.

The ex-ministers that may forfeit their severance package  are said to have spent less than two years in office to qualify for the package.

Investigation revealed that the Buhari administration has stuck to the implementation of the terms of appointment of the over 14 former ministers.

A clause in their appointment letters reads in part: “Severance Allowance of 300 %of Annual Basic Salary payable after full tenure of office with government. The allowance will be pro-rated after a minimum of two years tenure.”

It was learnt that some of the affected ex-ministers barely spent a year or three months in office.

In this category are  Senator Musiliu Obanikoro (Lagos)-Minister of State for Foreign Affairs II; Mr Kenneth Kobani (Rivers)-Minister of State for Trade and Investment; Patricia Akwashiki (Nasarawa)-Minister of Information; Nicholas Akise Ada (Benue)- Minister of State for Foreign Affairs I; Augustine Akobundu (Abia)- Minister of State for Defence; Fidelis Nwankwo (Ebonyi)-Minister of State for Health; Hauwa Lawan (Jigawa)-Minister of State for Niger Delta Affairs and

Senator Joel Danlami Ikenya (Taraba)-Minister of Labour and Productivity.

Others are Mr Benjamin Osita Chidoka (Aviation); ex-Governor Ibrahim Shekarau (Minister of Education); Steve Oru (Minister for the Niger Delta); Prince Clement Adeyeye (Minister of State for Works); and Abdul Bulama (Minister of Science and Technology) and Dr. Abubakar Olanrewaju Suleiman(National Planning).

A source said: “The affected ex-ministers have been notified that they are not entitled to severance package in whatever form.

“They have not met the official requirements for severance package and they won’t get it.

“I think those affected should be up to 20. So far, more than half of those in Jonathan’s cabinet will not get severance package.

“If they had been paid in error, we would have asked them to refund the severance allowance.”

Sources also said yesterday that some of the new 36 ministers inherited decrepit portfolios.

The situation varies from ministry to ministry.

In some ministries, ministers met  no official vehicles, while in others, the treasuries were practically empty with no imprest to meet basic needs.

It was gathered that many of the  ministers  are finding it difficult to operate because their predecessors stripped the ministries of basic tools to work with.

Investigation revealed that some ministers have no official vehicles because their predecessors sold same to themselves in line with what they called “monetization” policy.

Others appropriated government vehicles since their severance package was not paid.

A highly-placed source said: “There is a case of a female minister who is using her personal SUV as official vehicle. Also, she has provided the pilot vehicles too in her convoy.

“Another minister went to the National Assembly to clarify some issues and what was left as official vehicle in bad shape broke down.

“We have the case of another minister who went away with 10 vehicles of his ministry and parastatals. The ministry had to write him to return some of the vehicles when the minister was adamant.

“There is no minister without one story or the other to tell. All of them have no imprest to meet basic needs in their ministries. Most ex-ministers left nothing in the treasuries.”

The spokesman for  the Jonathan cabinet, ex-Minister of National Planning, Dr. Abubakar Olanrewaju Suleiman, said: “To the best of my knowledge, most ministers returned their official vehicles. The necessary handover procedures were fully complied with.

“If there is any issue in a ministry, you can bring it up and we will crosscheck the facts for you.

“It is also true that some of the former ministers will not get severance package because they did not stay in office for two years.

“And as for those entitled to severance package, not all of them have been paid. This is to show you that ex-President Goodluck Jonathan did not abuse the privilege of office. Unlike previous  administrations, Jonathan did not give his ministers any exit bonanza or package.”

FG summons South African High Commissioner over xenophobic attacks

The Federal Government on Wednesday summoned the South African High Commissioner to Nigeria,   Lulu Louis-Mnguni, over the xenophobic attacks on Nigerians and other black Africans.

Obanikoro

Obanikoro

The government also demanded compensation from the South African authorities for the Nigerian victims of the violence by black South Africans.

A statement   from the Public Communications Division of the Ministry of Foreign Affairs said Louis-Mnguni met in Abuja on Wednesday with the Minister of State for Foreign Affairs,   Musiliu Obanikoro.

The statement explained that during the meeting, Obanikoro expressed Nigeria’s concern over the fate of its and other nationals in South Africa.

He underscored the fact that since South Africa was a major player on the continent, it should   make its nationals to live in peace with citizens of other countries.

The minister called on the South African government to “take concrete steps to quell the unrest and bring the culprits involved to book, to serve as a deterrent to others and prevent reoccurrence.”

According to the statement, the High Commissioner informed the minister that Pretoria was doing everything possible to address the attacks and prosecute those behind them.

He expressed appreciation to the Federal Government for the manner in which it was handling the crisis.

The envoy also disclosed that sensitisation campaigns would be carried out to educate South Africans on the need for them to live in peace with other nationals.

As the meeting was going on, the National Assembly and the United Nations flayed the attacks in the former apartheid enclave and called for their immediate end.

Like the Executive did, the   House of Representatives also sought compensation for the victims and their families.

Its Committee on Diaspora Affairs said that compensation would be “a major step in healing the wounds” inflicted on Nigerians and other African migrants.

The Chairman of the committee,   Abike Dabiri-Erewa, conveyed the House demand when   she delivered the resolution of the House to   Louis-Mnguni in Abuja.

She said it was a “sad development “ that South Africans would kill and destroy the properties of fellow Africans for reasons that were not defensible.

Dabiri-Erewa, who led members of the committee to the South African High Commission in Abuja to register the legislature’s unhappiness with the attacks, urged Pretoria to make “determined efforts” to quell the attacks.

She said, “Nigeria will not tolerate further killing and harassment of Nigerians and other Africans in South Africa.

“We have to add that there should be compensation for all those who suffered as a result of these attacks”, she told the envoy.

In his response, Louis-Mnguni extended the apologies of his home government to Nigeria.

“We are sorry and feel very bad that you, our own people, are affected,” the envoy said. He   assured the delegation that his home government was addressing the incident.

He stated that in addition to using regular security agencies to contain the situation, President Jacob Zuma had ordered that the armed forces be deployed in the streets to beef up security.

Louis-Mnguni informed the committee that Zuma’s government might not focus on payment of compensation as the immediate reaction to the problem.

He explained that what was urgent was to restore security to the affected areas and support those who had been displaced.

“Our focus now is on saving lives”, he added.

But the envoy admitted that the younger generation of South Africans needed to be adequately educated on the sacrifices Nigeria and other African countries made during the liberation struggles in South Africa.

He told the committee that he was aware that many Africans   died for the sake of South Africa   while many governments made their resources available in support of the fight against white supremacist rule.

“We are not strong enough on the issue of education. A lot of our youths were born post 1990s and they are not fully aware of the role of Nigeria and other countries in the liberation struggles”, Louis-Mnguni stated.

