$2.1bn: Nobody can prosecute me for N100m i collected - Olu Falae

A former presidential candidate of the defunct All Peoples Party (APP) and Alliance for Democracy (AD), and  Chairman of the Social Democratic Party (SDP), Chief Olu Falae, has been in the news in the last few months.


From his abduction by some Hausa-Fulani herdsmen in his farm in Ilado, Akure North area of Ondo State, to his alleged receiving of N100m from the $2.1 billion arms money from the immediate past National Security Adviser (NSA), Colonel Sambo   Dasuki, the former Finance Minister and Secretary to the Government of the Federation (SGF) speaks, in this interview, on the issues.


Excerpts:


What’s your involvement in the $2.1 billion arms money from Dasuki


I want to say with all emphasis that I never took even one naira from Dasuki. Beyond that, I want to assert that I never had any relationship with Dasuki. I knew Dasuki way back in 1986-87,when he was ADC to General Babagida and I was Secretary to the Federal Government. Since he left that government around 1987, I had no contact or dealing with him; absolutely none.

The N100 million they are bandying about in the media, the one that I know about, it happened as follows: Chief Tony Anenih, a former Chairman of the Board of Trustees of the PDP, phoned me late January last year and said he would like to see me; he would like to come from Abuja to see me in Akure. And he came. He came with someone, and I, too, invited somebody to be with me. The four of us were together in the meeting; and Chief Anenih  said they were observing that my party, SDP, had no presidential candidate and, therefore, they would want us to ask our supporters to vote for his own party’s candidate, President Goodluck Jonathan.


I told him that, in principle, there was nothing wrong with the two parties collaborating, but that the collaboration must be a principled collaboration: it must be based on principles. I told him that there were certain things we desired the government to do but they had not done for the people, and that if we were going to support their candidate, they must commit themselves to make changes in those areas. He asked for the areas? I said number one, their party must be prepared to restructure Nigeria from the colossal unity system, and the best way of doing that was to fully implement the report of the National Conference 2014.


Number two, that the party must commit itself to a policy of zero tolerance for corruption because I saw that corruption was monumental in what they were doing. Number three, I said the party in government must destroy Boko Haram and give stability to Nigeria. Number four, there was mass unemployment and youths were getting frustrated, that they must articulate programmes to create jobs for the unemployed. Number five, that I observed that the party in government was spending virtually our entire revenue on recurrent expenditure, that they must reduce recurrent expenditure so as to generate surpluses to finance capital development like roads, schools, hospitals, etc.


Item number six, that if we accepted this tide and accepted them, then if the party won the election, we will expect reasonable participation in that government. And he said they were totally happy with all these strict conditions, that the conditions were acceptable to them; in fact, he said they were already implementing some of them. So, on that note, he returned to Abuja. But after he left, I decided to write to him in order to document this relationship. The letter I wrote to him, again I listed the six conditions which I had mentioned in our oral discussion. And three days later, he wrote back to me saying that he had consulted all the stakeholders of his party including the President and they were all happy to accept those conditions to work with the SDP in the election’s that were forthcoming. So, having accepted our conditions, I proceeded to Abuja to summon the meeting of my party executive and decision making organs and made the presentation to them. There was a very robust debate and, at the end of the debate, the executive committee of my party endorsed their request that we should work with Jonathan in the elections.


CRITICAL FACTOR


I want to emphasize that the most critical factor that turned the debate in favour of Jonathan was because he had said he would restructure Nigeria and that he summoned the National Conference as a great step in that direction. And to most of us in the SDP and in Afenifere, restructuring Nigeria is the most important, single political objective that we pursue in Nigeria today; and whoever commits himself to that objective, we will support him. I want to remind you that, in 2007, when the then General Muhammadu Buhari was running for the President on the platform of ANPP, six parties, including my party; we were then called DPA, went for  similar collaboration. In fact, they turned round to make me the Chairman of the Buhari Campaign Committee in the South-West, although I was not a member of their party. And in that collaborative effort, I and some other friends of  Buhari contributed money to run the campaign. We held a mammoth rally at Mokola, Ibadan. So, what I am saying is that, collaboration between two parties is normal in democracy; and the collaborating parties, it is normal for them to contribute money to ensure that their joint project is implemented. That is exactly what happened on this occasion.


Now, after we had endorsed the candidacy of President Jonathan, I think a week or two, Chief Anenih phoned me and said that he knew that SDP didn’t have fund to campaign effectively for our candidates. Therefore, they will be sending us some money to enable us campaign effectively and Jonathan was now our joint candidate. That was the note on which he sent the N100 million they are talking about.


And on receiving the N100 million, I promptly paid it into the account of the SDP at the First Bank in Abuja. And from there, I set up a committee of the party to work out the modalities for distributing the money among the various state branches of the party and campaign organisations. Taking to account  the number of candidates for House of Assembly, Senate, House of Representatives, governorship, weight was attached to it and they did it rationally and fairly.


Plus our own money, which was much more than the N100 million, the money was distributed to the state organs for executing the campaign and the elections. In summary, we had no contact whatsoever with Dasuki. We took nothing, not a kobo from Dasuki. The money that came to us was from the PDP through Chief Anenih to me as the Chairman of SDP, which I then passed on to my party. My party held a press conference on Monday, January  11, 2016, where they declared that I gave them the money in full, promptly and they used it for the elections. So, those who said the money was given to Falae are lying, the money was only sent through me to my party and my party has acknowledged receipt in full. The money did not come from Dasuki but from the PDP.


By the way, I have read in the media where  Chief Anenih said that the money he sent to me and some other people was his own personal money and given  on behalf of his party, not from Dasuki and later he got reimbursement from Dasuki. All that has nothing to do with us: we knew nothing about it, we did not approve of anything, not our duty either, legal or moral, to  find out where PDP was getting the money to pursue its campaign.  So, in summary, we took no money from Dasuki, the money given was for the party and not for me, it was delivered to the party, the party has acknowledged receipt in full.


 


But some state chapters of the party have openly distanced themselves from receiving any money from the national secretariat of the SDP as you claimed.


A: It is only Ogun, we have active branches in about 33 states. I was surprised to read that Ogun  said  they were not aware. The truth is that the allocating committee in Abuja was supposed to send N8 million to Ogun but I know the amount is something from the campaign fund.


