Campaign funds: Jonathan’s minister returns N23m to FG

The Director of Finance of the Goodluck Jonathan Campaign Organisation, Senator Nenadi Usman, has returned N23m to the Federal Government, SUNDAY PUNCH has learnt.

Usman was last Thursday arrested by the Economic and Financial Crimes Commission for allegedly receiving N2.5bn which emanated from the Central Bank of Nigeria.

A reliable source at the EFCC told our correspondent on condition of anonymity that she had promised to return more funds.

“Nenadi Usman has been cooperating with us. In fact, she has returned N23m to the Federal Government,” he said.

Usman, who is being quizzed by the EFCC, told investigators that all she did was based on the instructions of Jonathan, adding that she did not know that the funds belonged to taxpayers.

According to the source, Usman told investigators that as the Director of Finance of the Peoples Democratic Party Presidential Campaign Organisation, she was asked to set up a bank account during the build-up to the election, which she did.

She allegedly said all donations were made to Jonathan’s campaign through Joint Trust Dimensions Nigeria Limited and it was through the said account that funds were released to all campaign directors, zonal coordinators and other related parties and groups which campaigned for the PDP.

It was through the same account that the Director of Publicity, Femi Fani-Kayode, was paid N840m. It was also through the same account that the Chairman of the Social Democratic Party, Chief Olu Falae, and Rashidi Ladoja, allegedly received N100m each.

Ex-political adviser to Jonathan, Prof. Rufai Alkali, who was the Coordinator of the Goodluck Support Group, allegedly collected N320m on behalf of the group while several governorship candidates of the PDP equally received money from the account.

However, the EFCC source said, “She told us that she did not know the funds belonged to the Federal Government. However, we asked her why she didn’t verify and also why didn’t she set up an account bearing the name of the PDP. Why did she use her company account if not that she wanted to keep things secret.”

Meanwhile, one of the campaign managers of Jonathan’s re-election campaign said the National Intelligence Agency was aware of the alleged diversion of funds from the CBN.

It was reported that N4bn was transferred from the account of the CBN into a mysterious account known as the Ministry of External Affairs Library before it was moved to an account known as Joint Trust Dimensions Nigeria Limited which is controlled by Usman.

However, the source said the account was set up by the NIA, which is under the Office of the National Security Adviser.

It was learnt that some officials of the NIA had been quizzed by the EFCC to explain why the account was set up.

A reliable source said, “During the build-up to the last elections, when monies were going to be diverted from the account of the CBN, the Ministry of External Affairs Library was set up with the connivance of officials of the NIA. It was done so that the transaction would seem as if the money was being transferred to a Federal Government account and it would not raise any red flags. The Permanent Secretary at the Villa then drew up a memo on the instructions of the President and the CBN deposited the funds into the account of the Ministry of External Affairs.

“From there, the money was paid into Joint Trust Dimensions Nigeria Limited, from where monies were sent to all stakeholders during the electioneering. Preliminary investigations however suggest that the Ministry of External Affairs Library does not even exist.”

From the Ministry of External Affairs Library, N2.5bn was transferred to Joint Trust Dimensions Nigeria Limited while N140m cash was allegedly paid into her Zenith Bank Account with number, 1000158311, domiciled on 7, Kachia Road, Kaduna.

In a related development, security experts have called for investigation into the alleged diversion of N4bn through the NIA.

A former Lagos State Commissioner of Police, Alhaji Abubakar Tsav, said if it was true that the agency was used for money laundering, this means it had lost credibility.

“If they are using NIA for money laundering, it means it has lost credibility. If it was being used for money laundering, a crime against the nation, this means that NIA has totally lost credibility.”

Another security analyst, Max Gbanite, said it was unlawful for politicians to use an intelligence agency to divert public funds, adding that officers involved in the alleged crime should be interrogated and made to explain what transpired. “Politicians have been embezzling money before now, but if politicians used the NIA to divert money, it is criminal and the officers in the agency need to be interrogated,” Gbanite said.

Crisis Rocks Enugu APC over N400m Campaign Fund

A major crisis has engulfed the All Progressives Congress (APC) in Enugu State over alleged mismanagement of over N400 million meant for the March 28 presidential and National Assembly elections in the state.

In a well-worded petition to the party’s National Chairman, John  Odigie Oyegun, four state officers of the party blamed the alleged mismanagement and incompetence on the part of the state Chairman, Dr. Ben Nwoye, for the dismal performance of the opposition party at the just concluded presidential and National Assembly election in Enugu State.

The petitioners are Ude Adolphus C. (Deputy State Chairman), Chris Ezeh (State Secretary), Ikechukwu Oloto (Youth Leader) and Queen Nwankwo (Women Leader).