He assured the committee that Pretoria would take urgent steps to correct noticeable shortcomings.

Shortly after this, the South African   Consul-General in Nigeria, Sam Monaisa, announced a short closure of the consulate in Lagos.

Monaisa said   in an electronic mail to the South African Business Forum that   the closure would remain in force until Thursday (today).

Monaisa accused Nigerians of “using the social media to blow an already tense situation in South Africa out of proportion and stoking emotions.”

He claimed that this was why Nigerians maintained that their compatriots were being killed daily in South Africa.

The Consul-General advised members of SABF to be on the alert and not move around unnecessarily.

His Nigerian counterpart   in South Africa, Uche Ajulu-Okeke, said in Johannesburg that eight Nigerians had so far indicated interest to return home.

Okeke told the News Agency of Nigeria on the telephone   that the Nigerian mission was already working with them to facilitate their journey back home.

‘‘I am working with eight Nigerians who have indicated interest to go home. They are presently at the deportation holding facility at Limbola, South Africa,’’ she said.

The Consul General said the mission held a meeting with leaders of the Nigerian Union in the nine provinces of South Africa.

She added, ‘‘The meeting was successful. Victims of the attacks came with wounds, including machete and gunshot wounds. They narrated how they were attacked and brought pictures. We took note of all that.

‘‘The mission asked all the provincial chairmen of the union to collate all information reported.’’

Okeke said the report would be sent to the Federal Government for further action, adding that the mission and the union had worked out a vigilance defence mechanism to protect Nigerians.

She also said the attacks had reduced and that Nigerians were asked to be vigilant in spite of the current development.

In the Senate on Wednesday, members urged President Goodluck Jonathan to recall Nigeria’s High Commissioner to South Africa, Ambassador S.S. Yusuf, to protest the   attacks.

The call followed a motion moved by the Senate Leader, Victor Ndoma – Egba.

The senators also called on the Federal Government to drag the Zulu King, Goodwill Zwelithini, before the International Criminal Court for his alleged role in the killings.

They     condemned the actions of the South Africans and asked the   Committee on Foreign Affairs to summon the Minister of Foreign Affairs,   Aminu Wali, to brief them on the situation and measures   taken to safeguard the lives of Nigerians .

They also urged the   government to apply pressure on the South African government to bring the perpetrators of “this evil act” to justice.

Like the House, they   demanded full compensation for the victims of the attacks and their families.

After listening to contributions by some members, Senate President David Mark described what is happening in South Africa as totally unacceptable and unexpected.

He said, “My humble suggestion will be that South Africa should not stretch us beyond our elastic limit on this matter.

“There is a limit beyond which the nation will not accept what is happening in South Africa. If we go beyond that limit, then Nigeria will be forced to act otherwise.

“All of you have very clearly enumerated the assistance we gave to South Africa to liberate them when they had their crises.

“Students contributed, we accommodated so many of them; we gave them scholarships. For them to repay us this way, I think it is totally unacceptable and uncalled for; we need to stand up also for all other Africans in South Africa.

“The African parliament must take this up seriously; we cannot have a situation where one king gets up and begins to say that people should go away, that is preaching hatred and is unacceptable.

“I agree with most of you that we have a responsibility to protect our citizens, in fact that is our first responsibility and we must do that without thinking twice.”

Also on Wednesday, the United Nations Secretary-General, Ban Ki-moon,   condemned the   attacks in South Africa.

Ban expressed his condolences to the families of the victims.

In a statement from New York, the United States, the UN boss noted the “actions and statements of the President of South Africa and the government to address the violence.”

He said that he welcomed the public expressions of some South Africans who have been calling for peaceful coexistence and harmony with foreign nationals.

Ban   urged that all efforts be made to avert future attacks, “including any incitement leading thereto, and encourages peaceful solutions.”

Meanwhile,   President   Zuma will on Friday meet with Nigerians and other African   residents in the country.

The meeting is also expected to be attended by nationals of Pakistan and Bangladesh.

A statement on the meeting which was made available to journalists reads, “President Zuma will meet with organisations representing foreign nationals. President   Zuma will on Friday, meet with leaders of organisations representing foreign nationals resident in the country at the Sefako Makgatho Presidential Guest House in Pretoria.

“The President will meet with leaders representing foreign nationals from within Africa and also Pakistan and Bangladesh.

“The meeting is part of building lasting partnerships with stakeholders in the country to ensure that the shameful attacks on foreign nationals do not recur in the country.

“Foreign nationals have for years been successfully integrated into many communities in the country and government thus seeks to gain lessons from these successes.”

Nigerians affected by xenophobic attacks will be compensated - Obanikoro

Nigeria’s Minister of State for Foreign Affairs II, Senator Musiliu Obanikoro, is hopeful that citizens affected by the xenophobic attacks in South Africa will be compensated.

Since the renewed attacks started last week, several Nigerians have lost their businesses and other belongings to fire set by locals on buildings where their businesses were housed.

Senator Obanikoro in an interview with Channels TV, said that Nigerian High Commissioner, Martin Cobham and other delegations were taking stock of damages done to Nigerians to ensure that adequate compensation would be given to them.

“We have situations where some of our people lost their shops in this attack.

“We are taking stock of the damages done to them and we are going to be engaging the South African Government,” senator Obanikoro said.

He stated that the South African government had been exploring different avenues to end the attacks that have claimed several lives in KwaZulu-Natal province.

“One of the major stakeholders who incited the South African community has called for a meeting this morning where some representatives of the affected countries would be addressed.

“Some traditional rulers will be there to see how they can douse the situation and ensure the safety of Nigerians and other nationals in South Africa.

“This is a very shameful situation and it has attracted a lot of international outcry.

“I think the leaders have seen the need to ensure that the xenophobic attacks do not escalate.

“The attitude is now more promising and within the next few days we should be able to put this behind us.

“We are working on how best we can get a lasting solution to the problem,” the Nigerian Minister said.

I"ll not congratulate Wike, it"s a daylight robbery - Amaechi replies Obanikoro

The governor of Rivers State, Rotimi Amaechi, has said that he will never accept the electoral victory of the candidate of the Peoples Democratic Party, PDP, in Rivers state, Nyesom Wike, stressing that the election was a daylight robbery.

He was reacting to the call by the Minister of State II for Foreign Affairs, Senator Musiliu Obanikoro, that Amaechi and All Progressives Congress in Rivers state should concede defeat and congratulate the winner in the interest of the state.

Amaechi took to Twitter to reply Obanikoro.

