Plan To Expel Edo South APC Chairman Exposed!

The plan by Comrade Adams Oshiomhole to illegally remove the Edo South APC Chairman, Barr. Gentleman Amegor has been exposed.

The Governor has given a huge sum of money to the State Chairman, Barr, Anselm Ojezua to entice other members of the State Executive Council to pass a Vote of No Confidence on him (Barr. Amegor) which will give room for his final removal as Edo South Chairman of APC.


This is the second plan employed by the Strategist of the Governor to remove him, haven failed in their formal evil plot. The only sin of Mr. Gentleman Amegor is that he is supporting the Deputy Governor in the next APC primary as against the Governor’s choice Godwin Obaseki.


Out of the five State Executive the Governor approached to do this illicit Job by the State Chairman ANSELM Ojezua, some of them rejected the offer and has come out to expose this clandestine plot to the other members who then vowed to resist the plot at the meeting of the State Exco tomorrow 31/03/16 in Benin City, because they perceive it may get to their turn tomorrow.


This is another desperate move by the the Governor to silent anybody that seems to be a threat on his plan to impose Godwin Obaseki on the party. It is unfortunate, selfish, evil, undemocratic, condemnable and must be rejected members of the party.


It’s regrettable that the APC Edo State chapter led by ANSELM OJEZUA has continued to fan the embers of discord within the party rather than develop cohesive measures to unite the party ahead of September 10, gubernatorial election in the State.


We also have it on good authority that a prominent PDP gubernatorial aspirant has been going round and pleading with his left over friends in the APC to make sure Godwin Obaseki emerges as APC candidate in order to make winning the election easier for him/PDP as he is not ready to face Rt. Hon. Dr. Pius Odubu in the Election.


If the Truth be told APC is on trial in Edo State. APC should put his house in order now!

How we uncovered fraud in pensions payment - Oshiomhole

 


Governor Adams Oshiomhole of Edo State has revealed how the state government uncovered fraud in pension administration in the state, saying while some pensioners were unable to get their gratuities, others had two vouchers in their names.

He has therefore ordered the scrapping of the State Pensions Board and that a Bureau will be created to oversee the payment of pensions just as he announced that the Government will immediately key into Contributory Pensions Scheme as a way to stem the incidences of fraud in pension payment.


The Governor has however assured that within two weeks, Local Government pensioners will get paid as steps have been taken to ensure that henceforth, regardless of the amount of money accruing to Local Governments, they make provisions for the payment of local government pensioners.


Oshiomhole who has already sent the State Head of Service, Mr Jerry Obazele and Permanent Secretary, Information and Communications Technology Agency, Mr Dan Aigbavboa  on retirement and directed members of the State Pensions Board to report to the State Civil Service Commission for proper investigation and disciplinary action in accordance with the Civil Service Rules said: “Government is aware that quite a number of our senior citizens, particularly the ones who were in the employment of the Local Governments, covered by the Local Government Pensions Board, for some reasons have not received their pension for a couple of months.


“I need to make the point clear, because when I see their comments, it seems to state that the state government is responsible for the payment of their pensions.


“It is true that state government has some level of responsibility to supervise and watch over the conduct of local governments. However, the local governments remain the 3rd tier of government and their roles and responsibilities are fully spelt out in the Constitution.


“Since I assumed office, Edo State Government under my stewardship has never and will never interfere with the funds of local governments.


“However, following the recent sharp drop in the revenue accruing to the local governments from the federation account, many of our local governments found out that after providing for payment of teachers salary, which we consider first line charge, what they have left was hardly enough to meet their salary obligations.

“In the process, some of them are accumulating salary arrears. Of course, they also were not able to meet their pension obligations and as a result, the pensioners under the Local Government Pension Board for several months have not received their pensions.


“We have addressed this issue exhaustively and the Commissioner of Local Government has been directed to liaise with the Accountant-General of the State to ensure that henceforth, regardless of the amount of money accruing to Local Government, they must make provision for the payment of local government pensioners’ money. We must show respect to our senior citizens.


“So, over the next one or two weeks, I have had a conversation with the Local Government Chairmen, and we have agreed that we will cause the ICT to assist them to clean up the Pensioners’ list to ensure that only genuine pensioners are paid. I am convinced that this intervention will ensure that never again will our pensioners find that they are not able to receive their pensions.


“So, I want to appeal to our pensioners to appreciate that no one derives any comfort in watching our pensioners, months on end without receiving pension. As a former President of the Nigerian Labour Congress, I believe the pensioner deserve his wage and Edo State Government will never do anything that will bring hardship to our senior citizens.


“For those who are in the employment of Edo State Government, I also recognize that we have had huge problems, particularly with the payment of gratuity. As I am sure, people will recall, by the time I assumed office in November, 2008, we had people who had been dismissed in thousands by the previous PDP government that laid off thousands of workers including all the Permanent Secretaries in 1999 and even some that were laid off during military administration of Baba Nyam.


“So, by the time I assumed office on November 12, 2008, some of our senior citizens who had retired from Edo State Civil Service for over a period of 10 years, 11 years, 12 years and some even 13 years had not received their pensions.


“But like I have often said, my attitude has been that the responsibility of Government is to find solution, not to lament what has gone wrong and accordingly, we have put in place, a policy that enables us on a monthly basis to make provisions to liquidate these accumulated pension gratuities so that these pensioners can enjoy their gratuity here on earth.


“We have made some progress in this regard and the result is that we have paid off gratuities of pensioners who have turned up, up to 2010. I am concerned about the plight of pensioners and I am determined to do something about it.


 


How fraud was uncovered


 


“I encouraged the Head of Service to give me a clear view concerning what our liabilities are  in regards to accumulated pension gratuities. I was given some numbers and my task is to find the resources to provide for these numbers.


“However, in the course of trying to establish the details of what makes up these numbers, the names of the pensioners, their date of appointment, date of retirement, their salary at the point of retirement, the number of years of service which taken together are the basis for computation of gratuity, I discovered a huge gap between what the Head of Service had told me we owe and what they now generate for us to pay.


“Following some interrogations, the Pensions Board along with some officers in the Information and Communication Technology Agency had generated three versions of what our pension liabilities are. The result is that I had difficulty as to which of these versions to believe. My intention therefore to ensure that at least, a substantial number of people who were waiting for their gratuities got paid before my 7th year anniversary was dashed because the data which we need to effect payment had been compromised.


“Consequently, we have had to invite some seasoned external auditors to prepare afresh, look at the pension documents papers and prepare a fresh voucher to enable us address this issue of accumulated gratuity benefits.


“Their intervention has been quite revealing. It shows that the Pension Board has been riddled with fraud. Cases have now been established in which one person has two vouchers, same date of birth, same first name, same surname, everything the same and two original vouchers for one pensioner. We have also discovered cases of people who ought to have been paid their gratuities in full in one slot, many have been paid on installment basis in a manner that lend itself to fraud and manipulations.


“The implication of all of these is that we have had to go afresh to construct a more reliable data to enable us deal with this corruption.


 


Edo keys into Contributory pension scheme


“Consequently, we have decided to take a number of measures. First, to immediately give effect to the new contributory pension fund which will put an end to the unfunded pension regime that had prevailed over this period. The House of Assembly has since amended the law, adjusted the rate of contribution to bring it in line with the practice at the Federal level and the trade unions, have all agreed on this scheme and we have all agreed that we should start the implementation immediately.


“This of course will lead to additional cost burden on government but it is a burden that no government can run away from and we are ready to take it on board.