This is not the only money we were using for the campaigns, that was just a small part of what we spent on the elections. Our own contribution was much more than the N100 million, so, the committee said they were going to send N8 million to them. But Chief Osoba said the money available for the party was too small, N8 million could do nothing in the state; so he would take care of the needs of the party in Ogun; we should leave what we were going to give to the state to states that were in need. Ogun knew about it, something was allocated to them but they declined to take it because they said they could take care of their needs. So, it is not true that they were not aware.


 


From your explanation so far, would it be right to say this is a smear campaign?


Of course, that is the point. From what I have told you, there is nothing legally or morally wrong. It is a two-party cooperation, normal; when there is such a collaboration, the participating  parties contribute money to actualize the objective.


We did it in 2007 when we adopted General Buhari: ANPP, DPA and other parties, there was nothing absolutely wrong with this. We did not go to Dasuki for money, it was PDP that sent us the money; for the PDP to decide where to get their money was not our business. The PDP sent us the money, I sent the money to the party; the party said they got it in full and it was used for the purpose it was meant, which was the elections. So anybody that is raising issues is merely trying to start a smear-campaign, but I am totally at peace with myself because my conscience is absolutely clear. Indeed, I am proud of my track record and my performance even in this state.


 


Have you been queried or invited by the anti-graft agency ( EFCC) on the need to refund the N100m?


Up to this moment, EFCC has not got  in touch with me about this matter because they know the truth, that I did not take money from Dasuki; it was PDP that sent money to SDP through me and the money was delivered to SDP. Legitimate, normal and non-controversial. That tells you that there is a smear campaign going on. Some newspapers are saying I will have to refund the money when nobody has been in touch with me about the money. Those  reports showed bias, malice and campaign of smear. I have been a public officer  all my life. I became a Permanent Secretary at the age of 39. I did not abuse my office. I became the Managing Director of a bank at 42. I did not abuse my office.


The signature of an MD of a bank is money, yet I did not take one kobo illegally and, at that time, my bank was one of the fastest growing banks in the country. I did not receive one single query from the Central Bank. Then I became the Secretary to the Federal Government of Nigeria and substantial amount of security vote was under my control.  I did not touch one kobo illegitimately. Then I became Minister of Finance of Nigeria, both naira and dollar were under my control at the Central Bank, I did not abuse the office. So people should look at my type of person and say, can this person do this? When as a young man that I needed money for many things I didn’t take anything, now that I am old, what will I be doing with it? When you grow old, the less you enjoy money. So that is the truth of the matter. I feel ashamed that some people can be repeating these lies. It is absolutely false and there is no basis for it.


You submitted that you are a target of a smear campaign. Is it not meant to cause problems among the Yoruba?


Well, anybody can have a conjecture or hypothesis to explain a phenomenon but it is a possible hypothesis. Maybe some people in Yorubaland or outside who don’t want us to be united have been worried about what has been happening . You remember when I came out of kidnapping, Yoruba leaders met in Ibadan, for the first time in many years; Yoruba leadership was united over my issue and they said if Nigeria could not protect the Yoruba race, Yoruba will protect themselves. That may have given them some impression in certain quarters that I have the potential to galvanize Yoruba and those who don’t want Yoruba unity can now see whether they can smear me, linking me with Dansuki fairly or unfairly and Yoruba people are very critical; once they hear you are linked with a dirty person, they will be the first to condemn you . This is what is going on. So it is a possible hypothesis, one has no fact, but it does make sense that anyone who doesn’t want Yoruba to come together may be doing this to discourage the Yoruba from seeing me as a possible rally ground .


What’s your assessment of the anti- corruption  crusade by the Buhari administration.


It is going out of hand. They know that there is no charge they can bring against me. That’s why smear campaign is used as a substitute so that, over time, people will say I am a bad man . I read some articles in the paper that say the anti-graft war is increasingly becoming controversial. It is truly becoming controversial because it is no longer reasonable, it is beginning to look selective. How could you link me with Dasuki? The person I have not seen for more than 20 years. The man I had no dealing with whatsoever.


It is important to clean Nigeria up. When we were launching our party, SDP, in Abuja, in 2014, the title of my speech was; Nigeria must kill corruption so that corruption does not kill Nigeria. I have been an anti-corruption campaigner all my life; so I support anti-corruption campaign but it should be conducted within the confines of the law and should be fair.


How best can the administration fight corruption?


A: Let me tell you a story. In 1985 when Buhari was the Head of State, I had retired from the civil service and had joined the banking industry. This kind of thing was going on. But, you know, once a public officer is always a public officer. So, I went and met with the then Head of the Civil Service, Mr Gray Longe, and I told him to advise the government that they could  not be going on sacking people, probing people. There are two models to clean up a society: The Sampling Model and Total Revolution, like the French Revolution.


The one that might be suitable for our own situation is for the government to take cases that are very unambiguous to court and make such people as  examples, take the money from them and send them to jail. Then put that behind you and go ahead with the development of the society. But, if you take all the time looking for every criminal to send to jail, that will be an endless journey. At the beginning, the people will hail you because they like to see big men fall, but, as more and more people are destroyed, more and more members of the public will be affected. For some, their brothers or fathers or friends would  have lost their jobs and, at the end of the day, the tide will turn and people will turn against that government. To avoid that, my recommendation is that government should make some people who are found to be corrupt  scape goats.


Similarly, my advice will be that, those people who are the criminals in this system, whose crimes are unambiguous and documented, take them, apply the law, confiscate the loot they have taken, try them, let them go to prison. Do that for a couple of months and leave the rest for the police to do their jobs in a normal way. This omnibus anti-graft campaign phase would have been over, but the police would continue to monitor the system and catch thieves and criminals and the government would now focus on the development of the society .


There are many issues calling for attention right now . For example, the drop in oil revenue is worrisome because, for 40 years, when I was in the planning ministry, we recommended that we should use the oil money to diversify the economy so that we have other sources of income. For instance, they should develop solid minerals. Solid minerals have more potential for revenue than oil . If they had implemented the recommendation that time, we will not be where we are today. Secondly, we said government should generate 6,000 megawatts of electricity by 1980,


it is in the national plan; if that was done in 1980, today, we shall be talking of 100,000 megawatts; so we will not be where we are. If we had diversified the economy by developing small industries and agro-businesses, we will not be where we are today . So, these are the problems crying for attention. If the government now tries to implement these recommendations, it takes time before the projects begin to yield revenue. In the meantime, how are we going to cope because Iran has now entered the oil market? Iran is going to pump more oil and send the prices of crude oil further down. I think we have a real economic crisis for now and I believe all hands must be on deck so that the system survives .