“Because of the larger interest of Rivers state, I and most Rivers people will not accept that daylight robbery they called elections. The election was a sham, a disgrace, an affront on democracy. Please read the reports of EU and other INEC accredited election observers before you open your mouth to spew rubbish. If your values are so debased and rotten that you saw nothing wrong with the elections in Rivers State, mine is not. Never will.”

APC drags Fayose, Obanikoro to ICC over Ekiti election audio file

The All Progressives Congress has asked the International Criminal Court in The Hague, to investigate President Goodluck Jonathan and eight others as regards an audio file which allegedly captured some Peoples Democratic Party’s leaders giving orders to a military officer on how to rig the June 21, 2014 governorship election in Ekiti State in their favour.

Apart from Jonathan, others named as accused persons in the petition are Minister of State for Foreign Affairs II, Musiliu Obanikoro; Ekiti State governor, Mr. Ayodele Fayose; former governorship candidate of the Peoples Democratic Party in Osun State, Iyiola Omisore; and Chief of Defence Staff, Air Chief Marshal Alex Badeh,

Others are Chief of Army Staff, Lt. Gen. Kenneth Minimah, the Commanding Officer of the Nigerian Army’s 32nd Artillery Brigade Commander, Akure, Ondo State, Brig. Gen. Aliyu Momoh; a member of the Federal House of Representatives, Abdulkareem; and the Minister of Police Affairs, Mr. Jelili Adesiyan.

A copy of the petition dated March 25, 2015, read in part, “Essentially, the recording provides evidence of a clearly articulated strategy to militarise Ekiti and emasculate the opposition parties and their supporters as an approach to rigging the elections in favour of the PDP.

“The meeting was attended by top Federal Government officials including two ministers responsible for the Armed Forces and Police. Senator Musiliu Obanikoro, who was then Minister of State for Defence, and Mr. Jelili Adesiyan, the serving Minister for Police Affairs, were senior government officials, who actively participated in the discussions.”

A copy of the petition sighted by our correspondent on Thursday was said to have been submitted to the office of the ICC prosecutor, Ms. Fatou Bensouda.

It was submitted on behalf of the APC by a United Kingdom-based human rights lawyer, Mr. Olukunle Omojuwa.

An electronic mail containing an attachment of the petition, which was forwarded to our correspondent, showed that the same mail was originally sent to the information desk of the ICC prosecutor on Thursday.

Meanwhile, our correspondent contacted the Public Information Officer of the ICC, Florence Olara, on Thursday to confirm if the court had received the APC’s petition,

Olara, who said she needed to confirm from the concerned department of the court, had yet to revert to our correspondent as she promised as of the time this report was filed at about 6pm (Nigerian time) on Thursday.

The petitioner alleged that the scenario captured in the audio file and the events that followed had elements of torture, deprivation of physical liberty, persecution and murder.

Senate confirms Obanikoro as minister despite resistance by APC

The Senate, amidst tension, on Wednesday concluded the screening and confirmation of eight ministerial nominees including a former Minister of State for Defence, Senator Musiliu Obanikoro, despite stiff resistance by members of the opposition All Progressives Congress.

The upper chamber had at the resumed sitting in the committee of the whole, extended special privilege of, ‘take a bow,’ to Messrs Hauwa Lawan, (Jigawa); Kenneth Kobani (Rivers); and Joel IKenya, (Taraba) while the opposition vehemently resisted the appearance of Obanikoro, a nominee from Lagos state, before the senate.

Senate President, David Mark, frustrated all attempts by Senators Bukola Saraki, Olugbenga Ashafa, Babajide Omoworare, George Akume, Olubunmi Adetunmbi and Ganiyu Solomon, among others, to frustrate Obanikoro’s clearance.

The aggrieved senators cited various constitutional and senate points of order to draw Mark’s attention to the fact that Obanikoro was not eligible to be appointed as a minister because he had been implicated in some very sensitive issues that touched on serious national interest.

They also argued that there were some legal suits hanging on the neck of Obanikoro including an originating summons of a Lagos High Court instituted by a Peoples Democratic Party member, Kemi Lawal, which restrained the Senate against confirming Obanikoro as minister.

Mark ruled all the opposition senators out of order amidst the rowdy session, and insisted that the purported order of perpetual injunction restraining the chamber from confirming the nominee had not been served on him.

Angered by Mark’s insistence that the screening and confirmation of the ministers must continue, all the opposition senators walked out of the chamber and addressed a press conference where they expressed their disappointment in the senate leadership handling of the issue.

Notwithstanding the fact that the senators had left the chamber, the senate president still went ahead by ruling on the overwhelming voice votes of the remaining PDP senators who approved the nomination and confirmation of Obanikoro and the other nominees as ministers.

Other nominees confirmed by the senate having been earlier screened last week included, Senator Patricia Akwashiki (Nasarawa); Prof. Nicholas Akise Ada (Benue); Col. Augustine Akobundu (retd.) (Abia); and Mr. Fidelis Nwankwo (Ebonyi).

Senate in rowdy session over Obanikoro’s screening

1

The Senate had a rowdy executive session for about two hours on Wednesday as a result of attempt by Senate President, David Mark, to convince his colleagues to give Musiliu Obanikoro an easy passage, in accordance to the tradition of the upper chamber in the screening of former senators nominated for appointment as ministers.

Obanikoro Obanikoro

The Senate had over the years adopted the “take a bow” treatment for nominee ex-senators. Obanikoro was a member of the upper federal legislative chamber between 2003 and 2007 on the platform of the Alliance for Democracy. His name is among the eight new ministerial nominees before the Senate for consideration.

Members of the opposition All Progressives Congress in the Senate had, last week, vowed to oppose the confirmation of Obanikoro.

Our correspondent learnt that Mark, shortly before plenary and in a bid to ensure that the tradition of the Senate was not broken, immediately ordered a closed-door executive session to iron out the differences between Obanikoro and the opposition senators before the ministerial screening.

One of the senators from the South-West geo – political zone, who preferred anonymity, told our correspondent that the executive session was rowdy while it lasted.

He said, “The Senate President pleaded with us to respect the tradition of the senate by allowing Obanikoro and two other former senators, who would be appearing before us for screening to just take a bow and leave.

“We told him such gesture would not be extended to Obanikoro because of the two petitions against him that were forwarded to the Senate leadership, which he must address in a question-and-answer session.

“The insistence of the senate president that he would not preside over a chamber where the tradition that predated him would be destroyed led to a rowdy session which lasted for over one-and-a-half hour.”

The senator explained that it took the intervention of the Deputy Senate President, Ike Ekweremadu, to resolve the issue.

According to him, Ekweremadu suggested that the screening and confirmation of Obanikoro should be postponed till a further date pending when the opposition would have a change of mind.