 


Pension Board scrapped, fraud to be probed


“Having seen the amount of fraud involved in the pension board, we have decided to abolish the pension board and create a Bureau to be manned by technical people who are competent and also people of character and re-organize the ICT in a way that will ensure that we have data that cannot be violated or compromised.


“And all those involved in this chain, in the pension board, not only will they be suspended, the police will continue investigation in the light of the fraud that have been established and based on the Civil Service rules, they will be dealt with according to the rules. For those who are political appointees, over the next 24 hours, government will make a decision as to what to do with them.


“However, I want to assure our pensioners that from tomorrow, we will begin to advertise, to encourage the pensioners to assemble at an agreed location where they will be verified and their faces, names and documents reconciled with the new data that have been prepared by these external auditors. Once they are cleared, they will get their payment on the basis of first to retire, first to be paid.


“Never again will people on the basis of their connection in government or manipulations or through corrupt tendencies have people who retired later get paid before those who retired earlier. I believe this will bring some relief to our civil servants before Christmas.”

Oshiomhole’s legacy lies on his successor

It’s expected that while the bell tolls consistently for Governor Adams Oshiomhole’s imminent exit that the succession storm will readily gathered with higher intensity after nearly eight years in the saddle. As the governor of Edo State, Oshiomhole has demonstrated seminal leadership; ministering to the two most basic purposes of governance: the people and the State. His success story can only be entrenched with the quality of the person who takes over from him.

So far, Governor Oshiomhole has provided leadership which has to do with steering people towards mutually shared values in order to accomplish a clear goals and objectives. In another sense, it is taking responsibility for what members of one’s group, community or society do. Governor Oshiomhole’s leadership style encompasses visioning, passion, commitment and challenging the status quo to make the state, institutions, community or society perform better.


However, leadership is not just about espousing policies, programmes and projects that will bring about meaningful development and progress that the people are yearning for, but also the singular obligation to ensure that those who take over from them are people of trusted characters. Every leader at any level, in any sector, or any institution has the cardinal duty of ensuring that capable and effective leadership does not end with him or her. This is an indispensable component of a truly successful leadership and in the wholesome re-engineering of POSITIVE CHANGE!


It is no accident that the countries that have become leaders in the world today are the ones which successfully allowed effective generations of leaders to emerge, albeit seamlessly. The Chinese Communist Party is an example. While some would question the democratic credentials of such a leadership recruitment and selection process, the fact that cannot be denied is that emergence into a position of leadership in China is based on careful preparation. And this process has over the past three decades delivered the stupendous rates of growth that have today transformed China from a backwater into the world’s second leading economy.


The path that forward-looking societies and organisations toe is courageous leadership orientation. Edo State will only be placed on the path of progress, growth and development when we get our leadership question resolved. It is indispensable for success in any vocation and it is time for Edo people to urgently start the process of disallowing untutored and untested persons from mounting the saddle of leadership.


The reason is that it is the character of a country’s institutions and the aptitude of its populace that determined its success. The basic truth is that where the people failed to chose their leaders, or prevented from doing so, there will be dearth of motivations, development and political institutions will suffer. Where these basic determinants prevailed, development will never occur.


The governor can better be appreciated when his leadership personifies the ideals and orientation of passing the baton of leadership to worthy successor whose public and private sectors career has elevated standard; created verifiable growth and jobs, promoted fairness, intensified productivity, reduced graft and encouraged sustainable development.


Whoever succeeds Governor Oshiomhole must be conversant with the nitty-gritty of the dynamics and synergy of the three arms of government – the executive, legislature and judiciary and maintain a working balance for the benefit and well-being of all Edo people. His successor should be able to deploy his cognate experience (especially in the public sector and governance sector) and positive networks to enhance and strengthen the levers of the good governance of Edo State as the craze now is Development Through Competition.


At the last count, more than seven aspirants having been jostling for the Edo top job, under the All Progressives Congress, APC platform alone. The same goes for the Peoples Democratic Party, PDP, but very many of the aspirants are reluctant to address the issues of developing Edo State beyond the present level. That Edo State was in a parlous state until Governor Oshiomhole came on the rescue mission was partly because the people were easily deceived into cueing behind make-believed leaders who are far removed from development initiative.


Governor Oshiomhole’s steady and cautious leadership which has seen the development of many sectors of the state’s economy will definitely bring about far-reaching development if the governor gets the succession struggles right. The Achilles’s heel of Africa leaders, i.e, “area of weakness or vulnerable spot” is the succession crisis that constantly plagues, hurts and arrests development which further yields grounds to comatose infrastructure, abandoned projects and grand looting.


The writer Chinua Achebe once declared that the problem with Nigeria is the problem of leadership. No one can agree with the literary icon less. However, having identified the problem, the search for solutions should now engage our earnest attention and energy for sustainable leadership. The lack of adequate preparation for political leadership, especially in public life, is a critical missing link in our search for solutions.


A few weeks ago, Edo State under Comrade Adams Oshiomhole marked the 7th anniversary of his stewardship as the governor of the state. The event hugely tell the story of the governor’s visible achievement and provides an opportunity both for stock taking and for looking ahead. It is also a good time to reflect further on the challenge of leadership and succession, especially at this point in our national life, when our country is passing through arguably the greatest existential threat of Boko Haram; poor resource generation, lack of basic amenities, collapsed education, lack of health facilities, tax crisis, corruption and the like to its corporate survival since the Civil War.


To resolve  these crises, largely cause by the dearth of effective leadership, Edo people, the APC and Governor Oshiomhole must carefully and studiously  planned thier succession process to avoid the consequence of accidental leadership; stunted development and building of enduring systems that utilise experience of people who have occupied leading positions in the country to fly the party’s flag.


Amongst the lots angling for  Oshiomhole’s job after November 2016 is Christopher Aigbovbiosa Ogiemwonyi. He holds the ace given his giant strides and successes in the management of human, material and financial resources at national and international levels. His daunting credential of successes sets him head and shoulder above the mottling of crowds racing to Osadebe’s Avenue. It was his known steadfast commitment to development that led to his appointment as the Minister of State in the Federal Ministry of Works from 2010 to 2011.


Looking at his background, Chris Ogiemwonyi stands out as the leader and most experienced administrator and manager of men and resources with over 30 years of work experience in the oil and gas industry. All those years, there is no telling that he brought to bear his exceptional management skills and professional competence on the job as one time General Manager of National Petroleum Investments Management Services (NAPIMS).


The vacuum that will be created by Oshiomhole’s exit on November 12, 2016 can rightly be filled by Engineer Ogiemwonyi. The expectation of the APC delegates across the 18 local governments; 191 wards and 2,627 Polling Units is to vote for a governorship candidate whose experience in both public and private is solid enough to take Edo State to the next level. Engineer Chris Ogiemwonyi fill that bill.

A former governor of Edo State, Chief Lucky Nosakhare Igbinedion has asked the governor, Comrade Adams Oshiomhole to explain how he squandered trillions of Internal Generated Revenues for the past 7 years of his administration.


This is coming after the governor accused Igbinedion of allegedly stealing $31m belonging to the general public and allocating 200,000 hectare of government owned land to his father

The governor said  “Based on the powers vested in me, as the elected Governor of Edo State, I used those privileges to revoke the over 200,000 hectares of land that the Igbinedion, the son gave to Igbinedion the father. I revoked it and I returned it to government.


“Igbinedion takes this land and gives this land to cocoa farmers, some of them from Edo, some from Yoruba land. These cocoa farmers will farm and sweat to grow their cocoa on government land, Igbinedion will sit in his house on which he is not paying ground rent and is collecting royalties.