 


Let’s talk about the report of the 2014 National Conference. Any hope that it will see the light of day under this present administration?


They are not interested in the report. Even when we were in the National Conference, the APC opposed it and this is one of the reasons  we did not support the candidate of the APC because what is most important to Afenifere is the restructuring of Nigeria so that each area can develop at its own pace in accordance with its own priority. If we don’t do that, the crisis will continue. So restructuring, to me, is number one priority and we believe in it and those who oppose it naturally oppose what I stand for and I will not be surprised if such people work against my interest.


 


Is there going to be any backlash if the report is consigned to the dustbin?


Then Nigeria will be as it is till eternity; governments come and go, a day will come when one government will see the need to implement this report because, for the first time in the history of Nigeria, over 450 people, from various sections of the society, sat down for about six months and, in a very cantankerous society like Nigeria and by some divine grace, we passed over 600 resolutions by consensus.


To me, that was a miracle. I believe God has a hand in that confab and, therefore, I believe  that document is going to save Nigeria if it is implemented. That is the panacea to our myriads of problems as a nation.

Olu Falae to open up on his involvement on arms deal next week

NATIONAL Chairman of  Social Democratic Party, SDP, Chief Olu Falae, yesterday, said he has fixed next week to adequately address his alleged involvement in the ongoing arms deal scandal involving the former National Security Adviser, NSA, Col. Sambo Dasuki (retd).

This came as he insisted that the alleged N100 million linking with with the former NSA was given him by former Chairman, Board of Trustees of the Peoples Democratic Party, PDP, saying he had never communicated with the former security chief since 1987,when he was Secretary to the Federal Government while the latter held sway as the Aide-de-Camp, ADC to then military president, General Ibrahim Babangida.

He said he was ashamed to be linked with the scandal, adding that he had not involved himself in any shady deal in his life.


The former presidential candidate of defunct Alliance for Democracy, AD, said those seeking to blackmail him would permanently shut their mouths and have nothing any more to speak about the issue by the time he presents his side of the story next week.


Chief Falae, who addressed SDP faithful, after the party’s National Executive Council meeting, in Abuja, commended them for the maturity they handled the matter since it started.


He said the alliance he entered with the PDP was normal in a democracy, saying he did same for Buhari’s defunct All Nigerian Peoples Party, ANPP,  in 2007, when Buhari ran as its presidential candidate.


He said: “Some people are still writing spurious nonsense but I intend to address the press sometimes next week, probably in Lagos, to tell my story so everybody can hear and the blackmailers can shut up for ever.”

Also, he said: “I have said so several times and I will say so now as a believer in God, that I did not collect even one naira from Col. Dasuki. Not just that, that I have had absolutely no feelings whatsoever, with Col. Dasuki. I think the last time I saw Col. Dasuki must have been in 1987, when he was ADC to General Babangida and I was Secretary to the Federal Government. So we worked together, that was on 1987.That is 29 years ago. So, ladies and gentlemen, please, put your mind at rest. I have nothing to  do with Dasuki. I took no money from Dasuki.


“The N100 million they are talking about, it was the money sent by the PDP to our party, SDP, following our endorsement of their presidential candidate. After a hotly debate, we agreed to endorse their candidate and after the endorsement, they said ‘we know that your party hasn’t got money with which to campaign for our candidate. To enable you campaign effectively for him and your candidate, we want to send you some money and I said thank you.’


“And they sent this N100 million which I transferred to the account of your party. And which was used along other funds I raised for the party  to conduct the last election. Remember that I set up a committee here which set up the modalities for distributing the money to the various states, depending on the number of candidates, whether you have a governorship candidate, House of Representatives candidates and the rest,

“So, the money was not for Olu Falae, I did not take one naira out of it. And since this party started, with all humility, I have been the sole source of funding for this party. I have used my personal funds, apart from my friends who work in private sector, even in government, under confidentiality, they have contributed money through me to fund this party, because they believe in me and they believe in this party.


“And we did not just endorse Jonathan, because we were not happy about the way that government was running, we told them that if we are going to support your man, you must fulfill certain conditions and those conditions were presented. We told them why we were not happy with their performance. We said they must accept a policy of zero tolerance for corruption, they must create jobs for the unemployed, that they must not spend all their revenue, they must leave some surplus for capital development  and they must fight and destroy Boko Haram so that we can know peace in Nigeria  and that they must restructure Nigeria so that every part of Nigeria will be happy to be in Nigeria and nobody will want to leave Nigeria. And finally that if the win the election with our support, they should allow us to have reasonable participation in the government.

“These were the conditions that we gave them when Chief Tony Anenih visited me in Akure. They accepted all the six conditions but after he left me, the spirit of God told me to write to him and I wrote a letter containing those six conditions. And he wrote back few days later, accepting all the conditions, saying after consulting all the organs of the PDP including the president, they were happy to accept all those SDP ‘s conditions.


“After accenting those conditions, I came here and you all saw the conditions and you said I should support them.


“So, it was a very principled arrangement, transparent arrangement. You put the interest of Nigeria first.


‘PDP was very desperate’


“When Chief Anenih travelled by road, an 85-year-old man travelled by road from Abuja to Akure, on a very bad road, that told me that their party was very desperate. And so, when he said would you support my party and I gave him terms, many Nigerians would have said settle me, abi? They would have said give me dollars, give me this and that, I would have appointed ministers, appointed ambassadors but I did not ask for anything from him.


“All your conditions were those that can make Nigeria a better place. I think that is patriotism.


“I keep reminding people that I did not just drop from the sky yesterday, I have been a public officer all my life. I became a permanent secretary at 39 years, around that tender age, I ran for departments and ministries.  I did not take one naira from the place and I was a young man that needed money to do so many things in life  but I didn’t take one kobo.


“Thereafter, I became managing director of Nigeria Merchant Bank, your signature and money came out, I did not take one naira. And that was the fastest growing bank at that time and after that General Babangida invited me to be secretary to the Federal Government and I gave him conditions, that he should negotiate with my bank to release me on secondment to the government and that at all times, during my tenure, I would remain the MD of the bank.