Another senator, a member of the Peoples Democratic Party from the North-Central, who also spoke anonymously, confirmed to our correspondent that the screening of Obanikoro had been postponed till next week due to the issues raised against him.

He said, “The opposition senators stuck to their guns that the nominee must address the allegations levelled against him but the Senate President insisted that he would never allow such things to happen.

“We however resolved to suspend the screening of Obanikoro and three others till next week Tuesday, if the opposition senators would not insist that he must be asked some questions. “

The senator further explained that the leadership of the red chamber resolved to take the former Minister of State alongside three others next week.

However, when the Senate resumed plenary, the senate president did not explain the reason for the closed-door session.

“The senate at the executive session discussed issues of national importance,” he said.

Meanwhile, four nominees- Messrs Patricia Akwashiki (Nasarawa State); Nicholas Ada (Benue State); Augustine Akobundu (Abia State); and Fidelis Nwankwo (Ebonyi State), answered questions from the senators except Akwashiki, who was a senator.

Ada, a professor of education, while responding to questions, said that lack of qualified teachers was responsible for the production of ill-equipped graduates.

He noted that students from “miracle centres” and those who cheat in examinations, and get higher grades usually constitute a great menace to the society as they would do everything to manipulate the system upon graduation.

He said, “So, what we simply do is to try as much as possible that the teachers training programme for the school system is strengthened because what the teacher fails to do, is an irreparable loss and what he does well gives credence to the entire process.

“I would suggest that we go back to the basics. In the time past, we had Grade Two Teachers Training programme; teachers were trained in specific areas. The totality of the teachers was well groomed and he came out as a very refined person.”

On his part, Akobundu, a retired colonel in the army, said the best way to tackle the Boko Haram insurgency was the introduction of the multi-nations military taskforce, made up of soldiers from Benin Republic, Cameroon, Niger, Chad and Nigeria.

“The solution is making sure that we maintain the coalition with our coalition partners to make sure that we rid our nation and their own countries the menace of Boko Haram.

“At the same time, we talk about fighting terrorism through carrot-and-stick. What is going on is the stick. And concurrently, I believe that the Federal Government through the statutory agencies are doing everything to make sure that these Nigerians who have been displaces are given sense of belonging.”

The screening of Obanikoro (Lagos); Hauwa Lawan (Jigawa); Kenneth Kobani (Rivers) and Joel Ikenya (Taraba) has been shifted to Tuesday next week.

Buhari wants Obanikoro banned from public office, Adesiyan sacked as minister

The All Progressives Congress, APC, has called for the banning of former Minister of state for Defence, Musliu Obanikoro, from holding any public office over his role in the rigging of the governorship election in Ekiti state on June 21, 2014.

`Fayose, Omisore, Obanikoro Fayose, Omisore, Obanikoro

Mr. Obanikoro’s name was Tuesday sent to the Senate for confirmation as minister, by President Goodluck Jonathan.

The APC asked the Senate not to confirm Mr. Obanikoro.

APC also asked Nigeria’s armed forces to immediately begin investigating Aliyu Momoh, a Major General for his role in the alleged rigging of the election in Ekiti and repeating same in Osun and ensure that immediate and necessary disciplinary action are taken against all individuals that were involved in what it said was subversion of democracy.

An audio recording recently emerged of an intelligence officer in the Nigerian Army, Captain Sagir Koli, giving details of how General Momoh was used by Mr. Obanikoro, Ayo Fayose and others to rig the election.

Also now in the public domain is a recording of a secret meeting convened by top Peoples Democratic Party’s politicians to strategise on how to rig the Ekiti election.

Rising from its first joint leadership meeting at the Shehu Yar’Adua Centre Abuja, the APC also asked the Federal government to immediately relieve the Minister of Police Affairs, Jelili Adesiyan of his appointment.

The oppsosition party also asked the Nigerian government to ensure that the armed forces are kept out of partisan politics in line with a recent judgment by a court in Sokoto and its affirmation by the Court of Appeal on Monday.

Part of the outcome of the joint leadership meeting was that the rescheduled election dates of the March 28 and April 11 must remain sacrosanct.

The party said it would not tolerate any further shift.

The party added that “the use of the card reader for the 28th of March and 11th of April is non-negotiable, as contrary to the misinformation being disseminated the use of card reader is not synonymous with electronic voting”.

Speaking earlier, the party’s presidential candidate and former Head of State, Muhammadu Buhari, urged members of the party not to “relax” after the completion of its campaign rallies nationwide.

Mr. Buhari said APC should not lose focus due to the extension.

“Our patience and resilience will be tested in the days ahead. We must pass this test. In a time like this, which in football analogy can be referred to as extra time, we must avoid making costly mistakes,” Mr. Buhari said.

The APC presidential candidate said the party must use the next six weeks “to re-charge and re-focus on our goal”.

He said the goal of the APC remains to win the elections now slated for March 28 and April 11 with a convincing majority.

“We should aim to achieve a victory that will be beyond dispute and proceed to form the next government and start work on the task of rebuilding our beloved country.

“Our eyes must be on the objective to build a great society that works for all of us. A country where every child has an equal opportunity to get an education, where every young Nigerian who needs a job can find one. Where the sick are looked after and senior citizens are provided for. A country which gives value to human life, where the welfare and security of all is a national priority and corruption is defeated,” he said.

Speaking on the Ekiti rigging debacle, Mr. Buhari expressed surprise at the silence from the government over the matter.

“Up till now, there has been no official denial of this most unfortunate event. It makes me wonder, in the circumstances that led to shifting of the date of the Federal Elections, whether the security services are even now being prepared to play similar roles in the March 28th and April 11th elections.

Mr. Buhari said security services have serious constitutional responsibilities to the people of the nation adding that their importance to the health of the country cannot be underestimated.

He urged the leadership of the security services to keep the institutions out of partisan politics.

“I personally and, am sure, all Nigerians, have tremendous respect for our security services. I therefore urge strongly that they stick to, and concentrate on, their constitutional duties, otherwise they stand the risk of becoming part of our already complicated national situation,” he said.

He also thanked members of the party who took time to participate in his campaign rallies across the country.

He particularly thanked those “who have been made mind boggling offers by our opponents in a bid to break our ranks and curtail our momentum in the march to change Nigeria for good, yet you have chosen to be on the side of a cause that is just”.

He appealed to the party leaders and faithful not to rest thinking that all is won.

“Six weeks is a long time and we do not know the plans of the other side but with our strong resolve, we will prevail.

“Therefore let us keep our eyes on the ball. Let us work as we have never done before, and let us watch and help each other. The days and weeks ahead will be tough.