In a swift reaction however, Nwoye dismissed the allegation as false, mischievous  and a calculated attempt by some party members with selfish interest to undermine the party in view of the rumoured directive from the party’s headquarters for three persons to be nominated from each state for possible appointment.

“They simply gathered in somebody’s office and contrived the petition so as to take away the powers of sending nominees to the national office. This latest attempt will certainly fail,” he said, while denying the allegation in its entirety.

Following the petition, the representative of Enugu State in the Board of Trustees (BOT), Gen. Joseph Okoloagu (rtd), convened a meeting of party elders on Sunday and reportedly invited the Chairman and the governorship candidate, Okey Ezea, to come and give account of their stewardship. The duo did not attend the meeting.

A source close to the meeting told THISDAY that despite the absence of Nwoye and Ezea at the meeting, it still resolved that the chairman must step aside in order to ensure an uninterrupted investigation into the raging campaign funds controversy.

The convener of the meeting, Okoloagu, confirmed on phone when contacted that the chairman and governorship candidate did not show up.

Okoloagu said a communiqué containing the resolutions of the meeting would be sent to the national secretariat for further action.

The petition by the four state officers of the party, dated April 14, 2014, was titled, “Re: Enugu’s colossal failure at the just concluded presidential and National Assembly elections.

In their petition, the aggrieved state officers reminded the National Chairman that they came to his office on February 11, 2015, to warn of an impending disaster facing the party at the March 28 presidential and National Assembly elections as a result of gross mismanagement and incompetence on the part of the state chairman, Ben Nwoye.

They alleged that there was gross mismanagement of funds meant for the election to the extent that in many places, especially in the West and East senatorial zones, the party could not boast of polling agents and collating agents on the day of the election.

They accused Nwoye of outright disregard of the directive of National Chairman to cancel the suspension of the state Woman Leader and the Deputy State Chairman, thereby denying the party their critical roles of mobilising women for the elections, on the excuse that the suspended persons had not complied with the conditions earlier given by the National Deputy Chairman (South) for the lifting of their suspension.

The aggrieved state officers noted that since the inception of Nwoye’s regime, all the monies sent from Abuja National office and the ones donated by some party members have not been properly accounted for till date.

They alleged that as a result of the dictatorial tendencies and antagonism of Nwoye, many stakeholders of the party were sidelined and excluded from the activities of the party in Enugu State.

The petitioners therefore prayed: “Sir, in  the interest and progress of the party, we call for the proper investigation of the management of the party in the state. During this period, Nwoye should step aside for free and fair investigation.

Following the defeat suffered by President Goodluck Jonathan and his party, the Peoples Democratic Party, during the March 28 and April 11 elections, the President has asked the party and government officials who handled campaign funds to refund monies not spent, or those not judiciously expended, SUNDAY PUNCH can authoritatively report.

Jonathan, credible sources said, has also set up a committee of five to get those with the funds to return them.

Sources within the party and government told our correspondents that President Jonathan was disturbed that despite giving campaign coordinators, ministers, special advisers, close aides and friends, support groups and traditional rulers over N2trn in cash, most of them could not deliver their polling booths and local governments.

The President was said to have been further irked by the results of an investigation he ordered. The probe showed that some coordinators used campaign funds to buy very expensive properties, especially in Abuja, and luxury cars. Some of the funds have also been traced to the bank accounts of senior party and government officials who were charged with the disbursement of funds to voters and groups.

A reliable source within the Presidency told our correspondents that one of the President, who recently admitted to a few close aides that it would be difficult to retrieve all the funds, was bent on getting senior party and government officials who received funds to account for all monies collected.

The source who is a close associate of the president said monies given to traditional rulers in different parts of the country, for example, would not be demanded for. But the source was quick to add that the President was determined to get his ministers, close aides and special advisers to make refunds.

He said, “Some ministers did not get less than N20bn each. None of them can deny it because this fact isn’t hidden within government circles. The only problem with such monies is that there is no receipt to show that they collected money. The sad part is that almost all of them performed woefully. Even in the states where the PDP won, some ministers could not deliver 100,000 votes. They could not mobilise their people to come out. The President is not happy. They all went property and car shopping. This was the most expensive election in the history of this country, yet there was no result.

“The sad part was that even after the President lost on March 28, more money was given to all of them to make up for the dismal outing by winning their states during the April 11 elections. But that turned out to be a bad decision because apart from losing the governorship election, we didn’t perform well at the National Assembly and House of Representatives polls.

“They must give an account of the money since they didn’t use it for the election. The President is not particular about the funds spent on genuine campaign needs like the hiring of jets, advertisements and the rest that also cost billions of naira. His focus is on the individuals that collected billions to deliver their states but couldn’t even win their polling booths.”

Our correspondents gathered that apart from the N20bn given to some key ministers and senior special advisers, especially in states where the PDP hoped to capture from the opposition All Progressives Congress, some pro-Jonathan support groups received about N16bn.