 


‘As SGF for 5 years, I earn nothing!’


“So, for the five years that I was secretary to the government, I did not earn one naira from the Federal Government. So, this man has never been after money.


“I am sure they know that what I am saying is the truth, that there was no connection between this party or myself with Dasuki. We did not take any money from Dasuki. The money sent to us was by the PDP based on the exchange of letters between us, which establishes the contract.


“I want to say it here, that two parties coming together is normal in a democracy. In 1999, AD and APP came together came together with together to sponsor me like now to fund that campaign.’’


“In 2007, ANPP approached our party for cooperation, to support their candidate who was General Buhari. We agreed and we did just that. ANPP had no money to continue but outsiders and friends of General Buhari contributed money to carry out the campaign for him in the South West. It’s normal, it was normal and it is normal now.


“So, I think I have said enough, let you see clearly and to feel proud of your party and proud of your national leader.’’

$2.1bn Arms Deal: Why I accepted N100 million from Tony Anenih- Chief Olu Falae.

A former Secretary to the Government of the Federation (SGF) Chief Olu Falae has agreed to have collected N100m from the former Chairman, Board of Trustees (Bot) of the Peoples Democratic Party (PDP), Chief Tony Anenih.

It was reported by New Telegraph yesterday that a former SGF and erstwhile governor in the South-West received N100 million each from the N260m Anenih received from the office of the National Security Adviser, Col. Sambo Dasuki (rtd)


Explaining his part, Chief Falae said the money was given to his party to support the former President, Goodluck Jonathan’s presidential election.


He explained that after Anenih wrote to him as the Chairman of BoT, he responded giving conditions for alliance as SDP National Chairman.


Chief Falae “In the build up to the presidential election, the PDP approached the SDP which I chaired. The then ruling party solicited for our support in order for President Goodluck Jonathan to win the March 28 presidential election.


“Anenih related with me as the chairman of the PDP BoT and I did same as the SDP National Chairman. He wrote to me as PDP BoT chairman and I wrote back as SDP National Chairman stating conditions/terms for the alliance.I have the record.


“It is true that N100 million was given to my party to endorse and work for the Jonathan’s candidature in the 2015 election. We used the money for that purpose and we effectively campaigned for the PDP since we did not have presidential candidate in the election. The money was not for me.


“Thank God I’m a retired civil servant. I have all the documents to prove all that transpired between the two parties. There was no way for me to know that the money was from arms fund.


“With all the money PDP has and having spent 16 years in power, how would I know that the money was from the arms deal? No reference was made to the arms deal. So, they should not bring me into the arms issue”

I didn"t collect sarlary as a Minister - Olu Falae

AKURE—The former Secretary to the Government of the Federation and former Minister of Finance, Chief Olu Falae, on Wednesday in Akure, the Ondo State capital, said he served as a minister without collecting any salary.

He said this when former Governor of Kano State and immediate-past Minister of Education, Mallam lbrahim Shekarau, paid him a visit in his residence  in Akure over his recent abduction by some gun men, known to be Fulani herdsmen in his farm.


Shekarau, who arrived Falae’s residence at exactly 4: 40 pm, thanked God for bringing him home safely, adding that it would have been dangerous to the unity of Nigeria, if something untoward had happened to him.


“Chief has served this country meritoriously; he did not deserve such treatment in whatever manner, he is a man that should always be celebrated,” he said.


Shekarau also spoke on the need to encourage community policing, saying this would help in reducing the menace of kidnapping in our society.


In his response, Falae thanked Shekarau for his visit and the brotherly gesture he extended to him through his visit despite the tight schedule.


He said when he was Finance Minister, he was never on salary, but he served in the interest of and for the progress of the nation.


Falae, however, lamented that he had been paying the price of being a nationalist since he joined politics.


He said that he survived the abduction through the grace of God as the abductors attempted to kill him.


According to him, “ God has a way of doing His things, I know God just decided to spare my life, God really saved my life, they tortured me, stripped me naked and did a lot of things to me in their den, they even attempted to kill me but they did not succeed.


“I also thank God for making me to survive the ordeal because if they had killed me there, many lives would have been lost too, it would have become an ethnic war between the Yoruba and the Fulani. So I thank God that the matter did not get to that level.”

Why we abducted Falae - Fulani Herdsmen confess

The Department of State Service, DSS, yesterday presented two suspected abductors of Chief Olu Falae, a former Secretary to Government of the Federation, in Abuja.

Chief Falae, was abducted on his farm at Ilado village, Akure, Ondo state on his 77th birthday on Sept. 21 by armed Fulani herdsmen and released four days later.


Presenting the suspects, Mr Abdullahi Garba, an operative of the service, said that they were arrested on October 5 at J. Zebra hotel in Lokoja.


One of the paraded suspects, Abdullahi Usman (aka Kadiri) yesterday, gave a narration of how he helped to pinpoint “a big man who goes to his farm in Toyota Hilux van” who could be kidnapped to provide Sallah and wedding funds to some of his friends.


Narrating how Chief Falae was abducted, while he and another suspect, Babawuro Kato were paraded by DSS operatives at their headquarters in Abuja, Usman said he was approached by some of his friends in Kwara State shortly before the last Eid El-Kabir during a wedding ceremony.

him complaining that he was so broke that he might not be able to satisfactorily celebrate the festival unless he (Usman) was able to give information on any big man that could be abducted for ransom.


“I then told him that I know one man who used to bring a Hilux vehicle to his farm and I used to see him as I move my cows about”, he said.


That was how the gang members arranged to kidnap Chief Falae on his farm on Monday, September 21, 2015.


Usman said they then took Falae to Owo, where he was kept at a place called ‘Pipeline’ around Benin junction.


Eventually, the ransom of N5 million was paid to Datijo, who, according to Usman made away with it.


In their narrative, it was the second suspect, Kato who ferried Datijo and Falae on his commercial motorcycle from the hideout to where he was eventually picked up by the Police.


Kato however, insisted that he was not a member of the gang as he was only contracted to transport the two that night.


According to Garba, who addressed the press on behalf of the DSS, the suspects were picked up in Lokoja.


He stated that the abductors were mere criminals and that their action was not motivated by any political or ethnic sentiment.


“The service wishes to state that the abductors were mere criminals. Investigations have further revealed that their action was not targeted at Falae as a statesman and prominent Yoruba leader.”