“Our resolve will be tested and all kinds of evil tricks will be on display. But do not despair. The goal is in sight. Change is coming. The people of Nigeria will prevail. God has destined Nigeria to be a great country. We shall overcome and Change shall be achieved,” Mr. Buhari said.

Executive rigging: Audio recording shows how Obanikoro, Fayose, Omisore rigged Ekiti Election

By Ehi Ekhator, Naija Center News.

An audio has suddenly surfaced on the internet providing evidence that the Peoples Democratic Party leaders planned and rigged the last election that made the President Governor of Ekiti State, Ayo Fayose as the winner.

The audio recording was released by Sagir Koli, a captain in the 32nd Artillery Brigade stationed in Ekiti State, who fled the country over fear of being attacked after releasing the video..

The captain recorded the audio on 20th June, 2014 when he was asked to accompany his Commanding Officer, Brigadier General Aliyu Momoh, to the meeting at Spotless Hotel in Ado-Ekiti

Plans to Rig Elections in Favor of PDP

The eyewitness testimony and sworn affidavit by Capt. Koli corroborates the audio recordings of the PDP officials’ plans to manipulate the Ekiti elections. The plotters devised several plans intended to bring about an unlawful victory for PDP candidates in Ekiti State races, including the forging of INEC ballots, the use of the military to facilitate access for PDP operatives and supporters, the creation of a list of APC members to be arrested, and the deployment of a Special Team of military personnel to prevent APC voters from reaching the polls.

The PDP officials told General Momoh that those soldiers on election duty “must work hand-in-hand with the PDP agents” and ordered the arrest of selected APC stalwarts as that could “greatly assist the party during the election including DG campaign organization for Dr. Fayemi, Mr. Bimbo Daramola,” Capt. Koli said in his affidavit.

General Momoh, confronted with criticism by the group, defended himself by saying that “we have done a lot of [APC] arrests.”  It would be recalled that there were arrests of APC members in Ekiti during the period.  It would also be recalled that many members of the security offices paraded around Ekiti in disguise.

The PDP collaborators also demanded that the military block APC members’ access to the electorate and that moles should “be careful because the consequence will be severe.”

Soldiers were instructed set up roadblocks leading to the polling stations and prevent APC supporters’ access.  Additionally, vehicles and individuals with a special sticker labeled “National Security Task” were allowed movement anywhere, and were only distributed to PDP agents.

General Momoh informed the group that there were “about 6 special teams. I have one strike force. I have almost forty soldiers after deployment,” evidently an organized system being used to manipulate voter turnout.

Capt. Koli’s statement explained that based on these strategies, “they succeeded in rigging the Ekiti State election with victory in all the 16 Local Governing Authorities (LGAs). These really inspired them and they were with the euphoria that same would happen in Osun State.”

Indeed, leading into the Osun State elections the Brigadier General posted there was told to take a three-week leave during the elections.  His position was temporarily filled by General Momoh, who then repeated the same fraudulent tactics in Osun.

Just as the APC are complaining of the rigging of the PDPs, a video had earlier surfaced on the Internet showing how Governor Rauf Aregbesola used some political thugs to rig the election.

The video shows some boys in Eru Ibo thumb printing all round for APC governorship candidate.

Nigeria election has never been free and fair as wildly speculated. Both parties involved are usually after winning by using the gullible Nigerians to carry out t heir act.

Those complaining of rigged election are usually those who could not deliver to their boss who hired them to rig the election.

Below is the audio of Osun election.

Northern Leaders Failure To Invest In Education Responsible For Boko Haram, Says Obanikoro

1

The immediate past Minister of State for Defence, Senator Musiliu Obanikoro, has said northern leaders should take the blame for the emergence of the Boko Haram insurgency in the country.

Obanikoro made this known at the inauguration of a civic centre built by a member of the House of Representatives, Abiodun Akinlade, at the Federal Polytechnic, Ilaro, Yewa South Local Government Area of Ogun State.

According to the former minister, the northern leaders over the years failed to invest in the future of the youth through qualitative education.

Obanikoro said, “We have Boko Haram today because the leaders of that section of the country did not invest in their education.

“President Goodluck Jonathan is already addressing this by constructing 123 almajiri schools in four years”.

He said there was relative peace in the South-West because the late sage and the former Premier of the Western Region, Chief Obafemi Awolowo, invested in the education of his people.

While he commended the lawmaker for donating an Information and Communication Technology centre to the polytechnic in the past, Obanikoro noted that it was only knowledge that could liberate the people in any society.

In his remarks, Akinlade said he was committed to the development of his constituency, stressing that the civic centre cost N80m.

“The project started four years ago and cost N80m. Nothing is too much to give in uplifting my people, having earlier built and equipped an ICT centre in the institution, and other locations in my constituency”, he added.

The Rector, Olusegun Aluko, thanked Akinlade for the gesture, saying the management would ensure that the facility would be put to judicious use.

Jonathan To Reappoint Obanikoro Minister For Conceding Defeat In Lagos PDP Governoship Race

A former junior defence minister, Musiliu Obanikoro, will be heading back to Abuja as a top cabinet member as part of a deal personally brokered by President Goodluck Jonathan, for Mr. Obanikoro

Obanikoro Obanikoro

to discontinue his legal challenge of the Peoples Democratic Party, PDP, governorship primary result for Lagos State, PREMIUM TIMES can confirm.

Mr. Obanikoro was one of the biggest casualties of the PDP gubernatorial primaries, after resigning his ministerial position to vie for the party’s ticket in Lagos for the 2015 election.

He lost to Jimi Agbaje, a relatively less known candidate, who had the backing of the party’s most powerful leaders in Lagos.

Alongside Mr. Obanikoro, former ministers Emeka Wogu, Labaran Maku, Onyebuchi Chukwu, and Samuel Ortom, also lost their bids after leaving their posts to contest in their respective states.

Mr. Obanikoro rejected the Lagos results and filed a legal challenge against the declaration of Mr. Agbaje as winner, kicking off a row that has the potential to ruin any chances the party may have in snatching Lagos from All Progressives Congress, APC in 2015.

The logjam has finally been resolved amicably with the former minister accepting to withdraw his court case, at the same time fully support Mr. Agbaje as the PDP candidate, presidency sources have confirmed to PREMIUM TIMES.

On Friday morning, a relaxed and visibly pleased Mr. Obanikoro appeared on Channels Television programme, Sunrise, to explain why he agreed to drop his court case challenging the result.

Mr. Obanikoro said he acted in the interest of the party, and reflected on how the party needs a united front to defeat the APC and win Lagos after 15 years.

“But as I’ve said to you, we want to win Lagos. And the only way we can win Lagos is if we are united and people see us as being responsible and ready to provide leadership. For 16 years we’ve had a running battle between Lagos and the federal government,” Mr. Obanikoro said. “We want a government in Lagos that will engage the federal government constructively for the good of Lagosians.”