“Is Igbinedion the Oba of Benin? The great Oba of the great Benin Kingdom never subjected his people to that level of exploitation. Can you accept that one chief collects royalties as if he is a traditional ruler.”


In a swift response, the former governor in a statement on Saturday asked Oshiomhole to account for the trillions of naira he has generated through IGR in the state.


 


Igbinedion said   “He should explain to the people of Edo State how he spent the federal allocations and internal generated revenues running into trillions naira in seven years.


“He should tell the people of Edo how much he is paying as land tax for his house in Iyamho worth over N10bn and other properties he has acquired in the last seven years in Dubai, Cape Town in South Africa, in San Francisco, United States of America, a high rise apartment in Atlanta also in America and in London. He is calling everybody a thief but Oshiomhole is the biggest thief in Benin City today.”


He said that his financial transaction as a governor is open for everyone to see, adding that the governor’s accusation is meant to divert the people attention from his failing administration.


He said  “Oshiomhole has failed; the people of Edo State now know him better. Oshiomhole is the least qualified person to talk about corruption in the country today because his actions and programmes in the last seven years in Edo State epitomise corruption.


“He has called everybody in Nigeria a thief; has called former President Olusegun Obasanjo a thief; called former President Goodluck Jonathan a thief, he called (ex-Minister of Finance, Ngozi) Okojo-Iweala a thief, and others. Yet, he cannot prove his cases. I don’t think he knows the meaning of a thief.


“He lives in the glass house and throws stones. President Muhammadu Buhari will soon find out the real Oshiomhole by the time we provide documents against him.”

With 365 days left to complete his administration, Governor Adams Oshiomhole, Thursday said he want to leave a strong, solid financial base for his successor.

Governor Oshiomhole said he would complete all on-going projects as well as initiate new ones.


Oshiomhole who spoke to a huge crowd at a town hall meeting to mark his seventh anniversary said he would not relent his effort to collect taxes.


In a response to Governor Lucky Igbinedion advertorial for Oshiomhole to point to one industry built in the past seven years, Governor Oshiomhole said he never promised to build any industry but to create atmosphere for private initiatives to thrive.


Oshiomhole listed the Azura Power plant, bamboo factory at Anegbette, reviving of the Okpella Cement Factory as products of investments in infrastructures.


He stated that investment in Information and Communication Technology helped to eliminate ghost workers and prevented dead persons from collecting pension and gratuities.


Oshiomhole stated that contractors have been mobilized back to various sites in the state.


He disclosed that teachers who were interviewed by a team of Professors from the University of Benin would soon be recruited.

The State Chapter of the Peoples Democratic Party, PDP has accused the Edo State governor, Comrade Adams Oshiomhole of masterminding a protest that is likely to take place in Benin today (Wednesday)

The PDP in a statement released by the state Publicity Secretary Chris Nosa Nehikhare expressed sadness that the governor is wasting scarce resources for unnecessarily things.


According to the inormation, the governor has released N30 million to the to APC party chairmen in the eighten local ogvernment areas to mobilise youth to carry out the protest in the heart of Benin.


The protest is organized to check the successful protest by Edo Civil Society by Takalawa Parliament against the introduction of Land Use Charge, which according to the protesters was a witch hunt to the people who are already struggling to pay previous taxation without anything to show for it.


Mr. Nehikhare said ” Edo PDP has just been reliably informed that Governor Adams Oshiomole and his APC government just released the sum of N30m to APC party chairmen in the eighteen local government areas in the state to mobilize some of the youths it failed to and refused to employ and then stage a protest around Benin City tomorrow Wednesday 11th, 2015.


” We would like to use this medium to advise the governor not to use the scarce state resources for “vendetta” and massage his bruised ego. At this time of imminent economic depression, the governor should adopt a more prudent approach in spending taxpayers money especially when the people have shown that he, as well as his policies have been rejected. He will do well to have a rethink of his style and policies if he wants to warm his way back to the heart Edo people.


“We ask the good people of Edo State, parents as well as youths, to refrain from joining this protest in support of a drowning man. You will be enticed with Edo State money, reject it and ask them to use it to fix our dilapidated roads as well as defray the obnoxious Land Use Charge.

Sylva hijacked Bayelsa gov primary with thugs – Oshiomhole

Edo State Governor, Adams Oshiomhole, on Wednesday, explained how he escaped from the Samson Siasia Stadium, Yenagoa, venue of the 2015 governorship primary of the All Progressives Congress.

The governor was reportedly held hostage for several hours during the exercise, which was marred by violence.




Oshiomhole, who made the allegation during a press briefing on Wednesday in Benin however, accused a former governor of Bayelsa State and chieftain of the APC, Mr. Timipriye Sylva, of hijacking the primary.


He also dismissed media reports that the party’s primary was held, wherein Sylva, who is also an aspirant, emerged as the party’s candidate.


Oshiomhole, who said Sylva threatened his life and that of other members of the committee, challenged the Bayelsa ex-governor to produce his Certificate of Return presented to him by the party if he truly won in a free and fair primary.


The governor alleged that the electoral process was hijacked by thugs, acting on the instruction of the former governor, who he said had insisted that the exercise be conducted without accreditation.


He added that he had to call for help from Abuja, leading to the intervention of the Joint Task Force, who rescued him out of the venue, after several hours of being at the mercy of the hoodlums.


Oshiomhole stated, “I was appointed with six other members from the APC to conduct the primary election of the governorship election in Bayelsa State. The exercise took place yesterday (Tuesday) and somehow, thugs took over the sports complex, where the exercise was to take place.


“They practically prevented the actual delegates from participating and as a result, we could not proceed with the exercise. The committee was virtually held hostage, including my humble self.  This time, they were supervised unfortunately by one of the aspirants, the former governor of the state,  Timipriye Sylva, who said to my face and to the committee that we could not leave the venue of the conference unless we conduct the exercise without accreditation, as prescribed by the national secretariat.


“It is important that we state clearly that the national secretariat has adopted a standard guideline for the conduct of governorship primary and this guideline were used effectively in Kogi State and it produced a candidate in which all the aspirants were quite happy with.


“The key issues in this guideline, as handed down by the party, is that delegates, as contained in the list, have to be identified either though the Permanent Voter Card or the National Identity Card or international passport.


“This was to ensure that proper accreditation was done because the integrity of an election rests primarily on the integrity of the accreditation process; once the accreditation suffers any defect, it affects the entire exercise.  As they say, you cannot build something on nothing.”


Oshiomhole, who wondered why the former governor insisted on having his way other than that prescribed by the national leadership of the APC, said, “Whereas all the aspirants agreed with this guideline, it is only Sylva that did not agree with it. He rejected this mode of accreditation and chose to accuse the national secretariat of formulating the guideline to frustrate his ambition.


“Every effort made to reassure him and direct his attention to the fact that same guidelines have been used and that they are standard guidelines that will be used in future elections fell on deaf ears.


The Edo State Governor added, “He insisted that we cannot leave the place unless we are ready to conduct the election without recourse to accreditation, as stipulated by the party and, of course, I was not in a position to amend the guideline, nor was I ready to submit to his intimidation.”


He said that when it became clear that he (Sylva) had mobilised thugs in connivance with the police, the thugs found their way into the stadium, without accreditation, “and insisted that we must conduct the election based on their own rules‎.”