A former legislator who was to print five million recharge cards, T-shirts and base ball caps has also come under pressure to account for the billions she received because only a few people got the items she was paid to produce. Also, a top female politician in Lagos who got a contract to produce and supply thousands of mobile phones with pro-Jonathan messages was said to have produced just a few and pocketed most of the funds.

It was learnt that the funds Jonathan released were disbursed in three phases. Some were released before the March 28 elections, others on the day of the presidential election and more before the April 11 governorship polls.

Already, the committee of five has started asking some of the campaign coordinators and ministers who received a minimum of N20bn each to give an account and also refund residual funds where applicable.

However, our correspondents learnt that most of the people who received the funds had not cooperated with the committee. While some have not been forthcoming, others have simply ignored the committee.

Jonathan is said to be particularly focusing on the South-West and northern states.

In Lagos, a popular PDP chieftain who lost in his polling booth reportedly received $50m in cash a few days before the governorship elections.

A senior PDP party member who spoke to one of our correspondents in Lagos over the weekend confirmed the cash splurge in Lagos.

The source said, “Lagos was a show of shame. A few days to the governorship poll, about $150m was received in cash by about five top campaign coordinators. But they failed again, even more than we did in the presidential poll because we lost some areas we won on March 28 to the APC on April 11. They were to share this money to the local governments and the masses.

“Please understand me, I am saying that the sum of $150m was just for the governorship election in Lagos. We are not talking about the sums they got for the presidential election. Only one out of the five people that shared the money gave some of it to local government chairmen. This person disbursed about N2bn. The rest of them sat on the money.

“The coordinator that collected the sum of $50m later went to a Federal Government agency and complained of not having enough funds for the election and got an additional $20m. The story is the same in almost all the South-West especially Oyo, Osun, and the northern states. A female minister from the North, who got the highest amount of funds for that region, lost her state in a shameful manner.”

Confirming that campaign directors in different parts of the country had been asked for an audit, the PDP Campaign Director in Akwa Ibom, Mr. Idongesit Nkanga, said the instruction was not new.

He stated that the PDP’s campaign organisation in the state had concluded its audit.

“It is the normal thing. It is the right thing to do for transparency’s sake,” he said.

Nkanga said he would not be able to comment on the refund because he did not collect money from anyone.

According to him, the PDP’s campaign organisation in Akwa Ibom State received a letter for an audit from the PDP campaign headquarters.

He explained that “because the letter emanated from the national headquarters of the party, they were under obligation to submit the audit report about the campaign’s expenditure to them.”

He maintained that at the campaign headquarters, some of the information was available, adding that he would not be able to give SUNDAY PUNCH accurate details offhand to avoid possible conflict in the figures.

Asked what sanctions would be meted out to defaulters, Nkanga said they might be prosecuted.

However, our correspondent reports that prosecution, while not impossible, may be difficult as most of the monies disbursed were not receipted.

Contacted, the national leadership of the ruling PDP said it did not know anything about the money spent on its presidential campaign.

National Publicity Secretary of the party, Mr. Olisa Metuh, stated this in an interview with one of our correspondents in Abuja on Saturday.

Metuh said only those put in charge of the funds were in a position to account for the monies.

He said, “The national leadership of the PDP is not aware of any campaign fund. We were not part of it and therefore we can’t be asked to account for what we didn’t know anything about.

“There was a campaign committee and only the committee is in the position to account for any fund.”

Efforts made to speak with the Director-General of the PDP Presidential Campaign Organisation, Sen. Ahmadu Ali were unsuccessful.

Ali, a former national chairman of the party, did not pick his call and also failed to respond to a text message sent to him.

Similarly, efforts to get the Presidency’s reaction did not yield any result as calls made to the telephone line of the presidential spokesman, Reuben Abati, as at 10.30pm did not connect.

Makurdi – Barely 22 days to the conduct of the Presidential and National Assembly elections in the country, the PDP in Benue has taken its presidential rallies to the villages.

The Coordinator of the Jonathan/Sambo Campaign in the state, Mr Sam Odeh, made this known in an interview in Makurdi on Friday.

Odey said that the essence of the grassroots campaign was to drum support for President Goodluck Jonathan in the election.

He said the campaign organisation was leaving nothing to chance in its efforts to achieve maximum support for the president in his re-election bid in March.

Odeh, a former Minister of state for the Niger Delta, said the party had concluded arrangements for the commencement of its campaign in Katsina-ala, in Benue North-East Senatorial district on Friday.

The coordinator said the rallies would be held in all the senatorial districts of the state before March 28 dateline for the polls.

He appealed to the people of the state to turn out enmasse for the rallies slated in their zones, explaining that party leaders would educate them on the imperative of re-electing the president.