He denied agreeing to give up his legal challenge in return for a ministerial appointment, although he quickly added that he would be ready to serve if called upon to do so.

“Any time that you are called to come and serve the public, I think it makes sense to accept and do just that. I’m in politics, for goodness sake, for the good of our people, and if an opportunity presents itself for me to come and manage the affairs of men and women, why will I turn it down?” he asked.

PREMIUM TIMES can confirm that despite his denial, Mr. Obanikoro was given assurances from the highest office in the country that his personal interests would be well taken care of if he dropped his challenge.

A source within the presidency, well aware of the negotiations leading to Mr Obanikoro’s decision to back off, said the former subordinate minister was assured by the president that he would be appointed a senior minister in January when the Senate reconvenes.

“He reached a deal to be made a full minister in January and to continue holding his position if President Goodluck Jonathan gets re-elected in February,” our source said.

Our source also said that Mr. Obanikoro was promised a prominent role in the president’s re-election campaign effort in the South West, especially in Lagos.

“We don’t know what that role would be at the moment, but it is definitely not that of actively leading the campaign in the South West since he would have been appointed a minister then but he would definitely play a key role in the President Jonathan’s campaign,” the source added.

Part of the terms reached with Mr. Obanikoro was for him to have a say in who becomes Mr. Agbaje’s running mate, as well as the right to choose some of the commissioners in Mr. Agbaje cabinet should he emerge winner of the Lagos gubernatorial election.

Our source explained that the deal literally elevated Mr. Obanikoro from being a mere candidate to a power broker in Lagos and to some extent, southwest PDP.

“As you can see, he has come out of the deal looking stronger and Bode George and (Adeseye) Ogunlewe are the losers here after all,” the source said.

Bode George, a chieftain of the party, and Adeseye Ogunlewe, a former Minister of Works, are believed to be the power brokers behind the emergence of Mr. Agbaje as the PDP gubernatorial candidate in Lagos. However, they were not at the meetings where the deal was concretised, the source said.

During the Sunrise interview, Mr. Obanikoro allayed concerns that the absence of both men may jeopardise the deal in the future saying both men eventually got what they wanted and there was no reason why they should not accept the decision of the party.

“I believe Chief Bode George is on holiday somewhere outside Nigeria and I believe that if you look at the convergence there, you will see that all stakeholders particularly the aspirants who were aggrieved… Jimi Agbaje represents Ogunlewe and Bode George’s interest as far as I’m concerned and that is what that is all about and we have all now come together to embrace Jimi Agbaje,” he said.

When asked if the absence of Messrs George and Ogunlewe during the negotiation isn’t a sign of trouble, our source said the deal was initiated by the president himself and that there is no way both men, regardless of their influence would dare to overrule the president.

“The president is the national leader of the party and no one would want to scuttle a deal he personally brokered.”

Obanikoro drags PDP to court over Lagos gov. primary

By Dapo Akinrefon

Erstwhile ‎Minister of State for Defence, Senator Musiliu Obanikoro, yesterday dragged the Peoples Democratic Party (PDP) before a Federal High court in Abuja over the controversial conduct of the Lagos State governorship primary which saw Mr. Jimi Agbaje emerge as the winner.

PDP PDP

Obanikoro said the move had become imperative as the PDP had failed to act on his petition in which he complained about the anomalies of the primary.

Obanikoro said this yesterday at a press conference held at campaign office in Lagos.

‎The former minister said he could not comprehend how the number of accredited delegates (806) could exceed the number of votes (863).

According to him, the 48 hours timeline stipulated by the PDP Electoral Guideline to address the appeal had elapsed without a response from the party.

He said in the light of the development, only the Independent National Electoral Commission (INEC) and a court could compel the party to conduct a fresh primary.

His words: “We must stand by the truth and the truth is that the election of Monday must be cancelled and repeated. We turned in our petition on Tuesday thinking that yesterday (Thursday) the party would reply according to its guidelines but they have not responded as we speak.”

Continuing, Obanikoro said “when I noticed that they did not respond, we went to a Federal High court and sued the party.

I stand for a greater Lagos and anything that will derail that journey will be fought with every drop of our blood.”

He, however, took a swipe at Chief Bode George and Senator Adeseye Ogunlewe,  who he accused of manipulating the process to favour Jimi Agbaje.

Said he “Chief Olabode George thinks that he could just bark and people like us would sit down but I think by now, he would have got the message and we will stand shoulder to shoulder. This is not about age because if you want to be respected,  you must respect yourself.”

Speaking further, he said “we told him at the beginning that if he wants to be the unifier and the umpire, you have to be above board but him and Ogunlewe did not do that, they became the director general and deputy director general of Agbaje campaign organisation. Bode George turned his office in Lugard to Agbaje’s campaign secretariat.”

Cancel Lagos PDP governorship primaries – Obanikoro

Says exercise is a sham

By Dapo Akinrefon

A governorship aspirant of the People’s Democratic Party (PDP) Senator Musiliu Obanikoro has called for the cancellation of the Lagos State governorship primaries calling it a sham.

Obanikoro Obanikoro

At the governorship primaries which was held at Yard 158, Oregun Road, Lagos, Jimi Agbaje polled 432 votes to defeat Obanikoro who scored 343 votes, while Adedeji Doherty and Babatunde Olalere Gbadamosi polled 21 votes respectively.

Addressing newsmen at his GRA office shortly after the primaries, Obanikoro said “There is no election results and the elections should be cancelled. The process is completely tainted and going forward with that, will lead to an outcome that will not be beneficial to the party.”

Asked to comment on the outcome of the exercise that threw up Mr Jimi Agbaje, he said “my immediate reaction is t’hat the election was a sham. I still cannot comprehend how accredited delegates of 806, will turn out to be 868. To be honest with you, you can tell that it was a predetermined exercise. People like us are not in this democracy for the sake of it, we are in it to ensure that the right things are done so that the country can be on the right path. We intend to fight this, there is an opportunity for an appeal and we will appeal and we hope the party will do the right thing.”

Accusing Chief Bode George of being responsible for the alleged confusion within the Lagos PDP, he said “Bode George has been the problem as far as this party is concerned and there is no doubt in my mind that he supervised this electoral malpractice. How do you expect the panel chairman arriving Lagos at 10 am on Monday and not starting the election until 5pm in the evening. You can judge by some of the pronouncements made by Bode George, Ogunlewe and a host of others. One of the reasons why this party has failed is because it is being led by the likes of Bode George and Ogunlewe.”