Oshiomhole said, “Sylva insisted that it is the State Secretariat and not the national body that should conduct the primary and that it was wrong for the national body to conduct primaries without involving the state leadership of the party and therefore, as far as he was concerned, we must proceed with the election without complying with the guidelines of the national secretariat.


“When it became clear that our lives were under threat, I had to call Abuja to prevail on the Joint Task Force to provide me with security to enable me to leave the venue of the primary because thugs had effectively blocked the gates under the instructions of Sylva.


“I have since forwarded our report to the National Secretariat namely that the primary could not be conducted because of these and several other malpractices.”


Oshiomhole said many people were apprehended with fake or cloned Permanent Voter Card, which they wanted to use to replace the actual delegates and they were handed over to the Police.


He said curiously, the Police released those who were so arrested and allowed them to continue to harass and intimidate, not only the committee members but other aspirants.

Similarly, the governor has stood his ground that the sum of $700 million was surreptitiously moved from the Sovereign Wealth Fund, SWF, for the same bridge, which has not risen above the foundation stage.


Oshiomhole, who made the claims in reaction to denials by former Works Minister, Mike Onolememen, asked him to apologise to Nigerians over his misdeeds as a minister.


In a statement released by the governor in Abuja, yesterday, Oshiomhole asked the former minister to direct his energy to the managers of the SWF, who had depleted the savings on the claim that the money was meant for the controversial bridge rather than attacking him.


Oshiomhole’s statement which was signed by his Chief Press Secretary, Peter Okhiria, was made available to Vanguard in Abuja, yesterday.


“They told our committee that about $700m dollars were taken from the Sovereign Wealth Fund for the Second Niger Bridge project. Rather than crucify Comrade Oshiomhole for the disclosure, former Minister of Works should direct his energy and explanation to the managers of the Sovereign Wealth Fund who have depleted the savings on the explanation that it was meant for the 2nd Niger Bridge.


“Fully aware that not much has been achieved on that project, Onolememen and the managers of the Sovereign Wealth Funds should explain to Nigerians what really transpired instead of asking Comrade Oshiomhole to apologize to Nigerians.


“The real people, who should apologise to Nigerians for their many sins against the country are those who expended so much of our resources without any corresponding achievements to show for it.”


According to Oshiomhole, any right thinking Nigerian should be ashamed of the state of Nigerian roads, especially with the enormous resources budgeted for road rehabilitation and construction.


The governor regretted that rather than build new roads and rehabilitate them, the Ministry of Works under the former minister vandalised existing roads and made them almost impassable.


The governor said: “In Edo State, the Aduwawa end of the Benin-Auchi Road is almost impassable, especially during this rainy season. As we speak, erosion has cut off the Benin-Auchi road into two and motorists are going through hell passing through that road.


“What about Benin-Abraka Road; it is one hell of a road completely abandoned and vandalized. In the name of politics, they came trying to impress Edo people, but ended up depressing all of us.


“When we complained of utter neglect of Edo State in the scheme of things, they hurriedly brought caterpillars to site and vandalize the roads, pretending to be working.


“If you visit Federal Government roads today in Edo State, you will weep for Edo people. People should find time to pass through Uromi-Agbor road, a major highway connecting the eastern part of the country. It is an eye-sore, yet we had a Minister of Works who hails from Uromi.


“Former Minister Onolememen should explain to Nigerians how he expended the billions of naira that were budgeted for the Ministry of Works because what we have on ground as a product of such expenditure cannot score for any pass mark.


“Roads from Oyo to Ilorin, Ilorin to Jebba and Bida, from Ore to Ijebu-Ode, from Ikom to Calabar, Onitsha to Enugu are amongst the several roads that explain the sad commentary on the state of Nigerian roads.


“Aside from being death traps, they represent in graphic terms, the poor performance of the last regime in terms of road construction and rehabilitation. Rather than hide his head in shame, Onolemhemen is still oozing out diatribe against Nigerians. We deserve explanation and no amount of blackmail can stop us from speaking out about the fate of our country.”

Niger Bridge: Ex-minister dismisses Oshiomhole’s N140bn allegation - Mike Onolememen

A former Minister of Works, Mr. Mike Onolememen, has denied the allegation by the Edo State Governor, Adams Oshiomhole, that the Goodluck Jonathan-administration paid the sum of N140bn to consultants for the construction of the Second Niger Bridge.

Onolememen, who made the denial in a statement signed by his media aide, Mr. Tony Ikpasaja, made available to The PUNCH on Thursday, accused the governor of misleading Nigerians with “wild and spurious” allegations.


The statement noted that the Second Niger Bridge was a Public Private Partnership project being executed on the Design, Build, Finance, Operate and Transfer model at the cost of N108bn and that only N10bn, out of the refundable N30bn funding from Federal Government, was paid through the Subsidy Reinvestment and Empowerment Programme.


The statement reads, “The Federal Government of Nigeria, guided by the Transaction Adviser, Roughton International, agreed to provide a refundable Catalytic Funding of N30bn. By May 2015, N10bn Catalytic Funding was paid from the Federal Ministry of Works’ SURE-P Budget to fast-track the early and sub-structural works of the bridge. This implies that the successful concessionaire, JB-NSIA Consortium, has responsibility for the design, finance and construction of the project, as well as its operation.


“The total project cost is N108bn (excluding duties and Value Added Tax) with a completion period of about 48 months. This cost was arrived at, after BPP’s (Bureau of Public Procurement) review of the concessionaire’s submitted cost of N138bn.”


“The bridge located at about 2km downstream the existing Niger Bridge in Onitsha, has recorded impressive progress. One wonders therefore, the intentions of Governor Adams Oshiomhole in deliberately misinforming Nigerians on the true status of the 2nd Niger Bridge.”


While challenging Oshiomhole to divulge his source of information on the said amount, the erstwhile minister also asked him to apologise to Nigerians for the false claim.


Efforts to get the reaction of the governor through phone calls to the governor’s Special Assistant on Media and Publicity, Kassim Afegbua, were unsuccessful and a text message to him was not replied.


The ex-minister had also said, “As a senior public officer in the rank of a governor, it is expected that the comrade governor would have cross-checked his facts before jumping to make such wild and spurious allegations. Otherwise, Governor Oshiomhole should tender unreserved apology to Nigerians for misleading the public on this project.”

Edo councils open to EFCC probe – Oshiomhole

Edo State Governor, Adams Oshiomhole, on Monday said he has welcomed the call by the state chapter of the Peoples Democratic Party to the Economic Financial Crimes Commission to conduct a probe on the state local government account.

The State Chairman of the party, Chief Dan Orbih, had, on Sunday, in a press briefing, called on the EFCC to investigate the operation of the LG funds, owing to the non-payment payment of salaries of the council workers.


Orbih had also challenged the governor to forfeit his security votes to enable the councils fulfil their financial obligation to the aggrieved employees.


But the Governor, in a statement by his Special Adviser on Media and Public Affairs, Prince Kassim Afegbua, urged the anti-graft agency to begin the probe starting from 1999 when the opposition party controlled the state government.


The governor said while the state under his leadership was driven by prudence in the management of resources, he was proud that achievements of his administration in the last six years “far supersede that of the PDP’s 10 years of governing the state.


He said, “We are pleased to state without fear or favour that we welcome the suggestion raised by Dan Orbih inviting the EFCC to look into the books and accounts of local government administration in the last six years. But such investigation should also cover the period between 1999 and 2008; such investigation should also look into the allocations and expenditures of the local government, their procurement procedures, who did the procurements, at what costs and the total accruals into the coffers of local government accounts across the state, within that period of 1999 to 2008.