He enjoined Nigerians to continue to live peacefully with one another and shun attempts by mischief makers to give the unfortunate incident an ethnic coloration and use same to cause disaffection among the populace.


“To this effect, the Service wishes to appeal to all Nigerians to be law abiding and responsible in their commentary on sensitive issues affecting national security.


“The Service will not hesitate to deal decisively with anybody, no matter how highly placed, in accordance with the laws as long as such a person (s) failed to respect the  law or peacefully coexistence among the good citizens of this great country.”

Falae: IGP Arase denies knowing about ransom paid to kidnappers

ABUJA—The Inspector General of Police, Solomon Arase, said yesterday that the police authorities were not privy to the fact that the family of former Secretary to Government of the Federation, SGF, Chief Olu Falae, who was freed by his kidnappers at Owo, Ondo State last week, paid ransom, saying such payment amounted to encouraging crime.

The IGP also advised families who might find themselves in  such situation in the future to desist from paying ransom since it was not a guarantee that the victim would come out alive.


In a statement issued directly by his office, titled ‘RE-RANSOM PAYMENT BY FAMILY OF CHIEF OLU FALAE’ IGP Arase said:  “The office of the Inspector General of Police has been inundated with enquiries on claims by Chief Olu Falae and his family that a ransom was paid to his abductors following the kidnapping incident involving him on  September 21 and 24, 2015.


”As a law enforcement agency guided by the rule of law and professional ethics, we do not under any circumstances encourage the payment of ransom to kidnappers or other criminals as it is tantamount to rewarding crime and motivating other criminals to follow that part.


”As such, the police was not in any way privy to any arrangement that would have led to payment of ransom by the elder statesman or his family. For the respected Chief to declare that he paid a ransom is therefore demotivating news.


”Our approach was a professional response to what we saw as a crime against a respected national personality known to embrace peace and who has dedicated his valuable life to selfless service of our nation.


”The Police under the leadership of the Inspector General of Police deployed our unique intelligence and operational capabilities, including Police helicopters on aerial surveillance.


”Our intelligence and operational teams comprising Intelligence response teams (Special Anti-Kidnapping Unit), Conventional and Mobile Policemen were deployed for rescue operation.


”They followed the path from the point of kidnap at his farm at Ilodo, along Igbatoro road in Akure, and trailed the hoodlums through bushes to Owo in Ondo State. In the process, we were able to identify the major actors and currently, high level Police activities are being emplaced to apprehend and bring them to justice.


”As professionals, it is our conviction that the unprecedented massive deployment of Police resources and men to support search and rescue operation put pressure on the criminals to release the elder statesman.


”This is much so, that history has shown that even when ransom is proven to have been paid, the life or safe return of a kidnap victim may not be guaranteed. The primary interest of the Police in this instance and granted the circumstance of this incident was the safe rescue of Chief Olu Falae which was achieved.


”Whatever the family did as regards the payment of ransom was outside the knowledge and consent of the Police and at this point, we wish to advise that in future that families who fall victims of such acts should rather work closely with the police component of the rescue initiatives so that we can achieve the primary purpose of rescuing the victim alive instead of wittingly or unwittingly giving the impression of encouraging criminal activity by rewarding criminals with payment of ransom.”


”In this instance, having confirmed that ransom was paid to the abductors, the police will be interested in widening their investigative scope with a view to exploring the lead further with a view to knowing how the ransom was paid and to whom such payment was made.


”If the payment was perfected through bank transactions, the police has the capacity to track such transactions and will be liaising with the bank to enable us trace the cash and apprehend the perpetrators. This could be an added lead that could strengthen on-going post kidnapping efforts of the police.


”The Inspector General of Police wishes to reassure Nigerians to strengthening and enhancing the safety and security of its citizens while counting on Nigerians to continue to support and work in strong synergy with the police towards the achievement of our statutory mandate.”

A former Minister of Aviation, Femi Fani-Kayode, says President Muhammadu Buhari, who is a Fulani man, is sympathetic towards Fulani herdsmen.

The former minister said this in a Facebook post titled, ‘Herdsmen from hell’ while reacting to the abduction of a former Secretary to the Government of the Federation, Chief Olu Falae, by suspected Fulani herdsmen.


Fani-Kayode said Buhari had in the past referred to Fulani herdsmen as ‘my people’. He, therefore, argued that he was not surprised that Fulani herdsmen were hardly arrested despite their many acts of violence.


He said, “In the last few years the Fulani herdsmen have attacked, ravaged and pillaged many rural communities south of the River Niger and they have slaughtered and raped thousands of innocent people in the South-South, the South-East and the South-West.


“We recall how, after a violent clash between them and some Yoruba farmers in Oyo State in 2000, General Buhari (as he then was) led a strong delegation of northern leaders to see the late Governor of Oyo State, Lam Adeshina. On arrival, Buhari put the question to him: ‘Why are your people killing my people?’ This was a classic case of a Freudian slip.


“The Bible says out of the abundance of the heart the mouth speaks. The general had spoken his mind. Governor Adeshina was shocked with disbelief and he responded by telling Buhari that he was rather surprised that a former Head of State would refer to one ethnic group as his people while referring to another as someone else’s.”


Fani-Kayode, who was the spokesperson for former President Goodluck Jonathan’s campaign organisation, said Buhari had never shown concern for the plight of the people of the South.


He said this was why it took Buhari 48 hours to react to Falae’s kidnap.


Fani-Kayode said it was possible that Buhari knew those behind the abduction Falae because the herdsmen released Falae 24 hours after the presidency condemned the abduction. He noted that no one had since been arrested for Falae’s kidnap.


He added, “Another curious twist to the tale is the fact that it took the Buhari administration two days to make any formal announcement on Falae’s abduction and just the day after they (Presidency) finally did so, the elder statesman was suddenly released.


“The question is this: who is pulling the strings from behind the scenes and who is attempting to test our resolve and test the waters?”


The Peoples Democratic Party chieftain said Falae’s claim that the Fulani herdsmen had links with Boko Haram should not be ignored.


He said the Fulani herdsmen were a security threat and could easily cause crisis in the South-West having populated the entire region under the guise of selling cattle.

He provided shocking details of how he was starved, made to trek kilometres and forced to sleep on leaves while it rained.