The former Minister of State for Defence, who vowed not to rest until justice is served said “We submitted ourselves to a process that we felt will be free and fair but unfortunately, they decided to play religious politics, manipulation of electoral process particularly on Election Day. This to me is unacceptable, we will contest it in every sense of it and until the needed necessary corrections are made, we will not rest.”

Fashola is attacking me for exposing his cosmetic achievements – Obanikoro

Minister of State for Defence, Mr. Musiliu Obanikoro, in this interview with ’NONYE BEN-NWANKWO addresses his roles in Ondo State by-election and brushes with Lagos State government

How would you react to allegations in some quarters that you were made a minister because the PDP wants to capture Lagos State in the 2015 general elections?

Minister of State for Defence, Musiliu Obanikoro

To begin with, every state in Nigeria is obliged to produce a minister in the Federal Cabinet. It just so happens that I represent Lagos State at this time in the cabinet. If one goes by the pedestrian logic of this question, then it would be safe to say that every state in Nigeria is a potential slot for “capturing” as you put it, since every state is represented in the Federal Executive Council. However, to answer your question, being a minister does not confer any advantage on me politically with regard to the politics of Lagos State. In fact, it distances me from the day-to-day politics of Lagos State since as a federal minister, my attention is more devoted to national issues. Personally, I see my call to be a minister as a call to serve the nation and all Nigerians regardless of their political affiliations. Having said that, as a leading member of PDP in Lagos, I have a stake in what goes on in Lagos. At the same time, I am mindful that I also have a higher calling as a minister of the Federal Republic of Nigeria. For that reason, I cannot and will never bring the office into disrepute.

The word you used in your question,“capture,” is a democratic misnomer and a relic of Nigeria’s military era. When my son won the local government election in Ikoyi, there was no talk of “capture” and I was not a minister at the time. I am, as every one will attest to, a grassroots mobiliser from my days as a local government chairman. My detractors are just worried that a tested grassroots politician is now a minister representing Lagos State. I’m sure you can understand why the APC leadership is panicking, especially as the people of Lagos are now wise to their tricks. Lagosians have come to regard the “Abracadabra” cosmetic achievements for what they truly are and are ready to make the APC pay for them at the polls in 2015. Consequently, they are looking for a scapegoat to blame for their impending electoral loss, hence the attacks on me.

In your capacity as Minister of State for Defence, would you say your ministry has done enough to protect Nigerians?

The protection and security of Nigerians is a multi-institutional, multi discipline and multi-agency task that involves practically every aspect of our national life. The Ministry of Defence is working in tandem with a wide variety of institutions, many of which are not under the ministry’s purview or control. Without playing the blame game, one such institution is the media. I would respectfully ask, “have the media been as proactive as they can or should be in helping create the requisite atmosphere for the military and civil population to confront the security challenges bedeviling us as a nation? Please understand that I am not indicting the media, my point is that we all as government, institutions, groups, and individuals can do more in the fight against the agents of terror and intolerance. The old adage that “a chain is only as strong as its weakest link,” is appropriate in this regard.

So who then should be responsible for Boko Haram’s infiltration of Abuja recently?

The very nature of an insurgency presupposes that from time to time, they may succeed in hitting soft targets. We all need to understand that terrorists are motivated by an extreme form of prejudice that propels them to undertake the most dastardly and catastrophic suicide missions in pursuit of their evil agenda. I make bold to say that if our military and security apparatus had not been vigilant, there is no telling how many more times these terrorists would have struck, not just in Abuja but other major cities in the country. Have we forgotten that as a result of the vigilance of our security agents, a terror plot was aborted in Lagos when a Boko Haram member was apprehended in Ijora Badia area of Apapa in Lagos? The point I am making is that many more terror plots are being aborted daily by our security agents. Informing the public about every single one of them will amount to playing into the hands of the terrorists who want to spread fear among the populace and disrupt the natural flow of our lives. I honestly believe our security forces deserve a lot of kudos.

The Nyanya bombing took place a few days after the government declared that Boko Haram had been contained to the border areas. Was that just a mere political posturing then?

The Federal Government cannot afford to be engaged in posturing at a time like this. Yes, it is true that Boko Haram has for the most part been contained to the border areas of Niger, Chad and Cameroon. The sad fact however is that the insurgents have sympathisers among the larger society, who will from time to time show solidarity with the insurgents by staging dastardly attacks on soft targets in locations far away from their borders. The Nyanya bombing can be said to be one of such cowardly attacks. However, the days of such collaborators can be over with the full cooperation of everyone. The media, which have done well so far, can become even more proactive in emboldening the citizenry to blow the whistle on suspicious elements in our midst.

Reports have it that you led some soldiers to intimidate voters during the by-election in Ondo State. You claim you were not in Ondo State during the elections. However, the Ondo State Resident Electoral Commissioner has been quoted as saying that your hands are not clean in the matter. What is your reaction?

I believe my office has cleared the air on this issue in a statement that was recently published. However, let me once again address it, hopefully for the last time. I attended the last PDP rally for the by-election on the Thursday before the election held on a Saturday. By 7am on Friday, I was already out of Ondo State en route to Ile-Ife where I had a scheduled meeting with the Ooni, from where I then travelled to Ibadan to attend the funeral ceremonies of Madam Akintola, the mother of Chief Niyi Akintola (SAN). With me at the funeral were Governors Babatunde Fashola and Abiola Ajimobi. They are my witnesses. From Ibadan, I proceeded to my house in Lagos and on Saturday, the day of the election in Ondo State, I was holding a meeting with PDP stalwarts at the PDP secretariat in Ikeja. Except I possess supernatural powers, there is no way I could have been conducting a meeting in Lagos on that Saturday and as it has been alleged, be hundreds of miles away in Ondo State rigging an election.

You need to understand that the APC has a vested interest in demonising me so that it can explain away its impending electoral losses in Ekiti and Osun states. Obanikoro has become the anointed fall guy in an orchestrated campaign by the most powerful propaganda machine in Nigeria controlled by the APC.

Governor Fashola accused you of stopping work at the llubirin site, why did you do this?

On a good day, Babatunde Fashola is supposed to be an officer in the temple of justice, where truth is sacrosanct. However, in a season of political maneuvering, even senior advocates have been known to stretch the truth. Proof that Governor Fashola was being economical with the truth is the fact that as we speak, work is continuing at the llubirin site and hundreds of thousands of Lagosians who ply that route daily can bear me out. My take is that Fashola got caught up in the moment in the presence of the APC rented crowd he was addressing on the day he made that unfortunate statement. Unlike Fashola, I started my political career from the grassroots while his first introduction to politics was as Chief of Staff to his political mentor. So, I can understand why he feels intimidated by my political pedigree. Now, to answer your question, llubirin is an integral part of my most cherished local government, where I served as chairman. It is across the road from where I grew up. If at my level I cannot inspect a site that I suspect could adversely affect the ecological balance of my beloved neighbourhood, then something must be wrong. I simply visited the site to ascertain my fears about the viability of the project before making a formal pronouncement. Governor Fashola and his paymasters are simply crying wolf.