“From such investigative effort, the public would be able to know who siphoned local government funds between the government of Comrade Oshiomhole and that governed by the PDP for 10 years. This should be the real challenge in the light of ongoing effort to sanitise the inherited rotten system from the PDP.”


The governor said that it would be interesting for Nigerians, if the PDP could publish all accruals to local governments between 1999 and 2008, “same way it published, inaccurately, the figures between 2008 and 2015.”

Edo tutors fault YES abrogation; commend Oshiomhole for prompt payment of salaries

The Edo State Chapter of the Academic Staff Union of Secondary Schools (ASUSS) has faulted the abrogation of the Youth Empowerment Scheme (YES) in the state.

The union, however, commended Governor Adams Oshiomhole for “surpassing the billing of critics and admirers in governance” as well as prompt payment of tutors’ salaries.


In a communique issued at the end of an emergency Central Working Committee (CWC) meeting, the ASUSS observed that the YES teachers who before now served in some junior and some secondary schools in the state constituted an apt interventionist palliative to the obvious dearth of teachers in the school system.


It explained that whereas their injection into the school system still left a great need for more teachers to be employed and fill the existing vacancies, the exit of the YES teachers from schools following scrapping of the scheme is a deadly blow to the already near unmanageable teaching situations in secondary schools.


“What is more, the withdrawal of these teachers at the middle of the term, such as we are now may possibly destabilise the school curricular and this is not in the best interest of the students”, the union added.


“As a result of the foregoing, ASUSS wish to passionately appeal to the Comrade Governor to further demonstrate his love for students in particular and education industry in general by exempting YES teachers from the scrap order.”

Oshiomhole challenges Okonjo-Iweala again over $4.1 billion

ABUJA — The war of words between Governor Adams Oshiomhole of Edo State and the former Minister of Finance, Dr. Ngozi Okonjo-Iweala, continued, yesterday, with Oshiomhole challenging the former minister to explain what happened to the $4.1 billion she presented in her last report.

Governor Oshiomhole also challenged the former minister to explain why she never published simultaneously what was accrued to the Excess Crude Account during the period she published what was distributed.


The governor, who spoke on the state of the economy Channels Television programme monitored in Lagos, accused the minister of habitually playing around statistics.


He said: “The decision to take money from the Excess Crude Account, if she had the power, the law should have been that power is vested in the National Economic Council, NEC. NEC is an institution created by the constitution.


“What she was referring to is her own administrative arrangement. This $2 billion is the last sum, in her last report. She said we have $4.1 billion, she said so orally but it was captured in the minutes, only to come at the last minute to say oh ‘X’ is left.


“If you ask her, what is it that she paid for on the strength of augmentation, that is to say, if they were augmenting, it means that even if there is a drop in price, they will take from the Excess Crude Account to make up the difference.


“If they were doing that, you wouldn’t have the kind of situation we are in today where revenue drops by about 45 percent. I think, with all due respect to Okonjo-Iweala, she knows how to play around, (I don’t want to say, lie) with statistics. I have made this point that she kept open only part of the pages and not the entire book.


“The logic of transparency is that every minister must publish in full what is accruing to the Federation Account, month to month, and what is distributed to whom. What she has been publishing is what went to the Federal Government, each state government and local governments.


“But she has never published simultaneously what accrued during the period, out of which this said sum was distributed so that you can get the net, what was distributed from all that was collected and see what is left in the excess crude. Now you can see her changing the goal post.


“Okonjo-Iweala was a member of the National Economic Council. I was a member. I had asked her and I am on record as asking her, don’t give us verbal report on matters of Federation Account, give us written report.”

I trust Buhari to remedy Jonathan’s mistakes – Ogbemudia

Two- time former governor of  old Bendel State, Dr Samuel Ogbemudia, says the government of President Muhammadu Buhari will face several problems but expresses optimism that the new Nigerian leader has all it takes to move the nation forward. In this interview, Ogbemudia blames former President Goodluck Jonathan for his failure to secure second term, saying he allowed a cabal to hold  himself hostage. He admonishes the PDP to which he belongs to  re-strategize, warning that the party  may go  collapse  if  members fail to put their house in order  particularly with a determined APC now ruling at the federal level. He speaks  on other  issues including why Governor Adams Oshiomhole of Edo State must pick his successor. Excerpts:


Sam OgbemudiaThe PDP lost the presidential election. Thereafter there have been  calls for the NWC and the BOT to be dissolved. Where do you stand?


First of all, we have to look at the set  up of the party. Today, the PDP is headed by a Board of Trustees which  advises the National Working Committee or the executive. So if in the process they lost an election, it is straight forward for the people in charge  to take responsibility and, therefore,  give way to a new executive that will rebuild the party. I understand that the former president  set up a team to campaign for him and for the party; so the fault is not that of the executive or the NWC but the person who took the decision that an organisation outside the party structure should be in charge of the campaign should be held responsible, and  not the National Chairman. The National Chairman is a  straight forward man; a man of great intellect and  who understands the issues at stake. My view is that the PDP should now set up a committee to find out what went wrong and how to rebuild the party because they are still the best  organised party in the country; they need to work hard in order to win the next election if they have the appetite.


Do you think there is still hope for the PDP  to take over power in four years’ time as some of the leaders are saying?


First and foremost, you must look at the PDP when it first won presidential election;  it went berserk and, as a result,  mismanaged  victory. And having mismanaged  victory, the outcome is defeat, so if they want to win future elections against a determined party like the APC, they must work twice as hard as they have done in the past.


 Some people are attributing the failure of the PDP to the hate campaigns it indulged in. Do you agree?  


People  will say things, but what individuals find on the ground may be different. No doubt  there was a campaign of hatred, campaign of dislike, religious campaign, but all that put together may not have affected the PDP chances if they had put their house right but they didn’t. Quite a  good number of the people  that make up APC today were in PDP and each time a person left, they said ‘let him go, we can do without him’. Now they have found that they couldn’t do without them; it is part and parcel of a sensible re-organisation. The party should sit down and find out what went wrong. They have to do that, and it  is not a job of  two days; they must sit down; talk to everybody that is worth talking to in order to ascertain and identify what went wrong, a lot of things went wrong.


What are  the things that went wrong, being a leader from the South-South that supported  President Jonathan?


It will be unfair on Jonathan if I say I am disappointed at his activities. PDP is made up of responsible people but these  are people who do not welcome any type of challenge, any type of argument and any type of interference; once they took  a  decision, they didn’t want anyone else to find out what led to that decision; so nobody should challenge them. Because of that, they held  Jonathan hostage. I know there were some advisers, before they met Jonathan, they will first meet and say ‘this is what we are going to tell him, you bring it out, you will uphold it and all the rest of us will support it and majority will carry the vote’, so Jonathan will have no option but to go ahead and they succeeded in a number of cases.


 Nigerians believed that Jonathan lost because of the way he handled the issues of insecurity, the economy and corruption. How do you assess his activities in these areas?  


Nigerian politics has not developed to the stage where people  recognise economy, unemployment and  the like as election issues. We are at the stage  where we look at the individual, where he comes from, what he can do for us and then   support or don’t support him. But a few intellectuals may have looked at the economy and say ‘it is good’, ‘it is not too good’, They might have complained of unemployment but they were like the lone voice  in the wilderness. Majority of the people wanted a South-South President, so they went  for him.


 So will you say Jonathan was weak in handling the issues?


No, it is the responsibility of the leader to have strong following. What makes a leader is the quality of  the followership. There are many followers who will do things without being told if they know what  is in the interest of the party.