The former presidential candidate said he was kidnapped on his birthday by six Fulani herdsmen last Monday at his Ilado farm on the outskirts of Akure, the Ondo State capital.


Speaking to reporters at his home in Akure, Falae said the armed hoodlums threatened to kill him every 30 minutes, until they received information that the ransom had been paid. He did not state how much was paid to the abductors, who initially asked for N100 million, which they reduced to N90 million. A family member said they could raise only N2 million.


Falae, 77, said: “There were six of them with three or four guns and every half an hour or so they will say, ‘Baba we are going to kill you, if you don’t give us money we are going to kill you.


“On Wednesday, one of them said we are leaving here on Thursday morning. Since we cannot leave you here alone, if we don’t get what we want we are going to kill you.


“And they said they gave me until 3pm. I thank God that at 21 minutes before 3pm, one of them came and said ‘the money don complete’.”


Reliving his ordeal, he said: “When the hoodlums came, they slashed me with their cutlasses, they said I was not cooperating. And they dragged me barefooted into the bush.


“After dragging me around for about two hours, they stopped somewhere for us to rest and there they asked me to phone my wife and tell her that I have been kidnapped and taken out of Ondo State, which was a lie.


“About 2.30pm on Monday, we started walking with very few stops until 2am the following morning. I guess I must have covered a minimum of 15 kilometers.


“That morning, I did not take anything. So all day, I had no food, no water and I walked close to 15km. How I survived I cannot really remember. I had no food in my stomach, I had no shoes, my clothes were torn.


“At a point, one of them gave me a pair of slippers. Later, they called for a motorcycle. The motorcyclist took me away. I had no clue where we were going. Finally, they dumped me somewhere, where I was, until I was released on Thursday.


“In that place, we all slept on leaves. Unfortunately, it rained in the night and I was drenched. One of them brought a small umbrella to cover my head, but the rest of my body was not.


“They offered me bread, but I told them I could not eat it. I demanded for a bottle of coke, which was what I drank every day to have energy and to continue with the march, because we were always moving.


“They were changing locations two to three times a day. I suspect it was to prevent the police from tracing them.”


The ex-finance minister said although the confirmation of the payment of ransom was made on Wednesday afternoon, he was not allowed to go until Thursday morning.


“So the following morning, they said I should go. One of them took ropes to stitch my buba, which was tattered.


“So when I came out of the bush, I found a motorcyclist, who gave me a lift to Owo.


“The place was about 10km from Owo town. The place was between Owo and Ifon. And I walked to that place. I guess we must have trekked about 25km.


“Miraculously, I was not tired, I was not hungry and I was not afraid of them at all. Each time they said, ‘Baba we will kill you,’ I will tell them, ‘no, insha Allah, you will not kill me’.


“I did not break down, but I want to tell you that when I got back home I became completely exhausted.


“But I am now 80 per cent fit and I know in the next few days I will be 100 per cent again.”


The 77-year-old warned that such attack should not be allowed to happen again as it could result to even graver consequences.


“It is not because of me. As for me, I am a very humble person, but by virtue of what God has made me and the status He has given me, it is an insult to our race that a man like me could be abducted by a bunch of hoodlums.”


He added: “By the way, one of them told me ‘Baba, if after you leave us you talk nonsense I will come and catch you again’. That is the kind of insult I received.”


Asked if the kidnappers were illiterates, Falae replied: “Only two of them could speak some English. They were between 25 and 35. They were Fulani but they spoke Hausa.”


Falae said it was likely his ordeal was closely connected to his conflict with Fulani herdsmen, who consistently grazed on his farm.


“The cattle rearers have been giving me a hard time for the past two or three years. Because I have a dam on the farm, so they like to bring their cattle there to drink water, then they eat my crops.


“This time they ate up my maize farm. We took pictures, and it was videoed, the police went there. They were asked to pay compensation, they begged and paid half and we accepted it.


“That was about two months ago. Whether it was one of them who went to bring his brothers to come and deal ‘with this wicked man’, I don’t know. It is plausible.


“My view is that this is my home. I have not gone to farm on anyone’s territory. This is my home where I was born. I have every right to farm here and live in peace here. So, this is totally unacceptable.


“I once told the commissioner of police that if he cannot protect us and protect my farm, then I will protect myself. There will be self-help, if government fails to protect its citizens.


“It would have been unfortunate if that were to happen. The IG met me and assured me that they will give us protection.


“I hope that we  in Ondo State and in Yoruba land would consult to ensure that we enhance our protection. We cannot be slaves in our own territory.”


The former SGF said he was not surprised that the police could not trace and arrest the kidnappers because of the manner of their movement and operation.


“These fellows were permanently on the move. Day and night they were walking. Through farm lands, through water, through swamps…they were scared, they knew they could be traced with GPS, that was why they were running around all the time.


“I was not surprised at all that the police could not trace them before they decided to let me go.”

He said the kidnappers only freed him after they received payment, adding that he trekked for 15 kilometres before he was picked up by the police in Owo, several kilometres from Akure, the Ondo State capital.


The former minister’s disclosure has put a lie to the claim by the Nigeria police that no ransom was paid before his release.


Details of Mr. Falae’s speech today will come shortly.

Mr. Falae was released Thursday, four days after he was abducted by unknown gunmen.


The Ondo Police Public Relations Officer, Wole Ogodo, who confirmed his release on Thursday,  said no ransom was paid for the release.


Mr. Falae’s abductors had demanded N100million ransom for his release, later reducing it to N90million.


Force Public Relations Officer, Olabisi Kolawole, also said in a statement Thursday night that the former minister was rescued after the Force launched aerial and land operations in search of the kidnappers.


She said the rescue operation, which began on Monday, the day the Afenifere chieftain was abducted, took the search party to all parts of Ondo state.


He said Mr. Falae was eventually rescued in Owo.


The chieftain of the Pan-Yoruba group, Afenifere and National Chairman of the Social Democratic Party, was abducted last Monday at his Ilado farm along Igbatoro Road, Akure North Local Government Area of Ondo State.


“The operation which started in the early hours of the aforementioned date, combed every nook and cranny of Ondo state till success was achieved in Owo,” Ms. Kolawole had said.

President Muhammadu Buhari has directed Inspector-General of Police Solomon Arase and other security agencies to take all necessary action to ensure the safe and speedy rescue of Chief Olu Falae, who was abducted from his farm on Monday.