How true is it that your ambition to run for Governor of Lagos has informed your habit of opposing every project initiated by the present state administration?

My passion for Lagos goes beyond the realm of partisan politics. As I always say, I am a Lagosian. My father is a descendant of an illustrious aboriginal Lagos family, while my mother’s family migrated from Ogun State to Lagos Island many years ago. In fact, my mother and all her siblings were born in Lagos many decades ago. So, my passion for Lagos is total. In my opinion, the Fashola administration has redefined the word democracy to mean “Government of the rich by the rich at the expense of the poor.” That is why their biggest legacies attract hefty tolls and fees to be enjoyed. Healthcare in Lagos has been privatised beyond the reach of the poor. Even mortuary services are delivered at a prohibitive cost. So, in Lagos of today, people cannot live a decent life and when they die, their families can’t even afford a decent burial. Fashola and his cronies have imposed tolls on roads. There is no accountability for the record breaking internally-generated revenue received by the administration.

So, whether or not I nurse any political ambition, I will not stop pointing out the deviousness of the cosmetic achievements of the Fashola administration. That’s why the governor is attacking me. At present, I am a serving Minister of the Federal Republic of Nigeria and my focus is on my national assignment. However, I will from time to time comment on issues related to Lagos State.

What is your reaction to the announcement by the Director of Defence Information that the abducted Chibok girls had been rescued when in fact that was not the case.

You must understand that the flow of information in times of crises can be quite dynamic. More often than not, lines get crossed and mischievous elements wreck havoc by way of disinformation. I can only say that, at the time the Director of Defence Information made that statement, he believed it to be true based on the information made available to him. I can assure you that efforts are underway to get to the bottom of the matter. Those involved in this particular instance of disinformation will be fished out. I am appealing to the media to continue to support our efforts to secure our nation and rescue these poor girls.

The military is poised for a mass recruitment exercise. What assurances are you giving us that the immigration recruitment fiasco will not be repeated and that insurgent elements will not take advantage of the exercise to infiltrate the Nigerian military?

Once again, let me register my heartfelt sympathies to the victims of that most unfortunate incident. The lessons from that incident can never be lost on us at the Ministry of Defence. In your question, you expressed a very real fear about insurgent infiltration of the military. All I can say is that comprehensive measures to forestall that eventuality have been put in place and I can boldly say that insurgents will not find their way into the Nigerian military through this recruitment exercise or any other one for that matter.

Government has said it is actively seeking the support of neighbouring countries in checking the cross-border activities of insurgents. How much co-operation are you getting from them?

Every effort is being made to get all our sister nations under the security umbrella that is required to checkmate the terrorists. It will be foolhardy for anyone not to help put out the fire on a neighbour’s roof that has the capacity of spreading to his own roof. My honest assessment of the situation is that our neighbours are beginning to realise that collaboration is the only viable option if we must stop the spread of terrorism.

Back to the politics of Lagos, a lot of people are of the opinion that the Fashola administration in Lagos has done well. What is your honest and unbiased opinion of his performance, politics aside?

You are asking a politician to put politics aside. Okay let me be as unbiased as I can be, when Babatunde Fashola won the 2007 elections in Lagos, it is on record that I congratulated him and wished him well. In my opinion, he started well but along the line, he capitulated to the greed of his godfather. Instead of pursuing a populist agenda, he gave in to the insatiable thirst for money of many of his political cronies and began franchising government services to them. That is why medical diagnostic services in Lagos State are the most expensive in West Africa, if not the whole of Africa. That is also why road infrastructure has become a money-spinner for the political elite in the APC. Even the strategic assignment of tax collection has been farmed out to his political acolytes. Let’s face it, we need to critically review the last seven years of the Fashola administration vis-à-vis the huge revenues generated by the state and receipts from the federal purse. Can we honestly say that in a state with the financial resources of Lagos, it is okay to still have schools without chairs and for pupils to be seated on the bare floor? Many public schools in Lagos don’t have toilets or any teaching aid whatsoever. Many communities have no primary health care centres servicing them. Can Fashola enrol his own children in any public school or check himself into any public hospital in Lagos? The truth is that this administration has sold out Lagos and Lagosians to a powerful clique that controls the most powerful and effective propaganda machine in Nigeria. I can assure you however that Lagosians have started seeing beyond the media hype. Their days of hoodwinking the people are over for good.

Is there any truth in the rumour that you chose to serve as ambassador to Ghana so as to be close to Lagos where you could continue to play politics?

You flatter me by the insinuation that I have the power to dictate to the President of Nigeria where I wanted to be posted as High Commissioner. The fact is that President Yar’ Adua posted me to serve in Ghana by himself. If you don’t know, Ghana is perhaps Nigeria’s most important and closest ally in Africa, if not in the world. Ghana is to Nigeria what Britain is to the US in terms of our special relationship. To be named High Commissioner to Ghana in my opinion is a big privilege, given Ghana’s strategic importance to Nigeria. So, the answer to your question is simply no. I was not posted to Ghana to be able to play politics in Lagos.

Your son contested a local government election. Can we conclude that you are grooming your children to form a political dynasty?

You failed to add that my son Jide won that election and was rigged out by a bogus verdict of an election tribunal set up by the defeated government in that election. However, that is beside the point. My children are aware of their heritage as descendants of Ajayi Bembe, the illustrious Obanikoro of Lagos. Their antecedent places a burden of care and passion for Lagos on them, just as it places the same burden on me. I don’t need to encourage them to join politics or to desire to serve Lagos State or Nigeria for that matter. It is their birthright and duty to be so inclined. When you talk about establishing a political dynasty, you must acknowledge that while man can propose, God can also dispose. So, whether or not we become a dynasty is not in my hand. Power belongs to God Almighty.

Finally, how true is it that your annual salary as minister is only N2m as you said in an interview on a television programme?

You mean you can refer to N2m in Nigeria today as only? Let me clarify the issue. When I allegedly made that statement, I was making a point that the so-called low income housing to be built on the ecologically fragile Ilubirin site cannot be said to be for low income earners. I was simply drawing a parallel that a person earning N2m in Nigeria can not be categorised as a low income earner and that person in all honesty cannot afford to purchase a flat sold at N16m, which is the cost of the flats being built at llubirin. The deceitfulness of the APC government in Lagos is simply too much.

Fashola is attacking me for exposing his cosmetic achievements – Obanikoro