Advice to Buhari


You will excuse me if I say anything in favour of Buhari because there is Espirit de corps between us. We want it written by historians many years to come that the coming of the general saved the nation from total collapse. To achieve that, all hands must be on deck, the hands of the old generals, the retired ones and those  in office. But having said that, I know Buhari when he was commissioned into the Nigerian Army in the rank of 2nd Lieutenant. I also know that he served under a number of senior officers and, every year, they wrote  confidential report in respect of each officer, including me. The officer  writing the report  about other people also indicate what he looks  like. So every one of the superior officers concluded that Buhari  was a competent hand. But that was many years ago. Can we say that the energy of 1966 is still very much present? It may not but what is absolutely available is the lesson  learnt


from those intervening years. I know that Buhari has been reading what the public wants, has made promises and his advisers are also talking to him. So he is taking notes and what he will come out it will be with a bombshell. I also know that Buhari will not want to fail because the expectation is so high that he will not want people to say they are disappointed.


We talked about fuel scarcity and other things, those are minor things. The most important thing to do with human beings in Nigeria is security. If a man cannot sleep with his two eyes closed, then he is unsafe and, if he is unsafe, then he cannot  do anything. When God created man, he decided that he needed some  important things. First and foremost, food; second, mobility; and  third, shelter; every other thing comes later. Unemployment is something Buhari is going to inherit. The reason for the unemployment is straight forward. The Federal Government, in its wisdom, created over 60 universities, more than a hundred secondary schools, but  no proportionate industry to absorb these people when they finish their training. That is where our problem comes from. When the British were here before 1960, they set  up schools to train clerks and interpreters. Not much has changed in the curriculum, so what do you do? A manufacturer who produces goods without regard  for the requirement  of  the customer will always have his store full of unsold goods and that is where we are. The answer is that we have to go back to the drawing board and review our human resources planning.


How many doctors do we need in 10 years, how many accountants do we need in the next 15 years. And then get the universities, the training institutions to produce these people.


If you want 10 doctors and you take 10  and two fails, then you have not achieved anything, so you take  20. If five fails, you still have 15  to meet your 10. So we need to have people who are best in organizing the economy of the country.


But you must admit one thing now, that the APC, as we know it today, has not run a Federal Government, before this is their first time. Therefore, like all first timers, like all new brooms, they must sweep well. Otherwise the song four years hence  will be different.


Buhari’s certificate saga and the army


When I joined the  army, the army took my certificate. There were two reasons  they did  that. Some people got trained by the army and, when they came back, they could no longer go along with the salaries that the army was paying, they will disappear. Because  of that, the army will keep your certificate. When I was retiring, the army gave me back my certificate and that was what I was looking for to show you. (Searching his cupboard for the certificate). So I was surprised  they said Buhari has no certificate. But even if he has no certificate, there is examination in the army. The time we started the exam, they called it Royal West African Frontier Force entrance examination and you  were not allowed to take it unless you present your certificate or your school wrote that you had taken the exam and they believed you will pass. And if the result comes and you fail, they will send you out. However, there were some military people if, in the process they


send you to school, they call it remedial courses, so if you did not have school certificate by the time you finish the three years course, you are better than the school certificate holder. So I believe Buhari’s case was a situation where people tried  to call a dog a bad name in order to hang it. But that notwithstanding, Buhari has been elected, what Nigerians want is development, what Nigerians want is good governance, what Nigerians want is a man who will give credit to their representation.


Agitation to cut cost of governance


In any society, the first and fore most thing is self. The civil servant at an inquiry on the future of the civil service influences the report of the committee. The parliament, having regards to the future of the parliament, also influences what they will do for themselves in the future. So when they sat down to compute all those heavy duty salaries, they will be doing only one thing, fulfilling the long time belief of self first, then service to the nation second. That is why we should be pleading with Buhari: There should be a  body to look into whether parliament should be full-time or part-time and if it should be part-time, how much they should be paid for every sitting? Same thing for fuel scarcity, we have now found that a few people have milked Nigeria dry, so what do you do? You cannot say that the milk you drank few days ago, give it back to us. All you do is to prevent future ones form doing same. My view is that they should take petroleum supply into an organization that is banned from strike like the military.


The military cannot go on strike;  the  police can’t; immigration can’t. They should put petroleum  in a sector  whereby the law forbids any one there from going on strike and, that is the job of  government working closely with the parliament because if we were fighting a war and the opponents got our marketers together, they will cripple the army, they will cripple the  air force and the navy, so we have nothing to fight with.


Reforming the electoral laws


What is the purpose of electoral laws? To have a good election that is acceptable internationally? If you produce  a law that did not meet it;  amend it. That is why the parliament is there. But the problem here in Nigeria is not with the law; it  is with the execution. If a government, in its effort to remain in power perpetually, decides to use extra method to remain in office, then you cannot blame the law. The law is not our problem, it is those who implement it that is our problem..


Anenih’s resignation and PDP’s future in Edo


Anything that will be done by the PDP must be  central to the reactivation of the party. But if you don’t say anything and you go begging people to come back, come back for what? We have not heard yet how PDP intends to reorganize itself; it is normal that any party that loses election is usually in disarray but with good leaders, effective leadership, we will soon be back on track because PDP offers the best and most effective alternative government today. We in Edo want to help to see that the state is developed and, because of that, I am going to proclaim Edo Mass Movement  to look at the future irrespective of  party and we will support the party that gives us indication that it wants Edo  to succeed.


You have been blamed that you left the management of the party in Edo to Chief Anenih alone.


Those  saying that have my sympathy, arising from ignorance. In 1999, the PDP won the election to Edo  Government House, the leaders, we were three:  Myself, Chief Anenih and Chief Igbinedion. Two of us, myself and Igbinedion, decided to stay at home and help the governor to ensure he succeeded.  Anenih, a very brilliant and unassuming politician, was sent to Abuja to represent the state. And he did. But as time went on, things fell apart and the center could not hold and that was it.


Anenih is not the cause of our problem, anybody who says he can fight election in Edo  without Anenih may not be telling you the truth. Everyone has his own job, my job was to stay at home and support the governor which I did to the best of my ability. Anenih was to stay in Abuja to draw the attention of the Federal Government to the activities of the governor of the state so that they can help him and he excelled.


 If both of you worked together, how come the party was factionalized then? You led a faction while Anenih led the other.


I don’t know that but what I know is that Prof.Osunbor lost the election in the court of law. He is a professor of law; so he cannot complain that he did not get justice because he knew what to do.


The factionalization of the party was based on a different criteria. The party at the headquarters in Abuja was expected to intervene before things went out of hand, but, for reasons known best to them, they decided to leave things as they were.


But I now know that the reason was that they were not much interested  in Edo because when we lost the election, the National Chairman of the PDP then was asked how he felt, he said they were  not supposed to control every state in Nigeria; so losing Edo  was  not a serious matter. Before the court judgment, I telephoned Osunbor from London  to say I heard that the Federal Government had traded out Edo and Ondo,  and I asked him to  go and see the president; and from his table phone me so that I could  speak to him (president). He came back and  told me that the president asked him what will he benefit if he traded Edo out. So he believed that the president was not doing what they accused him of. But later what I told him came to pass.