He also condemned the “callous and reprehensible” kidnapping of the 77-year-old former Secretary to the Government of the Federation and an elder statesman.


The president called for constant updates from the police and security agencies on efforts to rescue Chief Falae. He denounced the recurring incidents of criminal abductions across the country.


Buhari, in a statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, assured Chief Falae’s family, friends and other concerned Nigerians that the Federal Government will do all within its powers to ensure his swift release.


The president assured Nigerians that ongoing efforts to significantly enhance the security of lives and property in the country will continue apace and that under his leadership, Nigerians, irrespective of their status, will no longer be left at the mercy of criminal elements.


The Ondo State police urged the family of the elder statesman not to pay any ransom as demanded by his abductors.


The abductors slashed N10 million off the N100 million they initially demanded.


A family source said on Tuesday that they had only been able to raise N2 million.


Police Spokesman Wole Ogodo said police will not support the idea of paying ransom before the release of the elder statesmen.


Ogodo noted that  the police’s rescue team led by Commissioner of Police  Mike Ogbodu, was working hard at rescuing Falae alive.


While the rescue mission is ongoing, a 70-year-old pastor in charge of the Apostolic Church in Ilepa, Ikare-Akoko, was yesterday kidnapped along the Auga-Akunnu road in Akoko Norh East local government area of the state.


The suspected gunmen demanded N16million as ransom.


The Divisional Police Officer (DP0) in Akoko North East, Musiliu Sogbade, confirmed the abduction.


Chairman, Caretaker Committee of the local government, Alhaji Azees Umar, urged the security agents to rescue the cleric.


Also yesterday, the headship of Church of Nigeria (Anglican Communion) called for divine intervention in Falae’s abduction


At the Standing Committee Meeting (SCM) of the Church held at the St. David Anglican Cathedral, Ijomu, Akure chaired by the Primate of All Nigeria, Rev. Nicholas Okoh, the church expressed dismay over the development.


The SCM is made up of Archbishops from various Provinces and over 80 Bishops from across Anglican Dioceses across the country.


Chief Falae is the Chairman, Local Organising Commitee(LOC) for the Conference hosted by the Akure Diocese.


The All Progressives Congress (APC) in Ondo state also warned against politicisation of the abduction of the elder statesman.


The APC said those imputing politics into the kidnap of Chief Falae should rather join hands with family, friends and the good people of Ondo state to pray for the safe release of Chief Falae.


Publicity Secretary of the party in the state, Mr. Abayomi Adesanya, said people should rather pray for the release of the elder statesman.


“We don’t even need to blame anybody for now, we should all pray for the release of Chief Falae, it is important that at this point in time for all and sundry join hands and look beyond political differences to make efforts that “Baba” is released.


“Chief Falae’s kidnap is an unfortunate situation, but using it for political discourse is bad and inhuman. Let’s pray to God to ensure his release safe and alive” the APC said.


The National Association Nigerian Students (NANS) gave kidnappers 48 hours to free Falae.


A statement signed by NANS Vice President on national affairs, Gbenga Ayenuro, condemned the abduction.


“NANS condemns in its totality and entirety the abduction of Falae.


“It is disheartening, pathetic, appalling that the elder statesman who has been contributing immensely to the advancement of the socio-political landscape of the country and a dogged fighter working assiduously for tranquility and national unity across ethnic lines in Nigeria can be abducted by evil men.


“The nation at large should join hands to prevent and counter terrorism and incessant rise in abduction cases in the country,” the statement said.


Farmers in Ondo state have also threatened to wage war against the Fulani herdsmen in the state.


The Ondo State Agricultural Commodities Association issued the threat at the Stakeholders’ Meeting on OSACA Micro-finance Bank held at the Fadama Hall, Ministry of Agriculture, Alagbaka, Akure.


The group gave a seven-day ultimatum to the government to secure the release of the elder statesman, who is an elder of the association .


“What we are saying is that the abduction of Chief Falae is unacceptable to we farmers in Ondo state and the Southwest. We therefore give a seven-day ultimatum to the federal government to secure the release of Chief Falae, if he is not released within the next seven day, the farmers in Ondo State will take action that will have a national impact.


“We should not forget the Agbekoya war in the old Oyo State.”


Former Special Adviser to the President on Niger Delta Affairs, Mr Kingsley Kuku, also called for an unconditional release of Chief Falae, saying the abduction of the septuagenarian politician is “absurd and barbaric considering the age and background of the former Minister for Finance”


In a statement, he called on the relevant security agencies to expedite action towards securing Falae’s freedom.


Ondo State Peoples Democratic Party (PDP) in a statement, by its Director of Publicity Ayo Fadaka, expressed worry over the criminal incursion of the herdsmen into the state.


“We use this opportunity to call on the law enforcement agencies to do all in their power to apprehend and bring to justice those responsible for this indecent assault on the person and status of Chief Olu Falae.


“We also want to emphasise that, tackling these types of crimes by every state can only be possible if the much needed restructuring of our federalism is prosecuted with urgency as this will give every state the constitutional power to organise and control its own security as it obtains in other notable federalism around the world.


“The current constitution describes governors as Chief Security Officers without any security organisation directly under their controls.


“The issue of State Police is a desire that must be met at once as many challenges hitherto unknown in our clime is now in force, and the appropriate response to them is if every state can fashion how its territory is secured.


“Nigeria can no longer pretend that the security tactics and format of the 19th century will effectively address the challenges of this century. We urge those holding Chief Falae to release him forthwith and also call on the security agencies to upscale their act, locate and release Chief Falae immediately.”

Negotiation is still going on between the family of a former Minister of Finance, Chief Olu Falae, and his abductors as the latter has reduced the ransom demanded for his release from N100m to N90m.

It was learnt that the family had, however, been able to raise a sum N2m, which was reportedly rejected by the kidnappers.


A family source said the abductors called the family on Monday and said the family should raise N90m if they could not afford the N100m earlier demanded.


“At the time they called us on Monday night, they said they could only reduce the ransom to N90m, but we begged them to collect N2m, which they rejected.


“They said they would call us back today (Tuesday), but as I am talking to you. they have yet to do that,” the source said.


When contacted on the telephone, the Public Relations Officer of the state Police Command, Mr. Wole Ogodo, said the police were still making efforts to ensure that the victim, a former Secretary to the Government of the Federation, was released alive .


However, the Personal Assistant to Falae, Mr. Moshood Raji, alleged that Fulani herdsmen were behind the kidnap of his boss, noting that there had been incessant face-off between the herdsmen and the Afenifere Chieftain over their frequent invasion of Falae’s farm.


He said, “The Fulani herdsmen always invade the farm and this has caused a lot of problem between them and baba (Falae).


“Some weeks ago, we arrested some of them and detained them at the state command headquarters.


“There was a time that the secretary of the Fulani community told baba to erect a fence around his big farm so that his men would not be entering it with their cattle. He also threatened that baba should ensure that nothing happened to his people and their cows.”


Meanwhile, the Ondo State House of Assembly has condemned the abduction of Falae.


The House, at a plenary presided over by the Speaker, Jumoke Akindele, also called on security agencies to bring to book those behind the “dastardly act.


Akindele said the kidnap of Falae, the National Chairman of the Social Democratic Party, was uncalled for, having contributed immensely to the state and the nation at large.


The Speaker also called on the Federal Government to consider the 2014 confab report which recommended state police as the solution to increasing cases of insecurity.


In the same vein, the state Chairman of the All Progressives Congress, Mr. Isaac Kekemeke, called on the state government and security agencies to ensure that the abductors were arrested.


Kekemeke, in a statement, said, “The state government must regulate the activities of these itinerant heardsmen, just as it regulates citizen’s use of public utilities.


“ These lawless herdsmen, if they must live in Ondo State, cannot be law unto themselves.”


In a related development, the South West farmers, popularly known as Agbekoya, on Tuesday demanded an unconditional release of Falae by his abductors or risk the wrath of its members across Yorubaland.


The farmers, under the aegis of All Farmers Association of Nigeria, South-West geo-political zone, also issued a 24-hour ultimatum to the abductors.


The AFAN S/W Zonal Coordinator, Chief Olusegun Dasaolu, announced the ultimatum in Abeokuta on Tuesday in company with the secretary of the association, Ogunjinmi Abiodun.


Dasaolu said, “The association is not unaware of the running battle between Falae and the Fulani herdsmen.


“We are ready to mobilise all farmers in the entire region to comb everywhere in the entire Yorubaland in search of Chief Falae.”


He noted that whatever affected Chief Falae on his farm could also affect any of the farmers in the geo-political zone.


He also appealed to Fulani farmers who had been living peacefully with their host communities across the South-West to join hands with AFAN in search of Chief Falae.


Dasaolu also called on security agencies to, as a matter of urgency, ensure that Chief Falae was released unconditionally and unhurt.


He said, “AFAN is not taking it lightly with the abductors; it is absurd, unacceptable.


“Our utmost interest is that Chief Falae should be released unhurt and unconditionally.

A former Secretary to the Government of the Federation, Chief Olu Falae, has been kidnapped by gunmen on Monday on his farm at Ilado village in the Akure North Local Government Area of Ondo State.


The incident occurred on the day the former presidential candidate of the All Peoples Party clocked 77.

It was gathered that the gunmen, numbering 20, invaded the farm at about 12.30pm, beat up Falae, who is also a former Minister of Finance, and his workers before whisking him away in their vehicle and heading towards the state forest reserve.


Efforts to meet Chief Falae’s wife, Rachael, or any member of his family, were unsuccessful as of the time of filing this report.


But the spokesman for the state Social Democratic Party, Mr. Remi Olayowola, said the abductors had contacted the family and demanded N100m as ransom.


He said, “The kidnappers have called baba’s wife and they demanded N100m, which they said must be paid between today (Monday) and tomorrow (Tuesday) before he could be released. They said baba is in their custody hale and hearty, but the money has to be paid before they would free him.”


The Police Public Relations Officer, Mr. Wole Ogodo, said it had not been established whether the septuagenarian was kidnapped or not.


He, however, confirmed that some Fulani herdsmen invaded the farm and attacked Falae and his workers.


He said, “We cannot say it is a case of kidnapping yet because the information I have said some Fulani herdsmen invaded the farm, beat up everybody on the farm, including Chief Falae. Some of the workers were injured by the attackers.”


Ogodo added that the command had deployed over 50 policemen, led by the Deputy Commissioner of Police in charge of operation, Mr. Ishola Adbullahi, in the farm to secure the release of the National Chairman of the SDP, adding that the injured workers had been taken to an undisclosed hospital for treatment.


“This is not the first time the Fulani herdsmen would attack the farm; they had come before and some of them were arrested. So, they came today (Monday) again. I don’t think it is a case of kidnapping until the team that went there comes back before we can establish whether it is a kidnapping case or not,” he said.


The state government, while reacting to the incident, said it was sad that an eminent elder statesman like Chief Falae could be abducted.


The state Commissioner for Information, Mr. Kayode Akinmade, said the state Governor, Dr. Olusegun Mimiko, had convened an emergency security meeting to secure the release of the Afenifere chieftain.


Akinmade lamented that the act showed the level of decadence in the country and “clearly indicates that nobody is safe.”


He promised that the government would do everything possible to ensure the safety of the man.


The Secretary-General of the Pan-Yoruba Socio-Cultural Group, Afenifere, Chief Sehinde Arogbofa, when contacted on the telephone, described the incident as embarrassing.


“In fact, I don’t know what to say; but this is embarrassing,” Arogbofa said.


Meanwhile, Afenifere, in a statement by the group’s spokesperson, Mr. Yinka Odumakin, condemned the abduction of Falae, saying security agencies should “track his abductors swiftly.”


The group said the kidnap of Falae, the traditional ruler of Ilu Abo in Ondo State, “has added a frightening dimension to the state of insecurity in Nigeria.”


The statement read in part, “The kidnap of Chief Falae is coming on the heels of recent abductions of Vanguard columnist, Ms. Donu Kogbara, and Toyin, wife of Deputy Managing Director of The Sun Newspapers, Mr. Steve Nwosu.


“As kidnappers are invading the south, Boko Haram continues the festival of bloodshed in the north. These are clearly intolerable and the security forces must rise to the occasion by taking concrete steps to combat the mindless lawlessness going on across the country.


“The first responsibility of every responsible government is to secure the lives and property of citizens. We demand the immediate release of Chief Falae and call on the security agencies to track his abductors.”

The 76 years old man was kidnapped at his farm in Ondo State.