All these are now history and they are essential development in the scene of democracy. So what we should be looking forward to is not the man feeding the horse, it  is the man sitting on top of it. So we look at the future, where are we going to? If the PDP wants to pack up, then they must tell us. People have asked me if I am still in PDP. I said yes and I will remain. Many months back, PDP people accused me of belonging to APC, and that in the day time at Abuja I was in PDP and in the night in Benin I was APC. Now, yesterday, I heard that the APC people are saying ‘Ogbemudia is a PDP man, leave him alone’. At least I have been vindicated.


 Some  accused you of showing no concern when federal appointments meant for Edo were  given to people from Edo Central. Did it not bother you?


The people who are complaining are themselves accomplices. It is not a matter of one man sitting down and deciding on a situation, it is a matter of a group of people saying how do we punish this man and they work out a programme, that programme is executed and the result is known. What we should be talking about is the future. The future now is straight forward because the Federal Government is APC and the state government is APC, therefore the state government will be the one to decide who gets what having regard to their knowledge of the various people and their contributions to development. If they don’t get it, people will shout, but the major issue is that they should be allowed to execute their programmes. I believe the APC will perform because we have tremendous confidence in Buhari’s ability to lead Nigeria.


 Oshiomhole’s successor


Governor Oshiomhole is the finest thing that this state has had the pleasure to have in recent years; therefore before he leaves, we will ensure, or fight or recommend somebody who will carry on where he stops so that development will be a continuous process. No matter what you think about Oshiomhole, he has performed more than his predecessors.


So what do you do with such a man? Put him in the hall of fame so that he can continuously guide the new man to act properly. Oshiomhole is expected to be the one to decide who he will support and if he does not want his legacy to be destroyed, he will make sure he gets somebody who will carry on from where he stopped.


Nobody can say he does not trust Oshiomhole, he has been there for six years and the difference is clear.


There are Nigerians who are not happy with change but the change has come, we cannot continue to fight, we have to support the incoming government of Buhari to perform.

Oshiomhole, wife shift honeymoon to June

There were indications on Saturday that the Edo State Governor, Adams Oshiomhole, and his newly-wedded wife, Iara, have postponed their much expected honeymoon till June.


Governor Oshiomhole had on Friday married former Miss Iara Fortes, an ex-model from Cape Verde, at a marriage ceremony witnessed by a large turnout of dignitaries from various sectors of the country and he was expected to proceed on a honeymoon with the new First Lady.


But it was gathered that the couple had placed their honeymoon on hold in order to attend the inauguration ceremony of the President-elect, General Muhammadu Buhari (retd.) scheduled for May 29 in Abuja.


Informed sources disclosed that the new couple might have their honeymoon in Dubai in the United Arab Emirates.


The source said, “They are still in Nigeria. They will go for their honeymoon maybe in June.”

The Governor of Edo State, Mr. Adams Oshiomhole, has called on the leadership of the Nigerian Labour Congress to take steps to ensure that state governors pay their states workers salary arrears before the handover date of May 29.


He said the leaders of the labour movement would be seen to be guilty of complicity if they fail to ensure that the workers are paid their salaries before the exit of the governors.


Oshiomhole,  who added that Edo State had paid salaries of its workers up to date, made the comment while paying a courtesy call on the President of the NLC, Mr. Ayuba Wabba, in Abuja on Tuesday.


The governor, a former President of the NLC, urged the leaders of the labour centre to make sure that the governors coughed out what they owed the Nigerian worker either in cash or in assets before handing over to their successor later this month.


He said the incoming governors were not likely to clear that backlog of arrears as they would be lamenting the huge debt burden inherited from their predecessors and would be pleading for time to pay the arrears.


He said, “In Edo today, we are one of the very few states that are not in arrears and we will not be in arrears. Even this salary of April, it would be paid before the last working day of April even though my commissioner told me yesterday that the Federal Government has again defaulted in remitting in full what accrues to the federation account.


“Last month, we got less than N1.5bn less. This month we are getting 10 per cent less than we got even last month.


“So, that is why I told the NLC President that instead of quarrelling about who should be the President, this is not a President that would be awarding contracts; you should unite to ensure that workers GET PAIDbecause if you allow these governors to leave office on May 29 with arrears of salaries, you will be guilty of conspiracy against the workers and you are accessories after the fact of non-payment of wages.

INEC’s card reader failure embarrassing - Oshiomhole

Governor Adams Oshiomhole of Edo State says it is embarrassing that the Independent National Electoral Commission again failed to get its acts right on the use of the card reader.


Speaking shortly after casting his vote at 3:10pm at Unit 1, Ward 10, Iyamho in Etsako West Local Government Area of the state, the Governor said INEC should punish some of its staff who deliberately frustrated the exercise.


The Governor also said there was low voters’ turnout because of the frustration they experienced with the card readers.


He said: “here as you can see, everything is peaceful, orderly and the people came on time and much more importantly the voters conducted themselves like you will find in any civilized environment and I think from the report I’m hearing in many cases that this is the case.


“But I have received reports right now from Esan West, Ward 3 Unit 7 where some PDP thugs have snatched a ballot box seeing that they are losing and carried away some ballot papers and I have forwarded the text to the Resident Electoral Commissioner.


“I have also received reports of ballot box snatching somewhere in Ikpoba Okha again by PDP thugs. This is the only aspect that is worrisome. I think there is also an incident in Okada, but by and large, compared to what we experienced in 2007 where from 5:00am you were hearing gunshots, I think this time it is relatively peaceful


“But I am also somehow embarrassed given that this is the second round of the exercise coming after the Presidential election. I am surprised that INEC still can’t get it right. In many places; Okpekpe, part of Okpella, part of Esan and even in part of Benin, many places in Orhionwmon we have situations where the card readers were not working. In Owan East up to 2.30pm, the card readers were not working.


“One begins to wonder if people are punished by INEC when they do wrong. It is like some people create this situation in ICT so that by the time you solve them, election that is supposed to end by 6:00pm will end up late into the night and considering that Nigeria is basically in the dark under PDP, you understand why delaying the exercise late into the night is an invitation to anarchy and all kinds of confusion.


“In Orhionwmon, we have a couple of incidents. In a couple of places, the card readers were not working where our candidates come from and as many as 12 to 15 units, they had not started accreditation as late as 1.30pm. This is crazy and all of this leads to one political outcome; you are now going to experience low turnout because many voters after experiencing that delay might simply decide to go home.


“There is an incident where somebody waited, decided to go home, take his car to go and eat and come back and because of the restriction order, he was picked on the way so I think INEC has to sort out the issues. This card reader is not a particularly sophisticated thing that cannot be gotten right and the decision making process is also sluggish. If you find at midday, 4 hours after the appointed time for the start of accreditation that nothing is working, somebody should make a decision immediately but we allow this thing to drag on late into the evening before we begin to now fall back on what to do and by this time most people would have left.


“In Orhionmwon, because of the manipulation during the Presidential election, there are people who are determined to make sure the turnout is low so we find here that some materials meant for Orhionmwon, about 3,000 of them were delivered to Owan and some delivered to Akoko Edo and those for Akoko Edo delivered to Orhionwion and we now begin to move again and all that.


“There must be somebody who gets punished. The fact is that you don’t hear people being fired. I was encouraged last week when I heard INEC say that two persons had been sacked but the names of these persons were not published. It is all part of the accountability thing, when people do wrong you punish them, when they do well you reward them. When people do wrong and they are caught in the act, they should be identified and the punishment meted out shouldn’t be secret but I think that the problem is that too many people in INEC get away with electoral crimes but this time, we are going to do everything to prosecute those who are culpable otherwise we will spend so much money to put things right then some guys whose faces never feature in the newspapers compromise the huge INVESTMENT we make in ICT.


“So it is a big challenge and what that is going to lead to, although I hear that the general turnout is low, but as low as it is, the people still get frustrated and are unable to vote. I have also talked to the police to respond promptly and so far the reports I have been getting, they have been working appropriately on the reports they get. However, I have not heard of cases of bias from the Army and the Police this time”

Edo Govt Raises Alarm Over aircraft Surveillance Of Oshiomhole’s Home

The Edo State government on Wednesday raised the alarm on threats to the life of Governor Adams Oshiomhole.


The state government said an unidentified aircraft hovered over the governor’s country home in Iyamoh, Auchi, for several minutes in low altitude on Monday evening.


It wondered what could have warranted an aerial surveillance days after troops were reportedly stationed around the governor’s private residence.


A statement by the Commissioner for Information and Orientation, Mr. Louis Odion, warned that President Goodluck Jonathan, as the leader of the Peoples Democratic Party (PDP), would be held liable if any harm befalls Mr. Oshiomhole.


“Even as peace-loving Nigerians are still rejoicing and the international community happy over the relative peace witnessed nationwide after the March 28 elections, we note that some anti-democratic forces seem bent on fomenting trouble in Edo State by embarking on acts of sheer provocation.


“At about 6p.m on Monday, April 6, a low-flying aircraft emerged from the blues and for several minutes, overflew the country-home of the Comrade Governor in Iyamoh, Etsakor West Local Government Area. Fortuitously, the incident occurred barely few minutes after the governor departed for Benin City.


“To us, there could only be two possibilities in the circumstance: either a military or civil aircraft. Knowing that no such flight or mission could have taken place without the knowledge or clearance of either the civil aviation authority or the Air Force, we find this development not only an unconscionable abuse of state powers, but also an extreme act of provocation. Had the governor not providentially left home before the mystery aircraft’s arrival, we can only imagine what could have happened if his security guards were left with no choice than to take a peremptory action.


“Only penultimate Thursday (March 26), we had cause to alert the nation to the deployment of an unusually large contingent of troops around the governor’s private residence in Iyamoh.


“Having been soundly beaten in the presidential ring, we are aware that PDP is presently sorely bitter and like a decapitated serpent, is looking for a target or anyone perceived as staunch Buhari supporter to hurl the venom left in its belly.


“While we cannot deny them their right to grieve, let it be known that Edo people will not offer any consolation prize on April 11 as they will, this time, resist any attempt to steal their ballot through Army intimidation.


“Let it also be noted that as the head of PDP, President Goodluck Jonathan will bear personal responsibility should any harm befall the Comrade Governor”.

Peaceful polls enough to celebrate at Easter – Oshiomhole

Edo State Governor, Adams Oshiomhole, on Saturday said the peaceful conduct of the March 28 Presidential election and the violence-free post-election period were enough reasons for Nigerians to celebrate at Easter.


Oshiomhole, who made this known in his Easter message to the people of the state, noted that although there had been fears of violence during and after the elections, “God has decreed peace.”‎


He called on Edo people to use the festive to strengthen the unity of the country, by showing love, irrespective of religion.


Oshiomhole said, “I want us to maintain this cordiality; this relationship; this effective collaboration between men and women of different religious faith, working together; living together in peace and helping to advance the course of unity of our state and indeed of our nation. We must build on this in the years ahead.”


‎While commending voters in the state for their support during the Presidential election, the governor also urged them to continuously pray for their leaders.


“I would never take your support for granted and I ask us in this season of Easter to renew our faith in our country and re-dedicate ourselves to the service of our creator so that we can continue to grow higher.


“I enjoin you to continue to pray for our leaders including President Goodluck Jonathan and incoming President Muhammadu Buhari,” he added.

The Minister of Water Resources, Mrs. Sarah Ochekpe has debunked the claims by Edo State Governor, Comrade Adams Oshiomhole that N800million meant for the Okpella Water Project was embezzled by the Peoples Democratic Party-led Federal Government.

Mrs. Ochekpe recalled that Oshiomhole, while speaking during the inauguration of the 24km Ogiriga-Afokpella-Okugbe-Imiekuri-Ohu road project in Edo, alleged “that PDP – led Federal Government siphoned N800 million meant for a water project at Okpella, Etsako LGA of Edo State. He went further to allege that record at the Federal Ministry of Water Resources, Abuja, shows that the project had been completed without single water pipe laid”.


The minister insisted that “His Excellency and the people of Okpella, and indeed, all Nigerians need to know that there is no such record or claims by the Federal Ministry of Water Resources that the water project in Okpella is completed or in use”.


She said further that “the Okpella Water Supply Project was awarded by the defunct Petroleum (special) Trust Fund (PTF) in December 1998


“For the avoidance of doubt, the Okpella project is one of the failed projects of the current flag bearer of the APC – General Muhammadu Buhari when he was the Chairman of the Petroleum Trust fund (PTF)”, the minister clarified.


“The Federal Ministry of Water Resources at the inception of this administration undertook a nationwide assessment of several abandoned projects in the water sector including the Okpella water supply project, and documented them properly for completion by the Federal Government of Nigeria. You may wish to note that some of them have been completed, such as Ilesha Dam in Osun State, Ogwushi-Uku Dam in Delta state, among others across the country.


“Such spurious allegations of completion had been trumped up in the past and reported to the EFCC who have carried out investigations and discovered that there are no such records of completion in the Ministry, nor were there any funds appropriated and released to the tune of N800m and expended by the Ministry on the Okpella water supply project.


“If Governor Oshiomhole wants to undertake water projects especially for the people of Edo State, which is his statutory responsibility any way, let him go ahead and do so without joining issues with the PDP led Federal Government.  The role of the Federal government in the provision of water to rural communities is interventionist not statutory. So Comrade Governor, brace up to your responsibilities and provide water for Edo people”.


Mrs. Ochekpe continued, “Governor Oshiomhole needs to know that no Government of Nigeria over the years has demonstrated as much political will and delivered on its promises in the water sector, like the President Jonathan led Federal Government. You may wish to check the scorecard of the Ministry.


“The Federal Ministry of Water Resources therefore demands that the Comrade Governor use the same media to retract his unfounded allegations against the Federal Government of siphoning N800m that never existed”.

BENIN—Governor Adams Oshiomhole of Edo State has reacted to the postponement of the February general elections by six weeks, saying that the May 29 hand-over date of the Peoples Democratic Party, PDP-led Federal Government to the All Progressives Congress, APC, cannot be postponed as no one can postpone Christmas.

Speaking while receiving some defectors from the PDP in Benin City, Oshiomhole, said: “You heard what happened. They said they have postponed the elections. Few days back, they called us for a meeting of the Council of States and we said they should go ahead and conduct the elections. In any event, we are not the only country with security challenges. Even in Afghanistan and Iraq, elections were held.


“So, whether they postpone the elections or not, we won’t fight. They can’t postpone Christmas. I want to appeal to all of you, nobody should be angry because I know you were ready for Saturday’s elections. Only a debtor thinks tomorrow is far. Everybody has seen they don’t want elections. They sponsored discussions on television, Prof Attahiru Jega said that the Independent National Electoral Commission, INEC, was not the issue, so they came up with security.


“If they like, let them keep coming up with issues. The elections will hold. So, I urge you, just take it easy. The six weeks will cost us more resources and time because we thought we would contest the elections in February, get through with them and get on with our lives but they decided to postpone the elections. But let me ask you, a child that is due to arrive after nine months, how long can you prevent it from birthing?”
